[Argentina] Meeting with Vietnam, China and Nigeria

Charter of the
Confederation of Independent States
​

The present Document is to serve as foundational document to regulate the general pourposes, guidelines and activities of the Confederation of Independent States (CIS).

1. The main principle and guideline of the CIS is to coordinate the efforts of independent nations to achieve a balanced and fair world, with equal opportunities and responsabilities towards the challenges of the 21st Century. The equal development and support to emerging nations constitutes a pilar of the CIS policies.

2. The CIS shall be constituted by three separate and autarchic bodies, each with separate functions and objectives.

3. The Political Board shall be tasked with coordinating all political actions and activities in order to find consensus and to reinforce the CIS's Members position among the rest of the international community. It is to be composed by representatives from all Core Partners and may include representatives from the Supporting Partners. A permanent representative has to be appointed in order to guarantee quick responses and actions.

4. The Commercial and Economic Center shall be tasked with promoting commercial and financial interaction between all Core and Supporting Partners, with the objective to increase the Members GDP's and support a sustainable and long-term growth. General economically orientated programs with the same objective will also be incorporated as one of the Center's responsabilities. It is to be composed by representatives from all Core Partner and from the Supporting Partners.

5. The Defence Council shall be tasked with discussing and coordinating all military related affairs, including the further integration of each Core Partner's Armed Forces with the ultimate goal of achieving a full interoperational capability around the globe. This will include the planification of joint exercises, study of logistical programs and coordinated responses to new threats to the Core Members, among other defence-related tasks. A permanent representative has to be appointed in order to guarantee quick responses and actions.

6. The Members of the CIS will be divided into two categories, Core Partners and Supporting Partners.

7. The Core Partners include the founding Members of the CIS, as well as all those nations who have been approved by all pre-existing Core Partners unanimously. In order to be accepted as a Core Partner, the interested party has to be first accepted as a Supporting Partner. In both cases, a Core Member has to sponsor the interested nation by making a presentation to the Political Board on his behalf. The Political board will then analyze the convenience and suitability of the candidate.

8. Core Partners have access to all Meetings of the CIS with voice and vote. The Core Members have the obligation to assist other Core Partners in case so required or in case the Council calls for. Supporting Partners are not binded to the Defence Council decisions, but may be asked to do so.

9. Supporting Partners have limited access to the Political Board and Defence Council and full access to the Commercial and Economic Center. Supporting Partners can be called to assist Meetings from the Political Board and Defence Council.

10. Core Partners have to contribute to the CIS treasury with 4% of their monthly income. Supporting Partners have to contribute to the CIS treasury with 2% of their monthly income.

"Perhaps it would be best to include a mutual defence clause in the treaty? To cemement our loyality and growing relations, it woulpd mean that if one of our core nations is attacked the other core members must come to its aid as if it was an attack on them to."

"We did include something like that in Art. 8: "The Core Members have the obligation to assist other Core Partners in case so required or in case the Council calls for ". But If there is consensus form all parts, we can include somehting like that directly in an article on its own."

"This looks very good, I believe that we can get behind this charter with relative ease. Also, who will oversee the CIS treasury? Or shall I say, who will have access to it? Aside from that question I have no further suggestions for additions to it. Does anyone else however?" he asked the others in the room finding the charter to be most agreeable."Actually wait, I do have one more thing. What will the symbols be for the CIS? Such an organ should have clear and identifiable symbols and insignia."

"I would suggest that for major expenditures, we would need 2/3 of the Core Members to approve it. Consensus would be the best, but if there are internal turmoils in any of cour countries that could prevent a quick answer, we would have problems.

As for the symbols..." The argentine would take a small piece of fabric our of a small box and show it to the rest of the participants:

"It is in the best interests of all our nations, that the honour of hosting the CIS treasury should be given to Argentina, as it was they who managed to unite all of our nations and fathering this project. I do find the symbol to be brilliant and in line with its symbolic description!"

"Argentina would be more than honored to function as manager of the CIS treasury. We could also assign in a preliminary way the seats of the other 3 bodies of the CIS: The Political Board, the Economic Hub and the Defence Council. We could locate each of them in one of our countries. Volunteers?"

"We can certainly back such an idea. Argentina, with its established markets and world banks should certainly be the hub for our treasury, The Defense Council's natural position is in Eastern Asia, where the main bulk of our unified armed forces are, and where the vast majority of the population lies. The Political Board should be located in the most central location, that being from my perspective, Nigeria."

"We concur with that division. If the vietnamese representative agrees, we could perhaps move on on agreeing on the final document and discussing potential dates for our Heads of State to meet in a public event and sign the formal creation of the CIS."

"That would be grandiose! However perhaps this date should be a while after this hole debacle with Brazil and France. The International Community would view this alliance as a group of protectors of Brazil, which it is not."

"I agree with China's comment. Once we settle this issue surrounding Brazil, the argentine Government will call for a conference for our four Heads of State to meet in person and sign the document in front of the media. Would that be in order with you all?"

"China agrees with Argentina." He would pause and wait for others to answer.

"Nigeria agrees as well, and we further would like to point out the importance that the members of this pact show immediate solidarity and seriousness in securing and promoting the cooperative alliance. For this reason, I would also purpose the creation of a dedicated CIS Foreign Office, this would also be ideally situation in the Pacific Region in our opinion. This would be staffed by members of all foreign ministry's and allow competent interworking of our foreign policy. It would also allow us to better anticipate tensions and be more proactive in promoting our foreign policy. We would also suggest the formation of a joint secured communication system, ideally secured by whomever's tech security is the best, and perhaps the securing of all internal agencies of any member nation that wishes it with such systems. All of this should be planned in advance as well as the location of each Headquarters and the staffing necessary to open them all, so that the alliance may immediately come up to speed. I would also suggest perhaps a large scale land exercise, perhaps in China, as it allows a vaste diversity of terrain to better integrate and cross train our armed forces."

"I agree with the proposal from Nigeria, we need solid institutions to coordinate our foreign policy and have a solid political stance towards teh challenges tht oculd be thrown at us.

The development of a wide and secure logistic and communication network is also a priority. Wars are won through logistics and planning, this should be a priority.

Now, with the situation involving Brazil having calmed down, I suggest we set a date and call for a public conference to announce the creation of CIS and to sign the foudnational document."

"We also agree on the proposal put fowards by Nigeria, we should view the CIS as a entity in the world and its own interests and goals, and by having a dedicated foreign office, we can more easily respond to threats and issue surrounding the world in a efficient and successful way. We also do not oppose a large scale exercise with all of the CIS members in Asia, as to gather our success working together and solve any failures that may rise. I...would not mind announcing the creation of the CIS tomorrow or even today! We are all here present and we are all allowed and given powers to act on the behalf of our heads of state and government. But any other date is fine by me."
