With Congo still not being a formal member of the Coalition and as a foreign force operating in the Saudi theatre of the conflict, a secure and encrypted line would be established between the Australian commanders and the Congolese commanders. The Australian Commanders present and their locations would be:

• Commander Australian Fleet, Rear Admiral David Campbell (HMAS Kuttabul, Sydney, NSW)
• Air Commander Australia, Air Vice-Marshal Brent Espeland (RAAF Base Glenbrook, Blue Mountains, NSW)
• Special Operations Commander Australia, Major General Mike Hindmarsh (General John Baker Complex, Bungendore, NSW)

They would wait for Congolese Commanders to connect through.
