PRIME MINISTER |
SECURITY CLASSIFICATION: SECRET (ENCRYPTED) |
30 June 2004 |
Dear Madam Prime Minister, I warmly congratulate you on your election as Prime Minister of New Zealand. We regard the relationship with New Zealand as our most important one. Australia has been stepping up to the challenges that face the Pacific region by ourselves in recent times and we are delighted to have an active New Zealand back on the stage. This will help to legitimise and further our shared interests. Australia established the South Pacific Forum back in 1999 and have yet to receive a New Zealand signatory to the forum agreements. We would be delighted to have New Zealand as well as your associated states the Cook Islands and Niue sign on as members of the South Pacific Forum along with ourselves, the United Kingdom, the United States and France. We are also eager to sign other agreements with New Zealand to strengthen our economic and security relationship into formal agreements. Australia has de facto maintained security over New Zealand in these recent years and many Pacific states without any formal agreement. Furthermore we have allowed New Zealand citizens to enter Australia with full right of abode and without the need for a visa without any bilateral agreement with New Zealand. The status to which New Zealand holds within Australia is next-level beyond any other nations including the United States and the United Kingdom. I wish to propose a state visit by myself immediatley, flying in from my state visit to Singapore in order to formally introduce ourselves and to get the ball rolling on areas which have been neglected for years from the absence of a New Zealand Government. Yours sincerely, Julia Gillard. |
