Dear Secretary of State,

The Australian Government has recently been informed of the expanded Monroe Doctrine which was announced a few years ago by your Department of State. This doctrine conflicts with Australian Government obligations to certain Pacific Island nations. Notably in the list are:

  • Fiji
  • Kiribati
  • Solomon Islands
  • Cook Islands
  • Samoa
  • Tonga
  • French Polynesia (France)
  • Pitcairn Islands (United Kingdom)
  • Other Independent Island Nations throughout the Pacific
They are described as "The sovereignty and territorial integrity of each of these countries is guaranteed by the United States, as well as protection from outside political interference." Australia does maintain defence arrangements with Kiribati and Nauru, where Australia is solely responsible for the defence of those nations as they maintain no standing military. Australia is also the defence partner of choice for the Solomon Islands, who maintain a paramilitarised police force but heavily rely on Australia for defence. Samoa likewise has these arrangements with New Zealand and Australia maintains a defence arrangement with the Cook Islands and Niue through our security treaty with New Zealand. Australia has had a long history of cooperation with Fiji and Tonga likewise. We are seeking clarity about this expanded Monroe Doctrine to ensure it doesn't become an issue between our two nations should we fulfil our defence obligations to one of these territories and the United States sees it as "outside political interference".

Ambassador Beazley,

The goal of the new Monroe Doctrine, which the media has dubbed the "Gore Doctrine" in modern geopolitics, was created largely to maintain the status quo in the New World and nearby areas. Australia's continued protection of these territories from foreign invasion and interference is not just in line with the Gore Doctrine, it is an exceptional example of how democratic nations of the Free World with significant power and influence make sacrifices to ensure that the weak and defenseless are able to live and choose their own destinies. I hope that I have made the position of the United States absolutely clear on this matter, and I look forward to our governments continuing to work together.​
