Chuan remained focused on the dialogue between the Polish and Australian representatives. He took his time to understand the situation, a habit of closing his eyes in moments of stress helping him stay calm. Known as the father of the Republic of Thailand, Chuan maintained his stability even during intense discussions. He was always impressed by the younger generation's debates about the future of an island with millions of residents. The bright, energetic minds of his counterparts renewed his faith in humanity. As the Polish representative responded to the Australian, Chuan realized it was his turn to speak, noting the American representative's quiet observation.

"The protection of all lives on the island, whether humanitarian forces or local population, is a priority for the Republic," Chuan began. "New Caledonia cannot sustain itself without the consistent flow of supplies delivered by our humanitarian mission, ongoing for the past eight months. Our forces, unarmed though they may be, are fulfilling their duty under international law to promote peace and development. Thailand cannot simply cease this operation, which delivers 33,750 TEUs of essential goods biweekly, without facing disastrous consequences." He paused, letting the gravity of the situation sink in.

"If the other representatives agree, Thailand can evacuate 8,500 to 12,000 people daily from New Caledonia to Australia, provided we have three days to prepare," Chuan stated. "We don't yet know how many people wish to leave, but our Navy can deploy 17 landing platform docks to New Caledonia within that timeframe." He nodded, signaling the end of his speech.

"The cruise liner terminal coming under attack is a high risk, I think the best way to evacuate citizens would be via landing craft to awaiting vessels. Australia has landing craft and landing ship vessels capable of taking onboard all of our own citizens and some of other nations. If the National Security Committee is in agreement with this, we can begin to move them into position. I would ask that all landing craft which beaches on New Caledonia be accompanied by Australian Special Forces to ensure their protection, if this is acceptable to Poland as the de facto representative of France. Baie de Numbo could definitely be used as the point to which landing craft beach and take citizens to awaiting ships. May I make it clear that we are only talking about foreign citizens, currently there is no capacity, need or want to take a large amount of New Caledonia's citizens to Australia. We are willing, however, to take French citizens who are normally resident in other areas of France that is not New Caledonia. But the priority will be in Australian, New Zealand, Canadian, British, Singaporean and American citizens and citizens of other Pacific Island nations.

Those airports may not be suitable. While we do have STOL aircraft capable of landing at these airports but these airports not being the vicinity of Noumea creates challenges as the vast majority of foreign citizens are in Noumea. But we will look at utilising them to take citizens who are elsewhere on the island as soon as we stipulate where each individual Australian citizen is, something the Department for Foreign Affairs and Trade is working on."

Kevin would turn his attention to the Thai representative.

"We fully support your humanitarian operation in New Caledonia, though I will recommend taking on board some of the advice of the Polish representative regarding the safety of your humanitarian force. We wish to see the flow of aid continue, if not increase. Are you absolutely sure you can evacuate 8,500 to 12,000 people a day? That seems excessively high. We also don't need this amount evacuated, we don't think the amount of foreign citizens on the island is more than 5,000. Unless the Thai Government is willing to take in a large amount of the local population as refugees... which is something we do not have an interest in doing."

Chuan listened attentively as his Australian counterpart shared his perspective and suggestions. Despite the opposition from his own party, the Democrats, against increased immigration, Chuan maintained his professionalism. He knew the ruling coalition government of four left-leaning parties would be more than willing to support the initiative. Nodding occasionally during the Australian minister's speech, he waited respectfully for his turn to speak.

"Thank you for your insights, Mr. Kevin. The scale of evacuation we're discussing is manageable with our Auxiliary fleet. If defense support is needed, Thailand can deploy a few thousand marines alongside the evacuation fleet. Besides our basic carrier strike group off New Caledonia, we can also send eleven multi-role guided-missile frigates to ensure the full deployment of the strike group." He paused briefly, gathering his thoughts. "Regarding landing crafts, Thailand can provide 100 crafts, each capable of transporting 33 people. If Australia's main concern is limiting immigration, Thailand will gladly accept all refugees from New Caledonia. Thank you."

The Foreign Affairs minister would be the first to respond. "As stated before by my colleague in the Ministry of National Defense, bringing in additional military forces by foreign nations would only exacerbate the situation on the ground so we must deny your request for eleven combat vessels into the region. Your carrier strike group being in such close proximity is certain to cause alarm amongst the insurgents as it is. The additional deployment of thousands of marines would surely be seen by the insurrectionists as the continued invasion of their homeland. We are attempted to draw down the conflict as peacefully as possible while also bringing those responsible to justice. It is still the position of Poland that Thailand withdraw their humanitarian forces or at least attempt a withdrawal of forces not necessary to the immediate humanitarian mission. At least until we are able to repair the port enough to facilitate the distribution of supplies once again.

As for the Australian request, I understand the need for security and the inclusion of Australian Special Forces as security forces. Like the Thai government we are against the placement of combat ships within the region of New Caledonia so we would like to request that any ship being sent be considered an auxiliary ship such as the Lublin-class Landing ship. If given time for the Polish flotilla to arrive, we would like to take care of the protection duties of the evacuation. As I am everyone here is aware, it will take time to inform refugees of the location as well as time to logistically plan for all of our forces to work together fluidly."

The Wiceadmiral would continue from where the Foreign Affairs minister left off from. "I just want to reiterate what we have been saying from the beginning, additional combat troops within the AO is destined to lead to continued hostilities that would put innocent civilians in harms way. It is my belief that we await the arrival of the Polish flotilla before we begin evacuation of foreign nationals and other refugees to insure that each category of refugee is aware of where they need to go, what they need to bring, and whether or not they will be considered for evacuation. It would also be best to set up an identification station to insure we have a database of refugees to insure that none of the insurgents are able to withdraw to foreign nations or attempt to sabotage the evacuation attempt.

As for evacuation locations, Australia has chosen Baie de Numbo as their chosen point of interest. Going over the maps we have on hand of the area we would recommend going to area around the location of the Tokuyama plant. It offers the best defense against possible attacks by limiting ingress points while allowing landing craft to land alongside the rocky outcropping surrounding the island. There is also a conveyor system that offloads minerals onto cargo ships that could be retrofitted to allow civilians to walk across to waiting ships. As for a possible point for Thai forces to withdraw, we would recommend Le Meridien Noumea Resort and Spa. It would be an easy place for refugees to congregate and receive aid while they are extracted from the island.

Meanwhile we would like to advise everyone here that Poland will continue to utilize the cruise terminal as it's base of operations and that is the most likely location of the heaviest fighting and would advise your forces to avoid the location as long as possible unless absolutely necessary. Our forces will work to secure the city from insurrectionists but as anyone familiar with insurgent warfare is aware of, it will be a hard won fight.

As for transportation, Poland will be utilizing our air transportation wing to transport combat vehicles to Brisbane International Airport to then transport them to Port of Brisbane where they will be loaded onto an awaiting Lublin-class ship where they will then be transported to New Caledonia. We would also like to utilize the airport to transport a small unit of combat to accompany these vehicles to New Caledonia. We would like to do this trip at least 3 times before we revisit the need for use of the airport. That would bring us to roughly eighteen vehicles and two hundred personnel being transported to via the Brisbane International Airport. Does this seem acceptable to the Australian government? We would also like to ask that Thai forces evacuating refugees utilize New Zealand's offer of assistance in providing assistance as well as providing a safe haven for refugees."

Chuan felt a jolt of surprise as he listened to his Polish counterpart's position. Realizing he had been distracted by his Australian colleague's earlier remarks, he nodded occasionally to show he was following along. When the Polish delegate finished speaking, Chuan requested permission to respond in a measured and professional tone.

"Thank you for highlighting the need to minimize armed deployments. I realize I may have been a bit carried away earlier. My apologies." He bowed slightly. "However, Mr. Kowalczyk, I must emphasize the gravity of the humanitarian crisis in New Caledonia. Thailand will firmly oppose any action that risks creating a humanitarian disaster, such as withdrawing our humanitarian mission. Unless the Polish Government can guarantee that a local organization will manage the distribution of 33,750 TEUs of essential aid biweekly, we cannot agree to this. These supplies are vital for New Caledonia, especially given the French Government's inability to meet basic needs." He paused briefly. "If I may, can we consider involving a leader or representative of the insurgent forces in this dialogue? We must acknowledge their right to self-determination, regardless of their methods."

"Well Mr. Leekpai, if you are more than willing to take New Caledonian residents into Thailand as refugees you are more than welcome to, but unfortunately we won't be able to facilitate their processing or movement in or through Australia, we simply do not have the capacity and it brings up legal issues within the Migration Act as they will then be within their power to apply for visas within Australia and then be able to stay in Australia while the outcome of their applications are being determined. It raises loophole concerns and we may find ourselves with a refugee crisis. They will need to be taken directly from New Caledonia to Thailand, but all other citizens can be taken to Australia first.

Our request for Special Forces protection is more to do with the protection of Australian Defence Force assets operating on the ground rather than moving in and protecting citizens on their way to the assets. I don't think that is unreasonable to expect us to wish to have a few troops defending assets as they go about their business. All of the navy personnel who will be operating the landing craft will be armed regardless but there needs to be a bit of an additional security force in place to protect our assets due to the volatile situation.

Again let's make sure we classifying matters here. Australia has no interest in taking refugees in from New Caledonia. Our goal is only the evacuation of Australian citizens and citizens of other select nations. Refugees would take more time to process, but if an individual holds an Australian, New Zealand, British or other passport then they will be quickly processed. If Thailand wants to send a force to take refugees, then that is something that Poland and Thailand can resolve by themselves. At the moment, time is not our friend and we do need to get our citizens out of New Caledonia as soon as possible. If the time for the Polish flotilla is going to take too long, then the Australian Defence Force should be able to move in an evacuation force in the time being. Yes, that will have to include Special Forces protecting those assets, but I do not believe their presence will exacerbate hostilities, especially since they will load up landing craft and leave possibly before anyone takes any notice. Australian Consular officials are on the ground in New Caledonia beginning the work of processing Australian and New Zealand citizens and making sure they are aware of any updates in evacuations. Where they can, they are also getting in contact with citizens of other nations.

As for your movements into Brisbane, that is perfectly acceptable from the Commonwealth Government's point of view. The Australian Defence Force and the Queensland Police Service will assist in coordinating logistical efforts on the ground. I will allow the Premier of Queensland, Anna Bligh, to join this meeting via video link so she is kept in the loop of any developments regarding Brisbane and the need for Queensland Police assets." Anna Bligh will be informed and join the call from the Queensland Government offices at 1 William Street, Brisbane.

Kevin will turn his attention back to the Thai Representative.

"This is a National Security Committee of Cabinet meeting where the most sensitive and classified information is being discussed about the situation in New Caledonia and the utilisation of the Australian Defence Force, under no circumstances will any member of the insurgency in New Caledonia be invited to this meeting."

Chuan's thoughts were interrupted by the Australian Foreign Minister. He remained composed as he listened to his Australian counterpart, who seemed oblivious to Australia's true place in the international community. Chuan recalled the Thai Foreign Minister's warning during his preparation for this virtual discussion. Ironically, the Thai officials appeared to understand the Australian government's attitude better than the Australian representatives themselves. Outwardly, Chuan was respectful and attentive. When the Australian Foreign Minister looked at him, presumably through the camera at everyone present, Chuan nodded respectfully before speaking.

"Mr. Rudd," Chuan began, his tone shifting from calm to solemn. "I respect your commitment to promoting Australian national interests. Your nationalistic stance will undoubtedly benefit the Commonwealth of Australia. However," he paused, letting the weight of his words settle, "Australia is exploiting the system of multinational dialogues. No one here has joined this meeting to advance Australia's interests. Our goal is to ensure lasting peace for New Caledonia and to help its people make an informed decision about their future—whether to remain under the French crown or not." His voice carried a paternal authority as he delivered his rebuttal.

"France is a sovereign state with internationally recognized borders, Mr. Rudd. This message extends to other Australian statesmen and military leaders. If you unilaterally send military assets and personnel into New Caledonia's territorial waters, you will face the consequences of violating international law. Thailand will not tolerate any provocation against one of its allies and economic partners." Chuan's voice grew more serious and assertive as he defended Thailand's ally. "Australia is not like Poland, which has been assigned by the French government to lead the counter-insurgency operation. Nor is Australia like Thailand, which has exchanged full military access with France," Chuan stated clearly.

"There is a simple psychological reason why Polish representatives have warned against sending any foreign service members or military assets to the island. If you were briefed by your intelligence, Mr. Rudd, you would know that the insurgents don't view any humanitarian force as purely benevolent. They see them as oppressors, including the unarmed Thai humanitarian forces delivering billions of dollars' worth of essential goods to New Caledonia. If Australia wishes to continue this multinational dialogue, you must recognize that the French Empire has designated Poland as the leader in any initiative." He finished his statement, nodding, not to the Australian side, but to his friend in Poland.

If there are matters which are more particular and don't pertain to Australia's role then you are more than welcome to have those discussions in a different forum, no one is forcing you to be here.

By no means is this a meeting to discuss the future of New Caledonia and whether the French have a role to play in New Caledonia. To us, that is not a matter the international community should be focusing on right now. Evacuating citizens must be a priority and Australia will not be dictating how New Caledonia is governed, that is a matter for the French Government and the people of New Caledonia to decide for themselves. If you wish to have a meeting about that with other nations, then you are more than welcome to start your own meeting where you discuss that.

I think you are going a little overboard, Australia is planning operations which will evacuate citizens ONLY. Australia has no intentions of starting any counter-insurgency operations or sending any "humanitarian force" and we respect that that is the prerogative of the Polish Armed Forces as stipulated by the French Government. If you were paying attention to the meeting you will see that we are discussing and fleshing out the logistics of such an operation with our Polish counterparts here and your inflammatory contributions are not helpful. If we could get French approval, we would, but their government is missing in action right now so we have turned to Poland for the necessary approvals as the de facto security force in New Caledonia. And yes, that is another acknowledgement of the French designation towards Poland, which I have acknowledged on numerous occasions in this meeting... Mr. Leekpai."

"I must refer everybody to a statement made by the President of Portugal (https://modernnations.com/threads/rádio-e-televisão-de-portugal.23165/page-2#post-118236). He has stated... "The decision to launch a daring rescue operation to save our citizens stranded in New Caledonia was not taken lightly.... Our brave sailors, soldiers, and airmen stand ready to embark on this noble mission..... We will spare no effort, we will hesitate no longer, until every last Portuguese citizen is safely returned to our shores." Obviously they have decided to send forces down here quite unilaterally. I suspect they will take some time to arrive. Obviously they have a right to get their citizens out safely, as do we, but to take the decision without any consultation is quite daring if you ask me.

We are going to invite them to the meeting so we can have a liaison as they are now a stakeholder with or proposed assets in the region."

A Portuguese representative would be invited to attend the National Security Committee meeting via video link.

After staying quiet for some time, Rear Admiral Brent Goodman cleared his throat and then spoke up to those who were in the video call, and also those in the cabinet meeting for the Australian government. "There were two things I wanted to state... Firstly, as long as Poland has a mandate to be on New Caledonia from the French government and as long as Poland abides by international law, the United States government fully supports the Polish government and their armed forces stationed on the island. Moreover, we support and respect their wishes to keep this incident contained, and we will back up the Polish Navy to ensure that this remains the case.

"Secondly, the United States already has assets in the area and is willing to do whatever is necessary to help safeguard Polish troops deployed to New Caledonia, including evacuating them if requested. Vice Admiral Gągor, is there anything that the United States and any other country can do to assist your armed forces, your aid workers, and your government at this time?" he asked.

The Chief of Staff of the Portuguese Navy, would be selected to participate in the security committee, Admiral Melo Gomes. His line would be encrypted and private.

"Good morning, afternoon or night, depending on your location, distinguished representatives, first I would like to pass of our sincere condolences to the Representative from Poland, regarding the deaths of their armed forces personnel.

I am Admiral Melo Gomes, Chief of Staff of the Portuguese Navy. It is an honor to address you all today regarding the urgent situation in New Caledonia." He would pause. "First I must inform you that Portugal's highest priority in this operation is the safe evacuation of our nationals currently residing in New Caledonia, by our means. Our government has authorized a substantial naval deployment to ensure their swift and secure extraction, after that we are open to continue to cooperate with regional powers. However, we believe that this is a Indo-Pacific issue that needs to be solved by Indo-Pacific nation. But, Portugal is open to cooperate.

I can confirm that our naval assets are en route and are expected to arrive within two to three days. We are fully prepared to execute the operation with the utmost precision and care to ensure the safety of our citizens. We obviously recognize the complexity of the situation and the potential for heightened tensions. Therefore, Portugal is committed to maintaining open lines of communication and cooperation with all involved parties to avoid any misunderstandings and ensure a coordinated effort.

My government remains deeply concerned about the humanitarian situation on the ground. We are ready to provide necessary aid and support to alleviate the suffering of civilians caught in the conflict. However, we urge all parties to prioritize the safety and well-being of all civilians and to allow for the safe evacuation of foreign nationals. Portugal stands ready to work collaboratively with each of your nations to achieve a peaceful resolution and to ensure the well-being of all civilians affected by the conflict.

"Thank you Admiral Gomes for that brief.... If there is anything Australia can offer in terms of logistical support please do not hesitate to ask." The Deputy Prime Minister would eagerly await to see how the Polish would react to such an announcement by Portugal.

The Chief of the Defence Force would pass around documents in regards to Operation Morris Dance (https://modernnations.com/threads/australia-operation-morris-dance.29139/) to those in the room, those joining via video call would not be given one except for Annelise Young the Consul-General in Noumea and Anna Bligh the Premier of Queensland who would be faxed a copy. This was classified material for those with an Australian Government Security Vetting Agency positive vetting clearance only. The mandated attendees of the National Security Committee would be required to give unanimous approval before the Operation moved to deploying outside of Australia, movements inside Australia did not require the approval of Cabinet and was confined to approval of the Chief of the Defence Force and the chiefs of the various ADF services.

Kevin Rudd would look around the room, he would nod and would receive various nods from the mandated attendees. He would text the Prime Minister's Chief of the Staff attending via video link in Wellington. The Chief of Staff would approach the Prime Minister in her meeting with the New Zealand Prime Minister and with a whisper in her ear inform her that Operation Morris Dance was ready to go ahead. The Prime Minister would give her approval to the Chief of Staff. The Chief of Staff would text the Deputy Prime Minister back giving the Prime Minister's approval.

"That's all good then." He would say to the Chief of the Defence Force as a whisper in his ear.

The Deputy Prime Minister would inform the other attendees. "Australia will be moving naval assets, landing ships and landing craft, into the region to support the evacuation of Australian and other foreign nationals from New Caledonia. There are no combat vessels to be involved. We are also planning on how we can use airstrips to send transport aircraft in to evacuate citizens in other parts of the island. We would like it if we can receive some further up to date intelligence on the best areas to land and load up these various sea and aircraft. I hope there are no disagreements from any of the attendees here on the deployment of our very limited force with a very narrow scope of operations..." The Deputy Prime Minister would await their responses, knowing that some of the attendees were particularly jumpy about foreign forces and overly protective.

During the prolonged multinational discussion, Chuan received new intelligence reports from the Thai intelligence community. He joined the video conference once more, delivering the news in a calm tone.

“My fellow representatives, I have significant news. The latest report indicates that the Thai intelligence community has established direct contact with the leader of the Kanak Independence Movement, who claims to represent the revolutionary New Caledonian government.” He paused briefly. “Our intelligence community has negotiated with this insurgent leader, and I am announcing that Thailand will withdraw its forces in two weeks. However, due to the existing hostility between the Polish forces and the insurgent group, the Kanak Independence Movement cannot guarantee the safety of Polish humanitarian forces during their withdrawal. The Thai intelligence community reports that the insurgents will target all foreign assets and personnel in New Caledonia, except for the Thai fleet designated to evacuate foreign nationals.” Chuan finished reading the report.

“I wish to know what consensus we will reach in our dialogue.”

"While I appreciate you taking our advice in withdrawing your forces as well as helping foreign nationals, Minister Chuan, this startling information regarding the safety of foreign vessels entering waters means we will cannot in good faith allow Australian ships or other national ships close to shore until we can insure their safety. This includes our Australian and Portuguese friends attempting to withdraw their citizens. With Thailand's safe passage assured, I believe it best to allow the Thai forces to withdraw foreign nationals to Australia and New Zealand where those nation's governments will work together to insure foreign nationals are given safe passage to their homes. I also would recommend allowing refugees from the conflict to also be transported from the Island utilizing the Thai ships. The less civilians in the area increases the likelihood of success for counter-insurgency missions.

Soldiers can never guarantee their safety outside of their training and Poland's forces on New Caledonia are some of the best trained soldiers in the world. With more of those soldiers set to arrive any day now, our troops have our entire faith they will be able to resolve the situation on the island quickly and efficiently. As for the assistance of the United States and your offer of assistance. While I cannot deny the experience and training of American forces it would be best if the Americans did not have an undeniable presence on the ground there." Wiceadmiral Gagor would finish talking as you looked at the American member of the meeting.

After a pause in the conversation, Chuan seized the moment to address his Polish counterparts, his eyes scanning the intelligence report.

“Thailand has a specific question for the Polish representatives, if you don't mind,” Chuan began, holding the report closer. “The NIA has 30 intelligence operatives in New Caledonia. Although the agency is no longer under government control, Thailand wants to know Poland’s stance as the leaders of the counter-insurgency operation. Should these operatives be removed or remain in New Caledonia? Additionally, the report mentions that the NIA has enabled the Thai Foreign Minister and the leader of the Kanak Independence Movement to exchange personal contact information.”

Chuan paused, taken aback. “What?” He shook his head, perplexed. “My apologies. This information is new to me as well."

The Prime Minister of Australia and the Deputy Prime Minister of New Zealand would land at RAAF Base Fairbairn in Canberra. They would walk into their awaiting motorcade. The two leaders would sit in the BMW 7 Series while being flanked by Australian Federal Police marked and unmarked vehicles. It would be driven from the airport down Scherger Drive, Pialligo Avenue, Morshead Drive, Kings Avenue across Lake Burley Griffin straight onto Capital Hill. It would be driven into a secured underground parking lot and entry into Parliament House. From there they would be escorted by AFP officers and Parliamentary Security up to the Cabinet Room where the meeting was taking place.


The Prime Minister and NZ Deputy Prime Minister would enter the Cabinet Room.

"Ah the Prime Minister is here with my New Zealand counterpart it seems." The Deputy Prime Minister would say.

"Thank you gentleman, I'll be back to chairing this meeting now." The Prime Minister would say.

The Deputy Prime Minister would bring the Prime Minister up to speed on what has been said so far.

"Can I start by saying that Australia and New Zealand are now officially allies. We have signed a security treaty as well as a range of other agreements that strengthen our relationship to the highest level. The most open and liberalised trade agreement in the world sees Australia and New Zealand essentially create a free trade area between our two nations and the Deputy Prime Minister of New Zealand has accompanied me back to Canberra, here with us today.

Vice Admiral Gagor.... What does "cannot in good faith" mean here in this context? Are you suggesting you would fire upon any Australian or Portuguese vessel attempting to operate in the region in an attempt to.... protect them? I'm struggling with the logic here. All well and good to suggest to us it is not safe to operate, I take that on board fully, but to suggest you will stop us by force is extreme. If Thailand can evacuate foreign nationals and are telling the truth that they have permission from the Kanak movement to do so, then that would be fine with us. Non-combat vessels of the Thai Navy can dock in Brisbane to undertake those duties.

There will be absolutely no transportation of refugees to Australia. That would mean those who hold French citizenship normally resident in New Caledonia will not be evacuated to Australia. New Zealand may be willing to open their doors to refugees, but at this time, that is not our policy."

The New Zealand representative would open and glance in a note folder before saying, "Yes, New Zealand will welcome any refugees who wish to escape New Caledonia; furthermore, they will have an emergency visa, for a 3 month stay in New Zealand, applied to them. Immigration Service employees are currently drafting the document. We request that any refugees are delievered to the Port of Auckland. Please inform the Ministry of Civil Defence and Health to any refugee vessels - including the amount of refugees, any injuries, resupply requests, etc. - that enter port beforehand so that we may assign housing for them."

The Thai fleet would have no need to use any port to support its operations as our logistic capability is already sufficient. Thailand would request the New Zealand government to allow all refugees access to your territory. We will be paying for all refugees, no matter the number of them, to fly to Thailand and receive asylums or continue to travel. Refugees who seek to remain in New Zealand or fly to anywhere not Thailand will be financially support by the Thai Government until they are in a safe place of legal status.”
