Minister Gujral would arrive in Canberra Airport and receive his temporary Visa. He would then be escorted by the Australian Federal Police to his hotel. As he looked out of his hotel room, he was in awe at how peaceful it looked here. He spent his night prepping for his meeting in the morning and organized all documents he brought with him. He then took out a custom blue silk suit that he got as a gift from his wife and placed it on the chair in his room as he would be wearing it tomorrow. When he got done with all his preparations he would look at the clock sitting on the small table next to his bed. 01:21 it read. It was getting late, he got into bed, anxious for tomorrow morning.

The AFP Convoy would return in the morning to pick up the Indian representative to take him to the meeting location at the Foreign Ministry. The Foreign Minister would wait at the reception area of the stairs to be able to lead the the Minister into the conference that would be pre-set up with drinks and refreshments from both Australia and India. The Foreign Minister would gesture for the External Minister to take a seat "Welcome to Australia Minister, I hope the trip was pleasant and that the AFP Federal Agents are treating you well!" the Minister would pour himself a black coffee before taking a seat opposite the Minister

Thank you for your kind welcomes Minister, my flight was long but otherwise boring. The AFP has been treating me quite well, although they're not much for conversation. He would chuckle. He would then grab a water and black coffee as well. "I feel we have much to discuss. As host I feel you should start." He would sip his coffee, tasting the bitter and hot drink, then he would take his seat.

The Minister would nod, before placing down his cup before speaking "Certainly, how are things back in India? It's troublesome news with what's happening next door to you in Bangladesh as well as what is happening inside your borders! If there is anything we could do to help, please do ask!" the Minister paused clearing their throat before continuing "I believe starting with trade would be beneficial. The Australian Administration can offer tariff free the following products: Coal, Aluminium, Natural Gas, Petroleum & Iron Ore. Would these help and benefit the Indian Population?"

"The situation with Bangladesh is terrible however not unexpected. That country has been plagued by Islamic Terrorist since it's inception. Our Department of Defence has locked down the borders between Bangladesh and India. There are 25,000 soldiers on the border, doing patrols and arresting any trespassers. I do hope however the situation does get better, and we can have open relations with them. I have also ordered the Indian Embassy to evacuate Bangladesh and return home until further notice. As far as trade though, all of Australia's resources would benefit India and its people. India can offer in return tariff free, Rare Earth Elements, Petroleum & Petroleum Products, Diamonds, Pharmaceutical Products, and Coal. India currently has no shipping vessels however, and until our financial situation improves, India will not be able to produce one."

Australia can use its vessels to ship too and from Australia and India, we will take all products minus petroleum from India. That’s good to hear that your administration reacted swiftly and promptly with the whole situation. I just hope it doesn’t spiral out of control in Bangladesh. Which ports would you like the shipments to be delivered too?

"The Port of Chennai is the best option right now as it is our primary port until the Port of Mumbai can re-open. I am glad we can come to this arrangement. I do have a separate question, one of defence. Argentina has recently requested India to join them in protecting the Indian Ocean. India's Naval personnel are still in training, however once complete we will join Argentina in their endeavors. It would be an honor if Australia would join in these efforts as well. India currently has 4 vessels with many more planned in the future. Once India's carrier fleet is constructed we will ensure that the Indian Ocean is safe for international travel. However it would be great to have Australia and Argentina's assistance in the protection of the Indian Ocean."

"Before we can commit to forces in the Indian Ocean, I would need information regarding operations to pass onto to the Department of Defence, once we have all information we can than consider deploying forces into the area on joint operations. Although I must ask, why are Argentina deploying in the area? What are their interests in the area itself?"

"As of right now the operation is strictly for defence of trading vessels. I am not certain of Argentina's intentions, I assume it is for trade. However we have opened one of our ports for refueling to them. Our interest are for security of the Indian Ocean."

"I shall pass on every bit of information to the Department of Defence which you have given me, I shall tell them its a matter of urgency that we get an answer regarding Australian deployment. We should know in a couple of days of their decision. Is there anything else you'd like to discuss?" the Minister would pause getting up to take some refreshments and some food from the table before sitting back down waiting for his Indian Counterpart to speak

The Minister's phone would begin to ring.

"Excuse me this is urgent." He would stand up and approach the door. "Mhmm....yes....I see....very well." He would hang up and take his seat again.

"Apologies about that. It seems the Indian government would like to extend it's offer of an alliance of sorts that my government has been creating. As of now it is nameless and we have only spoke with a few protentional members. That being Russia and Brazil. Both appear to be on board with it. If you would like, I can fax you the details of this alliance."

The Minister looked to the Indian Counterpart as he got up and answered the phone then looking back to him as he sat down, the Minister took a drink before getting up himself then pouring himself a new one as he finished his last "Certainly, you can fax us over all information, I shall have the necessary departments look over and make suggestions on such and fax it back over for yourself. Although I would have some problems with Russia especially their crippling debit, we would not want this effecting the Pacific Region which it hasn't as of yet"

"I agree, and that was an issue of ours as well. Russia's debt crisis has effected us greatly. However, there would be no obligation to help pay their debt." He would send a message over his phone.

"The fax should be on it's way shortly. When the fax arrives you will see that there is a proposal for an alliance bank that would help in paying off debt as well as building a coalition military and alliance merchant navy. We do not expect any nation to simply pay off another's debt."


Military and Military Ops

Classification: TOP SECRET

Each nation of the coalition will be required to submit an advisor, either Military Officer or Civilian equivalent to each respective country to better coordinate defence between member states.
These representatives are strictly under the command of their host nation.

While in a foreign country of the coalition, the representatives will be held accountable for the laws in which the country they are currently residing in.
Representative will not be imprisoned in any country of the coalition with the exception of their host country.
No Soldiers with the exception of the representatives may occupy another coalition members country, without the consent from that nations government.
Coalition Countries may not declare war on one another.
Coalition Countries may not declare war on any foreign entity, without the consent of the coalition council and the Global Assembly.
An attack on one Coalition Country is an attack on all Coalition Countries.
Violation could result in lost of membership and sanctions.


Business and Zoning

Classification: TOP SECRET

Each nation of the coalition will be able to produce businesses within other coalition nations territory.
Land must be bought from the government of the nation in which the business is to be established.
This land, although purchased, still belongs to the respective host nation.
Zoning permits will be authorized with the consent of the government from the host nation.
Businesses operating outside their host nation are subject to taxes of the nation they are residing in.
All profits from business will go to the nation in which the business is currently residing in. I.E. India has a business in Brazil, all profits of that business would go to Brazil.
Production rights on all commercial vehicles will not be purchased, all commercial Production Rights are to be shared between coalition nations.


Shipping and Trade

Classification: TOP SECRET

There will be free trade for all coalition nations. NO TARIFFS.
Each nation of the coalition must provide their own shipping vessels, until the coalition shipping fleet can be established.
Each nation of the coalition will have access to any exported goods from each respective nation.
Members of the coalition may still trade with outside sources but may not use the coalition shipping fleet for this purpose.

Economics

Classification: TOP SECRET

Each nation of the coalition will provide no less than $2,000,000,000.00 to a unified coalition banking account.
Each nation will have access to this account but will need permission from the counsel to withdraw funds.
Examples of reasons to withdraw funds (but not limited to): Coalition nation is in debt, Purchase of large project, Military Operations, Purchases for the coalition and not for personal gain of a single nation.
Once the account has reached $10,000,000,000.00, the account will not be able to be accessed, this money will be used for emergencies only.


Bilateral Relations and Coalitions

Classification: TOP SECRET

Each section of the coalition: Military, Business, Trade, and Economics will have a representative, voted on by the council.
The counsel will be represented by one member from each nation in the coalition.
The Representatives for each section will be an individual presented from each nation and voted on by the counsel to represent that section.
Free transit will be available to each nation of the coalition. I.E. No passports required to travel to each nation of the coalition between member nations.
There will be a headquarters for the coalition in each of the members capitols.

All information would've been sent to the correct committee's within the administration along with the Department of Defence being notified about the operation in the Indian Ocean
