To Whom it May Concern,

We are writing this letter as a reminder of the upcoming maturation of our two Platinum RTBs in March of 1996. We have read news of possible financial difficulties within Norway and the acquisition of two low interest loans by the Norwegian government. We hope all is well within the nation of Norway. Our investors are concerned that we may not be able to convert our bonds when they mature. We are hoping to assure them, through correspondence here, that all is well and that our bonds will be honored when they mature. We have enjoyed working with the Royal Norwegian Treasury thus far and we hope to resume business again in the future.

I regret to hear that recent news has made yourself and the Japanese government worried. Rest assured, Royal Treasury Bonds are backed with the full faith and credit of the Kingdom of Norway. Norway has never defaulted on its bonds, and there is absolutely no chance that we will default on your RTBs. We have paid back the other purchasers of RTBs, and we will send the money allocated to Japan once the bonds mature and your government calls for payment. The financial difficulty that our government was in was a result of the previous situation in Belgium. This issue was temporary, and has already been resolved. The Kingdom of Norway, and therefor the Royal Norwegian Treasury, are entirely solvent and capable of paying all debts and owed monies. I hope that I have put any worries you may have at ease, and I truly hope this does not discourage The Bank of Japan doing business with us in the future, because it has truly been a pleasure. I look forward to hearing back from you.

Yes, the RTBs presently held by the Bank of Japan have matured. I infer from your message that you are choosing to cash them in? I have ordered the money to be wired to Japan. If I am mistaken, and you are not cashing them in, please decline the transfer and the bonds will remain valid.

At this time we are looking to cash out our bonds. Holding safe bonds was part of our short term strategy given to us by our government to cover upcoming expenditures. In another two to three months we will be authorized to make further investments and hope to turn back to working with you. We hope to make investing in Norway part of our long term strategy going I to the future.
