Dear Ministers and Colleagues, faced with possibility of another war between the major power blocs and Iraq, it stands to reason that our respective countries ought to forge for ourselves and future generations a viable alternative between western capitalist democracy and eastern despotism in favour of a movement based on national sovereignty, diplomatic neutrality, and mutual cooperation in laying the foundations for a better world. Therefore in the spirit of these principles, The Belgian Government would like to host a gathering of dignitaries and statesmen in Brussels to promote the ressurection of The Non-Aligned Movement.

The government of Ukraine is intrigued by the prospect of this conference. Our experience with paternalistic foreign governments has taught us the dangers of imperialism. It is an ideology we must work together to peacefully combat. Ukraine is keen to pursue friendly relations with other independent states while veering away from the tribalistic conflicts of the past.

I have forwarded your message to President Yuschenko, who graciously accepts the invitation and will arrange for transportation to Brussels on whatever date agreed. This is not a full commitment to the Non-Aligned Movement, but a declaration of our strong interest in it.

Should any nations wish to contact the government of Ukraine beforehand, in the spirit of friendship we encourage you to do so.
