Lusophonic Organization of Independent States Brasília Conference​

As the day of the first Conference regarding LOFS approached, Brazilian Police officials executed their plan for the Arrival of the foreign representatives, Creating a safe path for the representatives from the Brasília International Airport to the Imperial Palace, the Imperial Guard was placed in the entrance of the Imperial Palace, Media officials and Citizens watched the Prime Minister's vehicle arriving at the Imperial Palace, the Imperial Anthem being played by the band, The People waving the Imperial Flag. As the Prime Minister walked up the main entrance, the Emperor of Brazil, Dom Luiz, would stand outside the main entrance, the Prime Minister respectfully shaking hands with the Monarch.

The Two Brazilians awaited the arrival of the Portuguese Representatives (@Strix) and the Congolese ones (@Kuroko)

The Congolese representative would be notified prior to the event as agreed upon, and their arrival would be expected. Meanwhile, the Portuguese representatives, would arrive shortly. The entourage consisting of the king, Dom Duarte Pio João Miguel Gabriel Rafael I, his Prime Minister Donato Nogueira, and finally the Minster of National Security, Dom Norberto Almeida. They would be accompanied by several personnel and a small security detail consisting of members from the SIS.

They would stand in awe at the Brazilian preparations, and happily wave back to the Brazilian citizens who were eager to greet their Portuguese guests. They would then take the convoy to the Imperial palace to meet their Brazilian counterparts. In the meantime, Portuguese news outlets would also be eager to join in the event and made their way to cover the conference. Particularly, RTP1 would be eager to cover the event live as it unfolds.

After arriving at the Palace, they would meet up with his Imperial Majesty, Emperor of Brazil, and the Prime Minister. They would exchange curtsies as a sign of respect. They would then wait for the Congolese representatives to arrive and the ceremonies to commence.

As the Portuguese walked through the pathway towards the entrance of the Palace, the Imperial Guard would play the Anthem of the Kingdom of Portugal with Respect and Perfection, the Brazilians would respectfully greet their Lusophonic Brothers.

The Emperor would shake hands with the Portuguese King, "Your Majesty, I welcome you to Brazil and to my family's home, I hope your trip to here was safe and pleasant"

Dom Luiz would give the Portuguese King a warm smile, the Brazilian Prime Minister Shaking hands with the Portuguese Ministers.

"Indeed it was, it is a pleasure to finally meet you your Imperial Majesty. I can see both of our realms prospering with one another, with hopefully future generations to come. This League of ours will cement a new era in both of our nations, as long kindred friendship will finally spark once more."

The King would smile, seemingly hopeful for the future of both Brazil and Portugal. In the meantime the Ministers would introduce themselves as well, seemingly optimistic for the event to come. They would still wait for the ceremonies to start, as well as for the Congolese delegation. Portugal has been hoping to cement a long lasting friendship between the three countries, as current events have rose world tension.

His Imperial Majesty nodded, the Prime Minister, Mr João Cardoso Filho would speak "Now, let us enter the Palace and begin the Conference follow me please."

He spoke, leading the group into the Imperial Palace.

Within the Meeting room, the Emperor and the Prime Minister sitting down on their chairs a File Folder on the table, along with glasses and two small flags of both countries on the centre of the Table, waiters would walk in, filling up the glasses of the representatives with water, the Prime Minister would be the first to speak.

"If everything is ready, I believe I shall get the conference started by congratulating your majesty's navy for capturing the Rogue ship that was present in Portuguese waters."

Whilst the Congolese representatives were sadly unavailable for the moment, their Ambassador from Lisbon would be called in to monitor the talks.

"Thank you, but it wouldn't be possible without the help of yours! I will have to admit that the realm's navy was too small for it to completely neutralize it. Nonetheless, that event was testament to the solidarity of both of our nations."

The defense minister would remark. He would then look to the Prime Minister to officially start the conference, as scheduled. The PM would smile, and open up a briefcase he was carrying. He would then disseminate its contents to the officials in the room. The papers themselves being the preliminary document signed in Lisbon. Then he would pull up two more documents, detailing the next step in officially reinstating the LOFS as an actual international body.

The Prime Minister would speak.

"Now, both of our nations have officially ratified the original document, officially making the Lusophonic Organization of Free States a reality. But I must stress that while indeed the Organization, in its own right, could perform on its own, there are still documents lacking for the Organization to fully function properly. Before I will proceed to show you the documents, do you have any amendments to the original one?"

The Prime Minister would smile, nodding at the Defense Minister's remark, before turning to the Portuguese PM and speaking.

"I and his Imperial Majesty both looked over the Document and agreed on all clauses, so go ahead, you may show us the other documents necessary for our signing"

The Emperor took a sip of the water, watching the negotiations with pride, Portugal and Brazil had long forgotten about their ancient bonds, a bond that the Republics neglected, and now, were finally being reignited by the two great monarchs.

"Of course, but since we are here, these documents are simply for the draft, and more on how it should look like. The texts presented in the following documents are not official, as we have not really began on discussions regarding the inner workings of the LOFS."

"Let's start with the governing bodies. I have stated here, as the first people to have come to this conference, to be the 'Preliminary Council' of the LOFS, we are in charge of appointing the main council members, along with preparing the other councils as well."

The Portuguese Prime Minister would hand in a document to his associates within the room. He then would smile and officially start the talks.

"Let's start with the Council. As stated by the Articles of the LOFS, we should start with the main governing body of this Organization. I do recommend that there would be 5 representatives, from each member state. One of them should be, in my opinion, the Foreign Minister to lead this group of representatives."

The Minister would pause for a second, and grab another folder from his seemingly endless briefcase.

"I would have to assume that you have already chosen your representatives, or rather, candidates for the position. As for us, we have already chosen our range for the council members.They are as follows: Dona Sandra Henriques, Eleutério Franco, Brás Silveira, Cesário Santana, and Leopoldo Delgado. I do suggest that the appointed council members meet at a later date, maybe in Lisbon for the election of the Chairman."

He would wait for their Brazilian allies to reply.

The Prime Minister nodded as he read the document alongside the Emperor.

"Indeed, our representatives have already been chosen accordingly."

The Prime Minister would open the folder, pulling out a document, stating the names of each representative.

"The Chief of International Relations, Pedro Santana Galego, shall lead the group formed by, Maria Santiago da Costa, Eduardo Souza, Luis Rodrigues Pereira, Ana Maria de Oliveira and Fernando Almeida Carvalho. while the representative for the Defense Committee will be the Chief of War and Defense, Antonio de Quadros Peixoto, and the Representative for the Military Committee shall be the Army Chief of Staff Edson Lea."

"For the Defense Committee, I, Dom Norberto Almeida, would be the representative for Portugal, along with Isaac Melo, my accomplice for the Military Committee."

The Defense Minister would chime in politely. He would then get his glass of water and continue to drink, signaling the Portuguese PM to continue.

"Very well, I would ask of you if there's anything to change in this Final Declaration for our first meeting, in regards to the creation of the council and other governing bodies. If none, we shall move on to the organization's views in regards to third parties; parties where they are not of Lusophone origin, or those who are interested or invited by any of us to join the organization. Or we can talk about financial matters, along with the treatment of the LOFS in regards to judiciary and legal matters of each member state. "

The Prime Minister, quick as he was, eager to hear the Brazilian's take on the matter.

The Prime Minister nodded.

"If I may, When it comes to the Financial matters of the Organization, a Trading Committee could be formed to take care of trading routes that connect the lusophonic nations, as well as an Economic Committee that can assist the growth of the Lusophonic Economies.

While I'd suggest the creation of a Justice Committee to deal with the Judiciary and Legal matters of the Organization, I believe such a thing would conflict with the International Court of Justice.

When it comes to third parties, I do believe that they should be allowed to join the Organization as Observers. wouldn't you agree?"

The Prime Minister drank his water, feeling his throat beginning to dry up.

"I would suggest that the trading and economic committee be merged for ease of convenience. "Trading and Economic Affairs Committee" if we go ahead and go through with my suggestion. First and foremost however, this trading committee should consist of a representative from each party, ideally the Minister for economy. I believe that the same requirements for chairmanship be applied as well, wherein they would hold the title through democracy."

The Minister would suggest to his peers. While not being a economy man himself, he does know that one of the main reasons for the creation of the LOFS was to help each other achieve progress, whether it be military, civilian, or economic matters.

"As for the Justice Committee, I'm afraid I'm not too keen on creating one, although we can instead go to the ICJ for our judiciary matters. I would apologize as it seems I may have worded my previous proposition wrong. I was actually talking about how our National legal systems coordinate with members of the LOFS, you know, taxes and the like. Because I was actually trying to segway the conversation to building the LOFS headquarters, as we know, these facilities do require personnel to operate."

The Minister would clarify with a faint smile, as he grabs a folder documenting a draft.

"Before that however, do you have anything else to bring in the table, perhaps something that we've forgotten to propose?"

He would then look to his accomplices as he waits for their answers as the faded sunshine from the large window panes rests on the brown table.

The Prime Minister nodded

"Very well, we shall appoint Carlos Ramalho Melo, Chief of Economy and Finance as our representative.

And yes actually, there was one thing which we believe was missing in the creation of LOFS."

He reached into the file, pulling out a sheet of paper with a flag on it

"This was drafted by the Department of Education and Culture for the LOFS, It's a flag for the Organization.

What exactly do you have in mind? I believe a percentage of taxes can be directed to maintain the Organization, and the headquarters of the LOFS can be located in Portugal, with offices located within the members of the Organization, maybe in the same building as the Departments or Ministries of Foreign affairs. What do you think?"

The Minister would smile, seemingly recollecting his senses. Of course, he had forgotten about the logo itself, being too immersed in the bureaucracy. He would admire the presented design, and would begin to speak.

"I would say this is marvelous work, I'll see to it that this would be integrated to the LOFS itself."

"Our minister of Economy, Dona Erlea Ibarra would be appointed to serve in the committee. As for the headquarters, I would agree that a facility be built, and I would suggest it would be in Coimbra, in reference to the old capital of the Portuguese Kingdom. I would also agree to your suggestion of having offices near the Party's Ministry or Department of Foreign Affairs. If there are no objections to what we have talked about so far, I would have my accomplices fax us an updated version of the Terms and Reference of the Organization."

The Minister would proceed to hand them the documents pertaining to the status of the Representatives of the Organization, along with the organization's agreement towards third parties.

The Prime Minister read through the documents.

"I think these are correct, So go right ahead, Oh if I may, I believe that the members of the Organization could also share tech with each other. should a Research Committee be necessary for this?"

The Prime Minister would pull out a few documents

"I also say this, as the Research division of our Department of War and Defense has been developing, and plans to develop, a list of Equipment which could most likely interest the other members of the Organization, would you like to see them?"

"A Research Committee would be beneficial, not only for military uses, but for shared technologies as well. Dom Nogueira, I would support this decision."

The Minister would chime in. He would look to the Portuguese Prime Minister with a smile, waiting for his response. The Prime Minister would look over to his partner in surprise, and continues to talk.

"Very well, I would appoint our head researcher at our Facility to represent Portugal. I'll have that committee be part of the press release, after which, I would have it faxed here, along with the other documents, to finalize and ratify these changes. Now I think we're done with the bureaucracy of all of this for now. I'll hand over the table to my partner here, he seems to be more knowledgeable in these things."

The Portuguese Minister would quip, seemingly in a joking manner. After talking for so long, he would finally take his first sip of fresh drinking water, quenching his thirst. Donato was more 'professional' than his fellow National Security Minister, albeit both were capable of doing great things. They first met during their junior years within the then Republic Assembly as bitter rivals, constantly debating each other's beliefs... And by cruel twist of fate here they are, working together to secure a foundation for the future Lusophone generations.

"As always" The Defense Minister would chuckle. "In regards to Equipment, we would very much like to see this list. We have also been trying to develop our own systems as well..."

He would take a manila folder, labeled 'Projects-Proposed and In Progress' from within the suitcase. He would then open it gently, the sound of delicate paper tossing around his hands.

"After you."

"We shall do the same, Eduardo Souza da Silva, our Head Researcher of the "Caxias" Facility will be appointed as the Brazilian representative."


The Prime Minister nodded, handing over the documents to the Portuguese Minister.

"Right now, we have been working on revitalizing past projects that were cancelled, not far too long ago we released the EE-50 Heavy Utility Truck, one of the cancelled projects, and right now, we are in the final steps of developing two other projects."

The documents showed information on the projects, their specifications and a picture of the equipment.

"At the moment, we are finishing the development of the EE-T1 Osório, an MBT which was initially created by Engesa but was ultimately cancelled. And the MB-3 Tamoyo, a Light Tank, developed for terrains where Heavy Tanks such as MBTs are unable to properly function in, do those interest you?.

Additionally, we have other planned projects that shall be initiated soon, I'm curious, what projects do you have planned"

The Minister patiently awaited their response.

"Both of these tanks interest us for the defense of the realm, for our logistics needs, we already have a truck aptly named the Lusitano, designed so that it's chassis can be easily converted for logistical matters. Our researchers at the Lince Facility has started to draft up plans to create tanker, passenger, radar, and Anti-Aircraft Artillery variants."

The Minister would pass on to the Brazilian Prime Minister photographs, charts, and documents regarding the truck. It was one of the first vehicles that Portugal had developed since their venture during the cold war. It's cabin was designed similar to the already existing UMM Alter II, with only a few minor aesthetic changes to the general silhouette.

"I must admit however, that Portugal's venture in developing whole vehicles and ships so far is minimal, being a small country with a decent economy... But, we are investing heavily in weapon systems. Systems that can be easily installed in existing designs. Our teams are currently working on a working prototype for the FA-1, a SAM that is more than capable of neutralizing hostile aerial threats. We plan on creating a second variant for use of our aging fleet."

"I would put forth the suggestion that we would develop advanced weapon systems such as specialized thermal imaging for the use of these tanks, along with perhaps a new gun-stabilizer and composite-ceramic armor that some of us has been trying to develop. Quality control has not passed yet, but I am saying this for a possibility for both of our nations to develop new defensive weaponry."

The Minister nodded as he looked at the papers.

"Ah Very good, We are more than willing to help with the development of weapon systems. We also had a planned project which may be an opportunity for joint development.

We've been seeking to replace our Chinese Destroyers with one of our own, we plan on using their hulls as a base for their development, I believe Portugal could help with the vessel's armament, such a project could be advantageous for both of our fleets.

Brazil can also help Portugal's development by offering the necessary resources for the research. What do you think?"

"It's an interesting prospect. I would send this proposition to our researchers at our facility. Tell me, what kind of armaments do you wish to see in this destroyer? I could suggest that it would be armed with our FA-1 missiles for anti-aircraft defense, along with a standard anti-ship missile and a land-attack variant. We can perhaps, install traditional naval guns found in our current iteration of the Bartholomeu-Dias Class Frigate."

The Minister would pause for a while before continuing. Holding his glass in hand.

"I will send you and the research committee the documents of our land-based weapon systems once we are ready. Perhaps by then we can develop our own MBT for LOFS forces."
