1995 Edition of the Settler's Celebration




The Department of Education and Culture has assisted in the organization of the 1995 Settler's Celebration, A large festival
made to celebrate the arrival of the Central European Settlers to the Southeast and Southern regions of Brazil during much of the late 19th and Early 20th Century. Celebrations will occur throughout major cities in the two regions, various events shall occur, such as Shows, Colonial Cuisine, along with several historical exhibits showcasing the history of the colonial settlers and the hardships that they faced during their settlement.

The event will occur from the 20th to the 27th of May, Below is a list of locations in which the festivals will occur:

The Imperial District finished being constructed in 1960, replacing Rio de Janeiro as the Capital.
Usually, the district is calm and not very populated, but not today, while the other regions are quite active due to the Settler's Celebration, Brasília is a different story, while it was not set to be a city to host the Festival, a Special Celebration is set to occur, A Diplomatic Meeting between his Imperial Majesty, the Emperor of Brazil and the various representatives of the International Community, the representatives shall arrive by the Brasília International Airport (or arrive from the Embassies, depending on the representative), with their aircraft coming to a full stop, they shall be escorted to the Imperial Palace, where a small exhibit about the Festivities and history shall be present, A diplomatic meeting is set to occur, as well as a special dinner to end off the day, after that is done, The representatives are once again escorted out of the Imperial Palace, ending the Special Celebrations for the day.

Bishop Alfio Rapisarda was the current Apostolic Nunciature or diplomatic representative of the Holy See to Brazil. Born on 3 September 1933 in the Italian province of Catania, he was ordained a priest in 1957, completing the course of studies in 1962 at the Pontifical Ecclesiastical Academy and since then his career like similarly others grew in recognition over time. His early assignments included stints in Honduras, Brazil, France, Yugoslavia, and Lebanon. Pope John Paul II appointed him as Titular Archbishop of Cannae and Apostolic Nuncio to Bolivia, conscecrating him as Bishop on May 1979 in the process.

Before landing himself the Brazilian job, he served as diplomatic representative to Zaire (now Democratic Republic of the Congo) from 1985. Brazil, being the single country with the largest Catholic community in the world with 123 million self-declared Catholics and 250 dioceses, had come a long way since the abolition of its Imperial House in the late 1800s along with the subsequent decreased influence of the Church at the hands of successively republican governments of failure instilling moral decay, or more correctly 'Godlessness'. Luckily it seemed the Lord has favored this stoic people and the country seemed to slowly yet surely rise to prominence once more. Bishop Rapisarda knew that the Holy See would surely play an influentially big part of such success, and in return the Imperial Brazilian House would act the same towards His Holiness.

The seriousness of him attending and representing the interests of the Church, and especially the newly ascended Pope Peter II, weren't taking lightly at all and that's the reason why it would have been seen in bad light if he didn't show up at the special sinner at the Imperial Palace. Riding in a limosine with darkened windows, the police escort came to a halt in front of the welcoming commitee which included Prime Minister Filho and Secretary of International Relations Galego. With one of his bodyguards opening the door, Rapisarda stepped out of the vehicle and proceeded to greet the hosts
.

"Prime Minister Filho...Secretary Galego...It's such an honor and privilege to once again meet and interact wth one another under favorable circumstances as usual, alongside other foreign representatives of course. May this beautiful evening shed light on the immigrants who'd arrived to this great land and built it into what it has become today, under the direction of the Lord's merciful, guiding hand." He said shaking their hands.

As the Bishop arrived on their Limousine, they could see the elements of the Imperial Guard standing in order, the band playing the Vatican Anthem The Prime Minister smiled and shook hands with the Bishop "Your excellency, Bishop Rapisarda, It is good to see you, especially in peaceful times such as these, we hope you enjoy this evening, I sincerely apologize for such simplicity, but we still hope your visit is a pleasant one" The Secretary of International Relations then shook his hand "Welcome Your excellency, Please, come with me, I shall lead you to the main hall, where you may take a look at the Historical Exhibit we have set up for our guests, I hope" The Secretary began leading the Bishop into the Imperial Palace, the Prime Minister stood outside, awaiting the arrival of the other representatives.

The Ambassador after receiving the reply from the Brazilian Secretary informed his deputy of his early departure from the embassy. A black sedan, marked with diplomatic plates and a Dutch flag, driven by an officer from the Diplomatic Security Service would safely transport the Ambassador to the Imperial District. Arriving at the ceremony the Ambassador stepped out of the vehicle and began walking down the line of Imperial Guardsmen towards the Prime Minister.

Arriving at the end of the line, the Ambassador extended his hand, "Prime Minister, I am Ambassador Keano Brandt, it is an honour to meet you and I wish to thank you for inviting me here. On behalf of Prime Minister Brinkman the Netherlands wishes to congratulate you on your appointment."

The Band played the Dutch Anthem as the Black Sedan arrived at the Imperial Palace and the Ambassador walked down the line of Imperial Guardsmen, the Prime Minister João Cardoso Filho, smiled as the Ambassador came up the set of stairs, shaking his hand, "Hello Mr Brandt, it is with great pleasure that I receive you to the Imperial District, I hope your afternoon is a quite pleasant one, please, go down to the main hall this way, Mr Galego, the Secretary of the Department of International Relations, he's currently with Bishop Rapisarda, Representative of the Holy See here in Brazil, A Historical Exhibit is being shown there, this way" He pointed the Ambassador on the correct direction "I have to stay here to receive any other representatives who may come, however, I'm sure that Mr Galego will be sure to receive you", The Secretary was showing the Historical Exhibit to the Bishop.

The Bishop took hold of the Secretary, right before they reached the historical exhibit. "Unless it would prove to be much of an inconvenience of course, I would very much like to exchange a few words of old fashioned diplomacy with the Prime Minister." Rapisarda said in a rather lowered voice, patting Galego's back to indicate that they ought to continue with the tour. Eventually the duo would reach the exhibition which chronicled the adventurous stories of these immigrants who ventured to Brazil, calling it their new home and becoming a part of the country's integral development. Naturally, Rapisarda expected someone of knowledge to guide him around and talk about what was in front him.

"Secretary Galego, could you kindly inform this elderly Bishop here what I'm right now looking at?" He asked nicely and politely as much as possible.

After receiving the directions from the Prime Minister, the Ambassador gave him a thankful nod, "Thank you Prime Minister. I hope I have the chance to speak to you later." He left the Prime Minister to await the arrival of other representatives and headed inside to the historical exhibit to begin roaming through the artifacts on show.

The secretary nodded in response to the Bishop's request, speaking in a somewhat low tone similar to the bishop's "After the dinner, I'll speak to the Prime Minister about such a meeting'' he would then turn to the Dutch Ambassador, smiling as he called out for him, motioning him over "Well..I'll admit my knowledge on this topic isn't..good enough, for a complete explanation, hence why..'' he pointed over to a woman, who walked over to the gentlemen "This is Juliana Garcês, Secretary of the Department of Education and Culture, which is helping set up the historical exhibits for the Festival".
The Secretary spoke "
Greetings Gentlemen, I will take you both through this exhibit", The Secretary of International Relations nodded "I shall go make sure that the meeting's preparations have already been completed, if you excuse me" Mr Galego walked off to a pair of doors at the end of the massive hall, opening them and entering the room, shutting the doors behind himself, Mrs Garcês, after shaking hands with both representatives, explained the various artefacts being presented by the exhibits and their significance, there were conserved land ownership documents, pictures, as well as objects and paintings showcasing their everyday lives.
As the Prime Minister finished awaiting the arrival of any other representatives, he arrived at the main hall, joining in on the explanation being given by the Secretary.
