Your Excellency,

Brazil conveys its warm regards and proposes to open a comprehensive, results-oriented partnership with the United States. In that spirit, Brazil is ready to proceed with the exchange of resident Ambassadors and to establish a clear channel between our Ministries for day-to-day coordination. I would welcome a ministerial conversation in the next weeks to agree a concise roadmap with the following initial strands:

  • Defense Modernization (Large-Scale Procurement): Brazil seeks to acquire substantial quantities of equipment to build and modernize its armed forces. We are open to direct government-to-government sales, direct commercial sales, and licensed production (including via qualified third-country partners), with appropriate end-use assurances.
  • Industrial Cooperation & Licensing: We invite proposals for technology transfer, local assembly/production and industrial participation/offsets in Brazil where feasible, aligned with our long-term capability goals.
  • Trade & Investment: Identification of two priority trade routes and a short list of barriers whose removal could unlock early gains. Brazil is prepared to discuss targeted tariff reductions and customs facilitation in priority sectors to boost bilateral flows and joint manufacturing.
  • Mobility & Visas: Exploration of a facilitated visa regime for short stays (including e-visa options) to support business, education and official travel; improved consular coordination for our communities.
  • Energy, Climate & Technology: Practical cooperation on biofuels, grid reliability, clean-industry inputs, and digital/critical infrastructure resilience.

If agreeable, Brazil will promptly share a short list of priority defence categories and trade sectors, and we would welcome, in return, an initial catalogue of systems with indicative terms. Upon convergence, Brazil is prepared to submit the necessary purchase orders and proceed accordingly.
