"Indeed it would be cost effective and less time consuming...we are due to produce a batch of 5,000 IMBEL IA2's for the army relatively soon." He said prior to take a sip of his tea. "Seeing as we lack the artillery needed to provide the necessary amount of fire support for our troops on the ground, this shipment 120mm M2 RAIADO Heavy Rifled Mortar's would definitely be appreciated. As for training, I could rent out to your country's armed forces the barracks in Cork for a low fee."

"Yes the 120mm M2 RAIADO Heavy Rifled Mortar's will be delivered in a few days time and they will provide excellent defensive and offensive capabilities. Well, you are definitely warm to the idea of having troops in Ireland both for training and to bolster your defenses. That being said, while we understand the fee, will be low, but as our troops will be overseas, the cost of equipping and feeding them would be much different if we were to say, actually own the land. I know this is a touchy subject, we would be looking for some uninhabited off-shore island, that we could convert to a moderately-sized naval and air base. And once you become a full member of CIS, it will be a great staging area for joint training exercises."

Due to the lack of privacy of the meeting room, as per the rules, this would be considered public knowledge and the British Intelligence Services had been paying close attention given the threat of Ireland and Brazil to Britain was followed by a conveniently timed meeting.
This was, in private and via encrypted methods, monitored. Highlighting severe concern of Brazilian Troops in Europe, and the consideration to arm terrorists to cause problems for the UK had sparked major concern for the British Prime Minister who had begun to take to private cabinet meetings to discuss action going forward.
Of course, neither Brazil or Ireland would be aware of this knowledge or intent to respond.
