I have been charged by my President to restart relations between our two countries in terms of trade and diplomacy. We are interested in a fortnightly trade deal where we could receive Plastics and Pharmaceutical products in exchange for Brazilian products such as Crude Petroleum and Raw sugar. We would also like to talk to you about ethanol fueled cars and how it could affect the French auto industry giants like Peugeot, Citreon, and Renault. Thank you for your prompt reply. The shipments of raw Sugar and Crude Petroleum have already left the Port of Rio and are heading the Port of Brest.

As far as Ethanol fuel, Brazil is the worlds largest producer of ethanol fuel. Compared to gasoline, sugarcane ethanol cuts carbon dioxide emissions by 90 percent on average. Ethanol is a high-octane fuel that helps prevent engine knocking and generates more power in higher compression engines.

I would like you to come and visit Brazil, so we can talk more deeply about this.

Perhaps you could bring on your trip executives from automakers Peugeot and Citroen. They already have flex fuel cars that run on ethanol fuel. Perhaps we could build plants in Brazil and make Peugeout and Citroen the largest car manufactures in Brazil. We can even set up an ethanol fuel plant in Brazil for French use for cars and buses in your country. This will boost both economies by creating jobs and sales of Peugeot and Citroen. And make both countries greener as well.

The Air Control Tower has cleared the plane. Suddenly two Renault M Fighters roar out of the sky, one on each side of the French plane, ensuring the safety of the plane. From the cockpit, there is a call, Minister Ahmed and the representatives of France. We welcome you to Brazil.

The plane touches down. Minister Ahmed and his representatives are greeted by the Brazilian National Guard Playing the French national Anthem. Foreign Minister Oscar DeSilva shakes hands with Minister Ahmed and the other members of his delegation. He keeps repeating, Welcome to Brazil. Welcome to Brazil. He is obviously happy.

Oscar DeSilva and Minister Ahmed get into a vehicle that steers towards the foreign ministers office.

Oscar DeSilva says, We hope our relationship is important to France. Because we value the importance of a strong relationship with France.

The car arrives at the private residence of Minister DeSilva.

"I originally had planned for our meeting to take place in my office. But due to the importance of our meeting, I prefer to have it in the privacy of my home and a nice home-cooked Brazilian meal. "

He leads Minister Ahmed into his house and into his private den. The house has, of course, been swept for bugging devices to ensure the Ministers conversation is private and confidential.



"Please, have a seat Mr. Minister," he says as he points to a large black sofa. In front of it is a large coffee table with dossiers, print outs and two laptops, both encrypted.

"I will layout our strategy," Minister DeSilva says. "Our Legislature has passed a law that after 2015, all vehicles purchased in Brazil must be flex-fueled that includes, cars, motorcycles and scooters, which will reduce green house gases by 90%. Brazilian government transportation such as buses will also be required to be flex-fueled.

We aspire to have one Peugeot and Citroen plant in Brazil each. The plants should be able to produce 300,000 annually, with different models of cars.

According to our estimates it would take 2 billion to build each plant, and a year in which to build each. With that 4 Billion, we will directly put it back into the French economy by purchasing French maritime ships and military hardware."

"I must ask the same question." The Executive of Citroen would state.

"I appreciate Brazil being willing to bring that money back into French equipment," the Minister would cut in, "but if you don't mind, I would have to contact the Minister of Defense before I am able to confirm anything. Do you mind?" The Minister would stand and begin to walk out of the room, an encrypted phone in hand.

Minister DeSilva would look to the executives of Peugeot and Citroen and reply, France would pay nothing. As I stated before, the four billion paid to the Government of Brazil for rights , would go right back into the French economy with the purchase of French military equipment. Moreover, you would further benefit by having the two plants that would be constantly be cranking out cars long after the
initial four billion will have been spent by the Government of Brazil.

"For rights?" Citroen's executive would ask. "Rights to what exactly?"

"You do understand, Minister DeSilva, that we are executives of a multinational vehicle manufacturing company. We're going to need to know more about business laws in Brazil. Just as the minimum wage, corporation taxes, labor laws, and regulation."

Minister Ahmed would still be outside of the room, speaking on the phone.

"The rights to build auto plants in Brazil, is what the money is for. It is in essence a contract to lease land in Brazil in order to manufacture automobiles that will greatly increase profits for both companies."

Without a beat the Minister goes on.

"Minimum wage in Brazil is 2,881 euros a year. However, we would hope that the salary would be perhaps 4000 so that we could attract higher skilled employees, perhaps people that have already worked in an automobile plant before.

According to the Federal Constitution, working hours in Brazil should not exceed 44 hours a week and preferentially, 8 hours a day. In this case, the employee would have to work 4 hours on Saturday, so what happens in many companies is that employees would work an extra 48 min every day in order to take Saturday off. One 5 day vacation in the initial year of employment is required as well as and goes up incrementally every 5 years to 10 days and so forth."

If the deal goes through, corporate taxes will be waived. The investment and job opportunities created and and revenue generated will far outweigh taxes earned from this agreement."

Minister Ahmed would be informed of the Brazilian president's broadcasted interview and the immature comment he had given regarding the Republic of Taiwan. Minister Florence Parly would inform Minister Ahmed that France would not be selling any military equipment to Brazil and that Ahmed and the executives should return to France as soon as possible for their safety.

Ahmed would re-enter the room. "I apologize, Minister DeSilva," he would begin, "but France is no longer about to build those factories for Brazil, nor are we currently in the position to sell any military equipment to you. Dear executives, we must leave for France at once. Again I apologize, but this is out of my hands."

The Minister and the two executives would begin leaving the room to head back to the airport.

"Well, I am sorry to hear about that. It is too bad we could not work out a deal. And why are you leaving so quickly? Well, I do not know what hotel you are booked in, but I hope it is a good one as the workers at Brasilia International Airport who work in the terminals of Air France have gone on strike, so no one flying Air France will be leaving today, and the Diplomatic Shuttle service. for some reason has been shut down for the day.

But, alas, no need to worry about personal safety. We have at least two unarmed guards patrolling the floor of the hotel you checked into. Hopefully those rooms are still available. It would be a pity to see two Champions of French Industry without a place to stay.

Oh, hopefully those airline workers do not have any friends in the hotel industry, because maybe you would not be able to stay the night in a hotel.

My suggestion is to Uber back to your embassy and sleep on a sofa for a night.

But I think you have already cancelled diplomatic relations or closed embassies and consulates........so those will be blocked off by police by now.

You may sit in the Air France Executive Suite of Brasilia International Airport. But I doubt you will get much service."

"We don't take kindly to your attempts at disguising your threats to us, Minister." Minister Ahmed would stand his ground. "We are currently leaving as we have been recalled to France due to the events that have transpired in France while we have been here in Brazil.

It is sad to hear about the current strikes, but if you recall we came here on a private government plane and our pilot certainly has not joined these strikes. We will indeed be leaving today. As for our French embassy, France has not canceled our diplomatic relations nor closed the embassy and consulates in Brazil, thus Brazilian police as no right to blockade the French embassy.

Now that we understand each other, I have informed Minister Parly that we will be leaving Brazil and an armored vehicle and escort from the French embassy is likely here all ready to drive us to the airport where our pilot is waiting for us to return to France.

And if Brazil believes that anything will happen to either I or the executives with me then I should remind Brazil that it has made many enemies and it certainly does not need another one, especially one that borders it. Thank you very much."

The Minister and the executives would leave the building and enter the armored vehicle waiting for them. They would drive to the airport and push through the potential strikes to where their plane and pilot were waiting for them. And they would then begin their flight back to France.

No mention of an armoured vehicle previously. But now when does one suddenly appear? Couldn't be from a Peugeot or Citroen plant could it?

"Did you bring with you your own maintenance crew? Are you yourself going to pump the fuel into the engines? Stock the plane with snacks? Are you going to get permission from ATC's to take off? or are you willing to endanger the lives of others by acting foolishly?

Unless you are or have the capability of doing anything of the aforementioned, your planes are going nowhere. So I suggest you take a seat in the France Air Executive Lounge and shut up."

Being as the above post was not marked classified or secret or anything, some random passerby in the airport, an Italian tourist in the airport would take video of the encounter between the representative and the Brazilian, which he would be streaming live, as well as recording to eventually be posted on Youtube and sent to various news companies.

Once receiving word and reviewing the video that had been posted, the Italian Government would make a statement that, despite the vast differences in opinion and the political opposition that exists between France and Italy, this sort of treatment of a diplomatic agent representing a foreign country in good faith is unacceptable, and would further instate a travel warning, warning Italian Citizens to reconsider their need to travel to Brazil.
