This is excellent news. I would like to set up some sort of a brief agenda, I would like to know what products you are able to export to Brazil. Our top 5 exports are:

1. Iron Ore
2. Crude Petroleum
3. Soybeans
4. Raw Sugar
5. Poultry Meat

Brazil is also the worlds largest producer of ethanol fuel. Compared to gasoline, sugarcane ethanol cuts carbon dioxide emissions by 90 percent on average. Ethanol is a high-octane fuel that helps prevent engine knocking and generates more power in higher compression engines.

Perhaps you could bring on your trip executives from automakers Hyundai and Kia. They already have flex fuel cars that run on ethanol fuel. Perhaps we could build plants in Brazil and make Kia and Hyundai the largest car manufactures in Brazil. We can even set up an ethanol fuel plant in Brazil for South Korean use for cars and buses in your countries. This will boost both economies by creating jobs and sales of Hyundai and Kia. And make both countries greener as well

Dear President Herraro,

We will surely discuss these topics in far more detail during my visit. Our primary exports include:

To provide a brief insight into our opinion regarding your motor industry proposal, generally, with negotiation, we are rather interested in this opportunity. My primary concern with this is that our government is attempting to reduce carbon emission and pollutants as much as possible; putting it briefly and bluntly, we would prefer to invest the finance into technology that reduces carbon emissions by 100%, rather than 90%.
But I'm sure that we can achieve an agreement that we're both very happy with.

I must inform you that executives from the Kia and Hyundai companies won't be attending; instead, they have briefed the Minister of Trade, Industry and Energy, Paik Ung-yu, whom will be on the South Korean delegation, alongside other Korean firms invested in the industry, to construct a general picture and balance between our government's interests and that of the motor industry.

Meanwhile, President Moon and Minister Paik, with a delegation made up of security, translators, advisors and journalists, boarded the Presidential plane at Incheon International Airport, destined for the International Airport of Brasilia. The Brazilian Government would be informed prior to the plane's departure. Within the range of Brasilia Airport, the pilot would request for permission to land.

The Presidential plane would arrive at the International Airport of Brasilia after its long journey. With taxiing finished and plane stairs attached, President Moon would walk down the staircase with the First Lady by his side and Minister Paik following. They walked over to President Herrero and the 2 ministers.

"Annyeonghaseyo. How are you, Mr President?", he greeted, extending a hand to the President.

"Excellent. It is an honor to finally meet you. I have great hopes that the talks will be historic and set the tone for a strong relations for years to come,"President Herraro says, shaking President Moons hand. The Brazilian President then offers a slightly more delicate handshake to the South Korean First Lady. "Madame, First Lady, the honor is all mine." The group then turns to the crowd that has gathered at the airport and the accompanying media for a minute or two of pictures.

President Herraro then says, please step inside my limo and let us go to the presidential Residence for private talks.

The limo, lead by a police escort and two Blackhawk UH-60s flying overhead make the 30 minute trip to the Presidential suite. In the limo the President says, "We have a state dinner planned for the evening, but I hope we can speak ourselves for an hour or so first. Would that be agreeable to you, Mr. President?"

With President Moon have little command of English, a translator would join them in the vehicle. The translator translated what President Herraro said. President Moon gave his reply and the translator spoke. "That sounds good yes. The President assumes this is not the formal discussions? What we have to discuss would take much then an hour".

"Sorry, I did not make it clearer," President Herrero would reply. "Our discussions most definitely will be formal and serious. I like to work hard, but play hard as well. We can break the ice, in the first hour or so of discussions. Then we can break bread together and let the Brazilian people get to know you via the state dinner and then get back down to business afterwards. I must truly say the Brazilian people are very excited to hear from you."

Once informing the President and listening to his response, the translator would speak. "Ah well, in that case, it is fine. You obviously have everything planned out and it would be a shame to reorganise plans this late".

After an hour haas passed the Korean President would be invited to the Presidential den. It has been cleared for bugs or other listening devices. He would sit down next to President Romero on a long black sofa. On a coffee table in front of them there are several laptops and several dossiers as well as a tray full of Brazilian snacks, pitchers of cold ice tea and hot black coffee. There is also a bottle of Johnny Walker Blue two glass and a bucket of ice.

"Mr. President, I sincerely welcome you to my home and my country. "

He takes 2 glasses and pours some ice into the each. He takes the bottle of Johnnie Walker Blue and pours 2 shots worth into each glass and then hands the glass to the Korean President in a deferential manner done in Korea, with his left hand under his right hand.

"Kunbae," he says and the Presidents clink their glasses together and take a drink.

"I want to thank you for your recent shipments of Korean Military hardware. Your country has an indigenous arms industry that is truly a marvel. We will in the future we look to procure more K2 Black Panthers, K21 Infantry Fighting Vehicles, and definitely more KSJ destroyers."

He pauses to take another drink.

"So, what do you think of the proposed Korean automobile plant proposal in Brazil?"

The translator translated the President's response.
"I'm glad that you're happy with your purchase and your custom is always welcome."

Minister Paik took over the conversation regarding the Korean motorcar proposal, given his expertise on the subject and his recent briefing with executives of Hyundai and Kia.
"To be perfectly honest, we aren't too convinced that this is the best interests of Korea and the industry. Our recent information tells us that Hyundai has a market share of 8.8%, this is good, but Kia doesn't appear to have a decent market share to highlight. So in Kia's case, it means we have to invest a great deal just to have them pierce the industry, and the returns are very uncertain.

In your email, you stated that this investment would benefit both nations; from where we're sitting, it's more beneficial to us to invest in Korea and export. The question that's staring me in the face is whether it is more beneficial for us to invest in a Brazilian plant or export a greater volume to Brazil, and that's only because we're too concerned that the profits of this proposal aren't worth it.

In order to make our clear decision, we would need some more information:
-What is your current tariff for motorcars?
-How much are you expecting us to invest in the plant?
-And what other governments and companies have you offered this same proposal to?"

The President would take a sip of his whisky and put the glass down and say, "A good plant can produce 300,000 cars a year. So that would be 600,000 cars a year in total. The average price for a new car is $27,000. We are going to pass legislation that within two years all cars must be flex-fueled cars. The Brazilian government will even subsidise the project so that low-income families can either buy cars, scooters, or we we will also ask that buses be purchased for our state run metro system. With new regulations forcing Brazilians to purchase flex-fuel cars, that 600,000 would turn into about 16 Billion a year."

The president then goes to his laptop and pulls up an article.

Kia Auto Plant

"This project seems to be going well. As for your question, we ask that you invest 2 Billion on each plant. From that 4 billion we will directly put it back into the Korean economy by using it for further military purchases. We will also provide luxury housing for the Korean employees and even build a Korean school for the children of the employees.

As for your further question, yes, we have offered this proposal to other countries. Most are intrigued as you are. Brazil is attempting to be the first country in the world that will eliminate gasoline cars from its highways and streets. Whomever agrees first gets the contract and Brazil will no longer accept gasoline cars as an import. "

"..Hmmm... this does not sound as good to our ears as appears to sound to yours. Investing $4 billion in motor car plants, to produce 600,000 cars collectively on an annual bases makes little economic sense, given that just Hyundai alone only sold around 16,500 last year in Brazil, and Kia sold nothing worth of noting.

We would expect to export large quantities of vehicles to other South American markets if we investing in a Brazil plant, 583,500 seems very ambitious, impossible in fact. This is especially since Brazil is the largest of the South American economies."

The Minister would pause for a minute in thought, looking at his papers placed in front of him.

"Given the circumstance and economic environment, what would be best for us is if we would invest $1.5 billion plant, shared between Hyundai and Kia. This would have a capacity of approximately 220,000 annually, plenty for Brazil's domestic market and for export across South America. With its smaller size, we would have to import parts that won't be produced on the site. Of course this would be with the future possibility of further investment and further expansion if we think it would be beneficial.
We would also like some guarantees with our investment: For Hyundai and Kia to have a minimum combined market share of 12%, which is relatively small given Hyundai's current market share and both companies' current significant global position; For Kia and Hyundai to be excluded, until consulted, if your government is to make a trade agreement to export vehicles; and if your government agree to import vehicles and/or have another foreign party invest in vehicle production within Brazil, for Kia and Hyundai to be notified immediately after the agreement has been struck, but prior to it being made public information.

What do you think?"

"Well, we believe that given our current environmental goals, and with Flex-fuel cars being the law within two years, it would make sense for Korean companies to be first on the ground. The reasons Hyundai and Kia sold next to nothing last year matters very little given that the new incoming laws will compel people to by what is required by law. Being the first country and companies in, you would have a monopoly, as opposed to very little presence.

However, if you would prefer to start smaller, yes, we can agree to a joint Kia/Hyundai plant. With substantially lower goals but room to grow and expand, we can agree to that. And we agree to allow you to export vehicles made at the plant in Brazil to other countries in South America. I am sure you will find a good market in Argentina, and the costs fo exporting them from Korea to Argentina will be considerably cheaper."

"I'm glad you can agree to this, and if this plays out well for us, we would certainly consider expanding our presence and investment. The rest of the South American market is just as important to us as that of the Brazilian markets, and I'm sure our government will come to an arrangement with those too, including Argentina.

My department back in Seoul will draft up a final agreement as we speak and send it to use later on, for signing, then we can discuss the logistics of payment and construction."

We currently have DPR rights to some the most excellent Drones in the world, and if your are needing in that area, we will most certainly be able to provide them to you.

"We plan to embark on numerous drone development projects, so this is an area we do certainly plan to expand in. In the meantime, the idea of purchasing them from foreign powers, including the rights to domestically produce them, does attract our attention. What are these drones you have the DPR rights for? and I assume, by your use of 'DPR', these are not Brazilian originating drones?"

"We operate the Hermes-450 and the Hermes 900 from Israel under license and can produce as many as we like and will only need to renegotiate a new agreement when a new Israeli government comes into power. Both would do well to serve as border defenses with the 450 being armed with up to 4 Hellfire missiles as well as deep the reconnisence of a 900...

And also the 900 that can support multiple payload configurations such as EO/IR/Laser Designator, SAR/ground moving target indicating (GMTI) & maritime patrol radar, COMINT, COMMJAM, ELINT, and electronic warfare (EW) multiple payload configurations such as EO/IR/Laser Designator, SAR/ground moving target indicating (GMTI) & maritime patrol radar, COMINT, COMMJAM, ELINT, and electronic warfare (EW).
