Brazil has been aching for stable leadership in the Kremlin since I took power, so that together, along with other countries we can begin to change the balance of power in this world. Or at the least, make the globe more balanced in terms of power.

If you would like to make your first state visit to Brazil, it would be my honor. It would also be my honor to be one of the first guests of the New Russian Federation.

Unfortunately due to the various serious issues facing the Russian Federation at this time I am unable to travel to Brazil at this time, though I would be happy to send the Prime Minister of the Russian Federation, Vladimir Vladimirovich Putin, to meet with you in Brazil at your earliest convenience.

Prime Minister Putin is met by the Brazilian National Army Band playing the Russian national anthem as well as the The Brazilian National Honor Guard. On the tarmac is Brazilian President Victor Herraro and Foreign Minister Oscar DeSilva. After the leaders shake hands they are quickly escorted by their bodyguards into the Brazilian Presidental Vinaxuki Armored Pickup 650X modified so that there are four seats on either side of the vehicle, enough for two bodyguards each and a translator.

An entourage of 2 VBMTs ride in the front of the Presidential Vehicle and another to ride behind. There are also one on each side. 2 Blackhawk UH-60s fly overhead to guard the motorcade from the skies. They drive straight to the Presidential Offices on the outskirts of Brasilia. Along the way in English, President Herraro looks to the Russian Prime Minister and says, I hope you had a great trip, after a short rest, why do not we meet in my office and lets get down to business. This is going to be a historic visit.

Speaking through his personal interpreter, Prime Minister Putin said to the Brazilian President "I was able to get some rest on the long flight over from Sochi, so I'm ready to begin our official business at this time. Though if you would like to take some time to prepare before the meeting, I'm more than willing to take advantage of that time to take a quick rest.".

Looking outside the window of the vehicle, Prime Minister Putin took in the tropical beauty of his surroundings and said "Brazil is truly a beautiful country. For once the rumors are true! I'm very much looking forward to working together with you in an effort to strengthen the bilateral ties between Brazil and Russia, while also getting to know the leader of one of the Russian Federations most important allies on a more personal level.".

"I am more than ready. And just in luck, we are pulling up to the back gate of the Presidential Building," replies an obviously excited President Romero. The Leaders are driven through the back gate and down to a basement parking lot,, where there are whisked into the Presidential den past security officers and gasping and whispering office workers.

The room has been swept for listening devices and any laptop used will have been encrypted.

In the den, The Leaders sit next to you another on a long black sofa with several laptops and many dossiers placed on mahogany coffee table. "I know this is business, but Mr. Prime Minister, but in many ways, despite my life long service in the military, I am a man who enjoys the good things in life and also the camaraderie that only a close friendship could bring. From now on, please call me Victor."

Just then a waiter strolls up with a tray of Brazilian snacks and places them on the table.

We should discuss imports and exports as well as military purchases as well as well as an open relationship regarding naval bases. Basically what I am saying is, your Navy will always have rights to dock and resupply at Brazilian Naval bases.

As far as imports from Russia we are looking at your steel industry. As far as exports from Brazil we can offer Iron Ore, soybeans, poultry meat, raw sugar or something more tantalizing like ethanol fuel.

As far as military purchases, could you guarantee us the sale of the following items:

The President then opens up his laptop and shows the Russian leader a slide show of the Weapons systems the Brazilians are interested in purchasing.

Following the Brazilian President, Prime Minister Putin walked towards the Presidential den, while taking in his surroundings. As the two leaders made their way to the Presidential den, Prime Minister Putin took the time to shake hands with and briefly greet several Brazilian security officers and members of the household staff. The Russian Prime Minister and heir-apparent to the ailing President Yeltsein appearing supremely confident and composed for the start of his first official state visit.

Once two leaders were seated within the Presidential den and the Brazilian President had requested that the two men dispense with formalities, the Russian Prime Minister smiled warmly and said "Well Victor, you can call me Vladimir. I must say that we have a good deal in common and it is a pleasure to meet with another leader who hasn't been a politician for their entire adult life. While I didn't serve my country through a career within armed forces like yourself, I was able to get my start in the service of my nation through a career in the security services of the Soviet Union and later the Russian Federation. For men like us, a sense of camaraderie, mutual respect, mutual trust, and a shared taste in the finer things in life, almost seems to come with the territory, due to our common background.".

As waiters began to serve the two statesmen, Prime Minister Putin thanked each waiter, before sampling one of the Brazilian snacks. The Russian Prime Minister then took a glass and put several ice cubes into the glass, after which he took the Absolut Crystal Pinstripe Black Bottle and poured a shot or vodka into the glass. Once Victor had done the same, Prime Minister Putin raised his glass and said "To the Federative Republic of Brazil and the Russian Federation!", before the two men drank their shots.

When it came to trade, the Prime Minister of the Russian Federation said "I can definitely say that the Russian Federation would like to begin the import of soybeans, poulty meat, and raw sugar from Brazil. Aside from steel, the Russian Federation is also able to export copper, precious metals such as titanium, and cereals to Brazil if you're interested in those products as well. How often would you like to to receive Russian imports and where would you like Russian imports to flow into Brazil? Likewise how often would you like to receive Russian imports? And all Brazilian exports to Brazil should arrive in our Sea Port of Novorossiysk on the Black Sea.".

Prime Minister Putin thought on the offer of the Brazilian President, regarding naval resupply and docking within Brazil for the warships of the Russian Navy. After a moment Prime Minister Putin smiled, shook the Presidents hand and said "The Russian Federation will not only agree to this proposal, we will extend the same rights to our Brazilian colleagues. Unfortunately I need to wait for a price on the other arms that you've requested, but I will certainly do so as soon as I am made aware of the prices. The amounts you have requested is no problem and your order would be fulfilled in batches as you've already highlighted. So we are simply waiting on a price as far as the rest of the arms are concerned.

Are you sure you would wish to purchase rounds of ammunition from the Russian Federation? Why don't we just get to work now and construct several munitions factories within Brazil now? In order to be able to equip your state-of-the-art Russian made arms with Brazilian made munitions ASAP. This could be done rather quickly, it wouldn't cost more than several hundred million dollars, and it would provide for well over a thousand well paid and technically skilled jobs for Brazilian workers.

Of course once the Brazilian Armed Forces and Brazilian Security Forces are equipped with the requested Russian arms, I will see to it that a detachment of our Direct Action Special Reconnaissance GRU Units or "Spetsnaz" are deployed to Brazil to work with your nations NCO's on the proper use and employment of the Russian arms that have been acquired by your government for the Brazilian Armed Forces and Brazilian Security Forces. "Firstly, the we accept the trade of any Embraer products you wish in exchange for a trade of arms. This is a sound deal, and this way we can purchase either more RT-2PM Topol Mobile ICBM's or more advanced submarines, like nuclear submarines. It is a sound strategy. Again I agree.

As for the Embraer EMB 145 P-99B MULTI INTEL Remote Sensing Aircraft, we will give you a friendship price of just 90 Million per unit, just 10 million up from our production costs. The Embraer EMB 145 P-99A AEW&C will cost also 90 million per unit, a mark up of just 10 million to cover labor costs.

As for the Embraer Tucano Mk.51 Two-Seat Basic Training/COIN Aircraft , currently that is still in the development stage. We can offer Embraer EMB 314 Super Tucano for 14 million at price, due to the misunderstanding.

As far as the ammo, let us build a few plants cranking out 2 million rounds per month, for both training purposes and in the case of war.

Prime Minister Putin played with his glass of vodka somewhat in a coy manner, as he was well aware that many outside of the Russian Federation looked down on these sorts of arrangements as nothing more than "Gun Running", something which the the international community certainly frowned upon. However, these liberals did not concern the Russian Prime Minister politically, true they could be quite annoying with their protests in Moscow and St. Petersburg, but those cities did not represent the whole of Russia. Indeed, the Russian Prime Ministers most vocal liberal critiques within the media typically ended up committing suicide, or being killed in a botched robbery, so there was little for Prime Minister Putin to fear when it came to this deal domestically.

Speaking slowly, the Russian Prime Minister said "How does an Akula III-Class SSN and twelve more RT-2PM Topol ICBM's sound for twelve Embraer EMB 145 P-99B MULTI INTEL Remote Sensing Aircraft and twelve Embraer EMB 145 P-99A AEW&C Aircraft?".

As President Romero took in the offer, the Prime Minister said "You'll find the funds add up to quite nearly the same amount on both sides, so monetarily we are looking at a wash. Which we have no problem with, as we are acquiring the aircraft and need via trade and both of our armed forces fill major needs.".

While if I may..... I would request that the Brazilian Armed Forces acquire at least 6 Krasukha-2 Electronic Countermeasure Systems ($100 mil each), in order to protect your RT-2PM Topol ICBM stockpiles. The Krasukha-2 Electronic Countermeasure System is not only able to jam AWACS radar, it is also able to jam other airborne radars, such as radar guided missiles. The missiles, once jammed, are then provided a false target away from the original to ensure that the missiles are no longer a threat. Within the Russian Federation the Krasukha-2 guards mobile high priority targets such as the 9K720 Iskander SRBM and we highly recommend that you use this system to protect your RT-2PM Topol ICBM's. While should all else fail, we recommend the purchase of 30 Pantsir-S2 Self-Propelled Air Defense Systems ($10 mil each), to guarantee the destruction of ANY enemy missiles that are targeting your nations most vital strategic weapons system, its ICBM stockpile. The Russian Federation is happy to provide this additional electronic and hardened security against air attack and we highly recommend that you take us up on this offer, as your ICBM's while lethal, represent an enemies first strike target.

As for the munitions factories, I think two or three medium-sized factories, spread throughout Brazil would do the trick. I think $40-30,000,000 should cover that cost.

Finally as the Russian Armed Forces and Russian Security Forces expand, I can guarantee we will have an increased need for aircraft such as the Embraer EMB 145 P-99B MULTI INTEL Remote Sensing Aircraft and the Embraer EMB 145 P-99A AEW&C Aircraft, as well as smaller business jets, which unfortunately Russian aerospace manufacturers do not currently produce.

I must ask my Foreign and Defense Ministers about it, as well as Argentina, but I would like to open my Jungle Training Centers to your troops, as well as another naval base we are thinking about constructing in the South Atlantic, and give you permanent basing rights there."

A nervous Brazilian adjutant begins milling around the veranda. He does not say a word. He just paces around.

Ever the KGB trained spy, Prime Minister Putin's face conveyed no emotion as President Romero proposed an expanded, massive arms deal between the Eurasian and Latin American giants. Prime Minister Putin then said "I would be happy to join you and let the "Eggheads" as you said see to the details. Just know that are taking no profit on the initial Akula III- Class SSN that we're selling to the Brazilian Navy, as it's a trade. Though it might take some time for Russia to be able to permenantly deploy forces to the base you have offered us permenant basing rights to in the South Atlantic, nevertheless I view this offer as a potential major future asset to the Russian Armed Forces.".

With that Prime Minister Putin then chuckled and said "Come let us return and see what the "Eggheads" have for us.". The Prime Minister graciously let his host lead him back to the sitting area, where a draft arms deal had been formulated by advisers and aides to the Prime Minisster and President for approval.

"Vladimir, I am ready to sign, but nine Billion is really more than we can spend at one time. Could we transfer the fees in 3 separate installments of three Billion a piece starting with this month, and two additional payments over the next two months? It is more sound financially. I really cannot go into debt. But I want this deal to go through."

Prime Minister Putin nodded and said "I certainly understand that $9,178,000,00 is a lot of money and the Russian Federation agrees that Brazilian economic policy to remain out of debt is a sound policy. Nevertheless, due to the current volatile economic situation within the Russian Federation and the need of the Russian Federation to build nearly every institution from the ground up, we are unable to accept installment plans as a form of payment. The government is trying to develop Russia very quickly and our arms industry is one of the industries drivingthat development, so unfortunately installment plans hinder our growth. That being said, once the Russian Federation is on sound economic footing, Rosobonexport will accept installment plans for payment, and the Central Bank of the Russian Federation will also issue loans to friendly nations, but we aren't there yet in our development.

That being said, the Russian Federation views Brazil as a strategic partner within Latin America and abroad, so we want this deal to go forward, as it will better equip both of our armed forces and put tens of thousands of Brazilians and Russians to work. So our countering offer is for the Russian Air Force to also acquire the 36x Embraer KC-390 Multirole Transport Aircraft immediately, alongside the aircraft Russia already pledged to purchase. This will make our total purchase $5,760,000,000, while your purchase from Rosobonexport stands at $9,178,000,000, meaning the difference in payment should be acceptable to your government, as it stands at $3,418,000,000, with the rest of the deal being offset by Russian purchases of Brazilian aircraft.

The Russian Federation and Rosobonexport are prepared to sign this deal at once, should your government be willing to provide us with a gentleman's agreement to purchase the remaining equipment from Rosobonexport's Proposal #1 by years end. This deal may be able to be offset as well, as I have no doubt that the Russian Armed Forces and Russian Security Forces will require additional Embraer KC-390's.
