The Following Message Has Been Encrypted by the Brazilian Cyber Defense Agency
From: Oscar DeSilva, Foreign Minister of Brazil
To: Secretary of State of the United States

Greetings,

My President has tasked me with the important job of opening relations with the United States. Even though my government has been in power for over a year, we have not have any contact your government. We would like to change this. We believe a high-level meeting would best serve our goal to find some common ground. I would be willing to visit Washington DC or we could have talks in a third party country. I look forward to your response.

Good Morning,
It is true that our nations have not had much contact in the past, if we have, I do believe it was not on the best of terms and I am glad you have decided to contact us in order to establish open relations between our two countries, and we are more than willing to host you in Washington D.C, the talks will likely be with myself of the Deputy Secretary of State. Please let us know when you intend to visit so that we can make the appropriate arrangements.

Excellent news. I am glad you have accepted my proposal. I shall make plans to be in D.C within in a week. I would primarily like to discuss opening trade relations and trade routes, particularly in the shipment of Pharmaceuticals, and equipment that would allow us to refine our own crude petroleum. I would also like to discuss with you about the future of ethanol fuel. I am pretty sure your big auto makers will not like it, but we believe ethanol fueled cars, or flex-cars, are the wave of the future. I look forward to seeing you in a weeks time. If you have anything else you would like to add to an agenda, please feel free to let me know.

Yours,

Oscar DeSilva

Good Morning,
I am free for a visit anytime you wish. Also I am interested in the subjects you have suggested and have no additions to make, however I am sure subjects may come up during our talks. That being said, I must inform you that any security detail you bring with you must be unarmed - they are, however, allowed non lethal weapons such as tasers.

I never requested armed special agents as a requirement to meet you, so I am unsure of what you are referring to. Perhaps another country, maybe a third world Draconian state in the Far East, may have given you this impression of me. But I can tell you truly this is a mission of diplomacy, a mission to open borders to trade, and a mission to begin dialogue between two countries that have been, not that friendly to one another.

Yours,

Oscar De Silva

Good Morning,
We were not being rude or trying to make assumptions. But, it is just a precaution that we tell everyone one a visit to the United States that weapons will not be allowed.

A small security detail would be waiting at Baltimore/Washington International Airport, in the arrivals area. They would be waiting for the Brazilians to arrive. There'd be a Cadillac Escalade awaiting the Minister, along with two MPDC Chevrolet Impalas. They were there to drive the Minister and his security to the Harry S Truman Building.

Oscar DeSilva and his staff depart the plane and after going through the Diplomatic Gate at customs and head to the Cadillac Escalade.

Minister Desilva would extend a hand to the driver and say, "Greetings, I am Oscar Desilva, Foreign Minister of Brazil. It is a pleasure. I guess you are here to escort me to the Harry S Truman Building? I thank you kindly."
And then he and his staff enter the Escalade.

"Yes sir, I am." The Driver would respond, opening the back door of the Cadillac for the minister and his security to enter. Once inside, he would get in the drivers seat and start driving. It would be along the 21st St, just around the corner from the entrance of the Harry S Truman building, they would run into difficulties. Along the sidewalks, protesters would be lined up facing the road, holding signs, shouting and bawling at the cadillac as it arrives. They'd be protesting the current Brazilian aggression around the world. They'd be kept back by metal barriers and officers of the Special Events Branch, donning riot gear. They'd be backed up by regular officers to patrol the sidewalk. In one area, a member of youths would begin burning the Brazilian flag. As they came around the corner. There would be more protesters, however they would make it to the entrance relatively unscathed apart from a few scratched to the vehicles from objects thrown. As they got the entrance, the Minister would be ushered inside where the Deputy Secretary of State, William Burns would be waiting. He'd escort the Minister to his office. Apologising on the way for the protesters. @Moe

Brazilian defense Minister would marvel at the size of the crowds.

Through the darkened windows of the Escalade the Minister can barely make at the signs, especially at the speeds they are driving.

"He turns around and says in Portugese to his to his staff. "Did another white police officer shoot another unarmed black teenager in this country and get away with it?"

When he was assured that was not the case. He then asked,

"Oh no do not tell me another school shooting?"

He was told again, there had been no school shooting in America, at least as of yesterday.

Then with wonder he would look out the window, still trying get a grasp of the crazed people running by like thick taffy through the Cascade's thick black mirrors amidst a volley of flashing lightbulbs.

"I have not seen anything like this since the battle of Seattle in '99."

He shakes his head at the memory, with a chuckle. But then grows serious in both his tone and his face.

"Americans usually just protest their own government's atrocities, like killing three million Vietnamese, mostly through indiscriminate carpet bombing. Removing democratically elected officials like Allende in Chile and propping up Pinochet, or the Gulf War, where for eight years they sold weapons to both sides in the Iran/Iraq War, or later turning on a former ally in Iraq, better known as the Gulf War."

Americans never protest about what other countries are doing as they are too self-absorbed and could't find the capital of Italy if you spotted them ten cities.

So if these protests are about us, then we will handle them accordingly, as much as possible. Given the US's Twitter account. Expect the meeting to be hostile.

Especially, that compared to what our President, has said, nothing compared to US Aggression anywhere in the world.

Will we just mature about it, and then when we have what we want, or cannot disagree on we will just leave. Especially the totally daft Twitter Account.

We will see when what happens in a few moments. Best to all of the you. Present your country proudly and with dignity."

Minister DeSilva would exit the vehicle and extend a hand William Burns, give a polite, Hello, and then follow Mr. Wallace into the office.

William burns shakes the ministers hand and offers a polite smile. When they enter the office, he'd offer the man a seat infront of the table which had a variety of refreshments. The deputy secretary would speak. "I'm sorry about everything outside, a few people seem to disagree with Brazil's actions at the moment, I hope you were able to come away unscathed?"

"Given the recent earthquake would you like to postpone our current talks for another time. This seems serious.

"It is fine, we can go along with the talks. There's not a lot we can do from here, especially not me. My job is international relations"

"Unscathed is the word, as I was telling my staff, I have been a career military man and diplomat, and I have been to your country several times in both capacities, but, I have never witnessed crowds like this unless it was for an anti-war protest, anti-abortion protest, anti-gun, or anti-police protest. I just find the vitriol shocking, especially given your countries' history in Central and Latin America.

Do these protesters even know we have never fired a shot or dropped a bomb against a country unless they threatened Brazilian borders? Do they know we have never overthrown a democratically elected government or helped ship arms to rebels and send officers to train those rebels to fight against a citizenry that voted for someone we did not like?

I do not ask you these questions to insult past American war crimes, I am merely trying to ascertain the current political and social attitudes towards Brazil at the moment."

"Unfortunately I can not see anyone else's thoughts apart from mind, I think it is to do with the threats that have apparently been made. Alas, let us not focus on the protests, what is it you would like to discuss?"

Soon, the deputy's assistant would enter the room. Clutching a note, she would hand the note to the Deputy SOS, and leave as soon as possible. Upon reading the note, the deputy would speak. "It would appear that you've been summoned to Geneva. We will help you get to the airport and get you on your way there."

Two Secret Service officials would enter the room to escort the Minister to the Cadillac that still waiting outside for him. A memo would be sent to court officials that the Minister would be on his way.

Well it is unfortunate that we did not get to discuss trade issues that would help both of our economies. So just please escort us to our Embraer 1000 jet at Ronald Reagan Airport so we can leave safely. Again, the amount of protests is unprecedented in American history against a foreign government. It is as if you almost planned this for our arrival? Just please ensure our safety until we board our plane. Thank you. It has been a most wonderful visit.
