In his office, Brazilian President Victor Romero, would pick up his phone, waiting to get clearance that it will be encrypted. As he waits, he stares at a military map. When the line is cleared he speaks into the phone.

"Yes. This is President Romero. I would like to speak with the Prime Minister, please."

"This is Prime Minister Rutskoy speaking, I am glad you have called. Though, much is going on at the moment. What do you wish to discuss?"

"I will get straight to the point then. Earlier our representatives at the CIS Defense Council brought up the possibility of sending up to two squadrons of fighter/interceptors, perhaps some long range bombers and even naval assets to our base at Ilha De Maraca. It is in the northwestern part of Brazil, just on the border of French Guyana.

The base was designed to hold up to 50 aircraft and up to 20 naval vessels, in addition to up to 1000 marines which we already have on base and living quarters for up to 200 more visiting personnel. If more personnel is a problem, we have another Naval/Air Base just 50 km away and they could support more visiting troops/airmen, etcetera. We currently have all the necessary naval assets in place, but we could of course redeploy them if would like to deploy some of your own naval assets to the base.

We believe this is a golden opportunity for both Russia and Brazil to collectively increase our force projections. What are your thoughts?"
