From an encrypted phone line in his office Foreign Minister Juan DeSilva calls his counterpart in the Netherlands. When the line is picked up he would say, "Hello, this is Brazilian Foreign Minister Juan DeSilva. I wish to speak to
Minister Leopold Albronda, if I may. Thank you."

With the Minister of Foreign Affairs still on call with their French counterpart and the Secretary of State for South American Affairs attempting to contact the Argentinian government, the call would be rerouted to the Minister for Internal Affairs and Kingdom Relations.

Minister Eveline Mas would ensure the line was encrypted and secure before answering, "Minister Mas speaking. I apologise that Minister Albronda isn't available at the moment, how can I be of service today?"

Or are the French troops still there, but you are just governing the island? If that were the case, then I have two European powers on my border.

And you did this because you want to secure peace?"

While the treaty transfers sovereignty of French overseas possessions, including French Guyana to the Netherlands, it is neither an act of support of their government or that my government will be continuing their war. We maintain no plans for deployments by the Royal Netherlands Army to the territory of French Guyana."

"While I am not aware of the French Armed Forces maintaining a deployment in the region, any French service members will be interned to their accommodations until the cessions of hostilities. We could conclude that the transfer of sovereignty has removed the threat of an unstable and unpredictable French government from northern border. Furthermore, French operational capabilities to the region have now been severely reduced, we hope that you are willing to see this action is aimed at returning peace and stability to the region."

"The aim of the treaty is to preserve the lives of the innocent inhabitants of those territories. We continue to aim to offer both sides the opportunity to solve this conflict through dialogue, however the Treaty of Philipsburg is not part of that process."

Taking custodian of another countries overseas possessions while that country is at war, a war it started with another country is an act of support. How could not be called anything other. Especially when you say you will be not providing troops, but you will be governing, how then will you be doing that? You must be sending some sort of representatives from the Netherlands. Which we have yet to see as we regularly patrol the sea and skies in the area and we have yet to detect any foreign ships in the area. And our ground radar has yet to pick up ships, either.

So, what you are telling me is, is that you are avdminstrating the islands for France, but with no actual administrators on Guyana, or any other territories in the Caribbean? Effectively, you are in charge, but have no administrators or troops on the ground?

We hope that your government will respect the sovereignty of the Kingdom of the Netherlands?

How insulting considering in my three years in power we have not invaded any nation, unless provoked, by the last French government, which of course, all of Europe sat by and did nothing.

Let me ask you, if a Brazilian airplane filled with troops headed to Ireland crossed into your airspace, then were found lying about their emergency, and the nature of the mission, and the troops on board. And then when you offered to safely put my troops in a holding area for their comfort while the ordeal was being sorted out, they blew the plane up killing themselves and the Dutch forces on the ground.

When the Dutch government asks my President about it he claims it was your fault and that there was an emergency and then asks for a 200 billion bribe. You want retaliation, but then Argentina, Nigeria, and China , all want to help Brazil out, even though they have seen and heard the evidence.

Is it really just keeping the peace, or saving Brazilian possessions from a non-allied power. Which is what you are doing in this matter. Especially when you are doing it in name only, because then if French possessions are attacked, than that becomes an attack on ISAF...

You can tell me if I am wrong."

"It was our assessment that they would send out a general order to defend each millimeter of their overseas territory to the last man, women and child, something which would result in hundreds if not thousands of dead French civilians and Argentine military personnel. With out nation in the firing line on the island of Saint Martin, we decided to reach out and do as much as we can to prevent those deaths. When the French government offered their remaining overseas possessions we jumped at the opportunity to bring those innocent civilians out of this war, that is the goal of the Treaty of Philipsburg."

"We are not there to militarise the French areas, we are simply there to offer them the protection they need from this war no matter where the danger originates from. They are free to continue to live their lives in peace without interference from the Dutch government, their local legislatures will be responsible for the governances of the islands. Our actions are not to become some colonial overlord or dictatorship, no we are simply carrying out our duty in accordance with international law to protect and preserve life."

"Once again I would like to reiterate that the position of my government is to bring this war to a resolution, the actions of the French government cannot be justified and those responsible must be brought to justice. But those people on French Guyana or Saint Martin are not responsible for what happened in Alexandria, they should not be punished for the insolence of their government, they should not live in fear of war. Yes. And so was Serbia, but because they attacked the Kosovars and the Norwegians all of Europe was gunning for war against Serbia, including ISAF sycophants like Canada, Germany and Vietnam. And let's not forget that out of blue vote against by Egypt, whom have never been heard from since. Probably no conspiracy there.

You thought Serbia was reckless and a danger. And you just said France is. Why is France getting different treatment than the Serbs?

How are going to provide protection if you are not to provide any troops? Can you explain that?

Well, I have an answer for you. You are using your soft-power as a member of ISAF. So if any country attacks any of your current "French Colonies", that would be an attack iSAF itself.

Again, all you do is deflect. How are you going to protect them without any troops on the ground? How is that measure going to end hostilities? Unless are already answered the aforementioned question earlier.

Being honest is the best way to preserve peace. Look at what happened to the French."

"Sir, I didn't feel it was right to answer such a hypothetical scenario, I believe there are just too many variables for me to give you proper answer. However, I can do my best if that is what you wish. The Netherlands would most likely not have gone to war over such an incident, we realise that there are no victors in war and all it brings is devastation. We would of most likely proceeded with a diplomatic and judicial route through the Global Assembly and the International Court of Justice as both entities were established to solve disputes through dialogue rather than violence."

"The Serbian government in our opinion seemed to be fully aware of their actions, attacking a state which had previously been internationally recognised. While the nations you mentioned were on the war footing the Netherlands came forward with an amendment to bring in a GA led mission to prevent unilateral action which would put the populous of both Kosovo and Serbia at risk."


The Minister proceeded with a calm tone, "you are correct in regards to our soft power, we see no need for a massive military deployment to the Caribbean region due to our ISAF membership. This guarantees the safety of the inhabitants of the overseas territories without the need to escalate tensions with a large force on your border. Does your government see this as a negative development? Would you of rather seen a large French military deployment on your border?"

"While I cannot disclose our classified information on our military deployments, the Netherlands maintains a small naval and marine force in the region. However there has been no increase in deployments to the region since the beginning of the war."

Her smartphone would vibrate indicating an incoming message, she paused for a minute as she read the details. "Minister, I have just been made aware of the submission of a Resolution to the Global Assembly, if possible could I ask your opinion on the matter?"

But, hey, since they only attacked Argentina, you do not care.

Well, since you have not entirely told the truth this entire conversation, I guess my nation will just have to find out for ourselves. The entire Caribbean will be patrolled by our ships and we will find out soon enough if you have even uttered a word of truth.

You cannot even answer a simple hypothetical, without making excuses about variables. How like you, even though we asked twice, you still not even give a straight answer.

"You are correct, the Royal Netherlands Navy and Royal Netherlands Marine Corps have always maintained a presence in the constituent nations of the Kingdom of the Netherlands. And as I said minutes ago, we have no plans to bolster the defences with a deployment from the Royal Netherlands Army and I can guarantee that at this moment we see no need to deploy assets from any of our other branches to the region.

"I do not understand why you are accusing me of lying as I have been truthful and will continue to be truthful with you during this entire conversation. Furthermore, I wish to state that geopolitics is not a subject which has a simple answer. However I will try to keep it short, if we take your scenario the Netherlands would not have pressed for war, therefore I don't believe a similar situation would of occurred. I hope this is a satisfactory straightforward answer."

"I would like to discuss with you the Resolution on the Sovereignty of the French Overseas Territories currently open for discussion within the Global Assembly."

"That, or maybe I will fly a plane into your airspace. Then claim it was a fuel malfunction. When it was discovered it was not a fuel malfunction, my pilot lied about it. And when you offered to shelter my weary men, one or two decided to dynamite the plane.

After the dead were counted, my president lied about the whole fiasco and blamed it on you. Then he sought foreign powers for assistance in "defending" my territory for the safety of my people. Shall, I go on?

I guess I will see you around the Caribbean?"
