On behalf of her majesty Queen Elizabeth II, I am hereby requesting your presence at the Department of Global Affairs Canada. We have urgent business to discuss including the unlawful blocking of the CF-18 Hornet, in clear violation of the 1980 Procurement Agreement.

These aircraft form a key step in Canada's sovereign defence plan and our contribution to the peace and security of North America. The decision of your government has considerably impacted the security of our shared region.

Ambassador Stewart left the American Embassy with his briefcase that contained some documents, and with the escort of two Diplomatic Security Service special agents who had their proper identification on them. When the Ambassador arrived to the Department of Global Affairs, who produced his diplomatic papers and informed whomever he was speaking to at the outer perimeter of security that he was the United States Ambassador to Canada and that he had been summoned to the Department of Global Affairs.

At the Department, the ambassador would be waved through the security gates and into the building. The guards too would be allowed through, but escorted by a RCMP officer. Upon arrival, the ambassador is shown into the office of Minister Penning. The Minister's office is closed to the public. The RCMP officer would halt the security agents at the door.

"Good evening ambassador, my name is Amanda Penning. Minister of Foreign Affairs for Canada." The Minister offers a handshake to the ambassador "I do apologise for calling you here in these circumstances, but Canada will not allow procurement agreements to be renegaded on, can I get you anything before we start?"

"I am afraid, this is not how our legal and diplomatic experts see the matter. The halting of production of the CF-18 is a clear violation of the 1980 acquisition agreement.

Our demands are quite simple for any treaty, Canada wants full and uninterrupted rights to equipment that we have the rights to use in our military. We do not expect any inference in the production of the equipment from our suppliers by your government. In return, we will agree to once again to re-establish the North American Aerospace Defense Command, and share Canadian security information with your defence forces.

The number of CF-18s we hold will be shared with you"

"Foreign Minister, I can assure you with the utmost certainty that all legal treaties and agreements between the United States and Canada were rescinded by both of our countries in 1994. We attempted opening diplomatic relations with the past three Canadian governments that have existed since 1995, but they all fell rather quickly. However, with a more traditional government now in charge, I'm sure things will be a bit more stable," he said. "Considering the historical ties that our nations have had, I'm sure it wouldn't be very difficult for our countries to negotiate a new treaty or two," the Ambassador said.

"Great to hear. We first of all want reassurance that our next attempt to build the jets will not be blocked. Are you able to commit to this?" the Minister would get a notebook and pen. "In regards to NORAD, we would simply say we would like to agree a treaty where suspect air contacts detected on Canadian/US radars are reported to each other through the use of regional command centres. Is this something America would agree to?"

"If we can negotiate a formal treaty here, and that treaty is legally agreed to by the President and then ratified by the Senate, and legally ratified by the Canadian government, then I presume we would be obligated under the treaty to allow you to purchase or build such items, depending on how the document was worded," he said.

"Is there a treaty that you have prepared, or would you like us to write something up, and we can edit it together if you do not find it acceptable?" he asked.
