CELESTIAL EMPIRE

Your Excellency,

First of all I wish to congratulate you on your recent move to rid your administration of the plague of communism. As always the ideology leaves only destruction and ruin in its wake, and in many ways it can even be considered lucky that your opposition was strong enough to rid the country of it before the damage became irreversible. As the westernmost Asian power, Türkiye has always held a vital role in global affairs as the crossroads of continents and empires, through this our shared history dates back thousands of years.

In light of your renewed position of power and our shared history, Her Celestial Majesty has asked me to reach out to your office and extend an invitation to meet in Beijing to discuss the future of Sino-Turkish relations. Should you accept we would like to discuss amongst others enhanced trade and economic cooperation, military cooperation and possibly joint development projects, and perhaps most importantly a political and cultural outlook on the future of Eurasia.

I look forward to hearing from you.

Sincerely,
Xiao Jia,
Minister of the Outer Realms

Your Excellency,

We have received your letter with appreciation, and I thank you for your thoughtful message. On behalf of the Government of the Republic of Türkiye, I convey the warm regards of Prime Minister Çiller, who extends her gratitude for your kind words and welcomes your expression of friendship and shared purpose.

Türkiye and China share a deep and ancient relationship, shaped by centuries of trade, cultural exchange, and strategic interaction across the Silk Road and beyond. It is in this spirit that we view with great interest and optimism your proposal for a high-level meeting in Beijing to discuss the future of Turkish-Chinese relations.

Türkiye is prepared to engage in such talks at the highest level, and I would be honoured to undertake a visit to China for this purpose. I am scheduled to travel to Poland in the coming days, but I am eager to set a date for my official visit to Beijing shortly thereafter.

In the meantime, I propose that our respective ministries initiate technical discussions to lay the groundwork for a comprehensive agenda. We see strong potential for cooperation in a number of strategic areas, including:

Economic and Trade Development, including bilateral trade and investment as well as joint infrastructure and industrial projects

Expanding language, academic, and cultural exchange programs to build mutual understanding between our peoples.

Working together in endorsing Myanmar's efforts to create a new Silk Road Trade Zone to promote peace, trade, and commerce.

Türkiye regards China under the stewardship of Her Majesty the Celestial Empress not only as a historic partner but as a vital anchor in Asia with the potential to shape a peaceful and prosperous future for all of Asia.

We are encouraged by the direction of your government and hope our cooperation will contribute meaningfully to stability and shared progress across the Eurasian continent.

I look forward to our continued engagement and to meeting in person soon.

With the highest consideration,
Sümeyye Çakı
Minister of Foreign Affairs
Türkiye.

CELESTIAL EMPIRE

Your Excellency,

We have received your message with extreme delight and thank you for your willingness to engage. We largely agree with the topics as outlined in your message but would like to propose the additions of several additional ones.

  • Opening of the defence industries of both states to the others, allowing each state's procurement easier access to the military technologies of the other. In particular the reduction or elimination of certain weapons export restrictions.
  • Security and military cooperation in the areas of counterterrorism and the security of Asia against both external and internal threats, as well as direct threats against Türkiye or the Celestial Empire.
  • Perspectives on the roles of the Global South in an increasingly multipolar world without a clear hegemonic superpower.
  • Perspectives on multilateral frameworks to improve stability and prosperity within Asia, the Global South, and the larger world.
We are in general widely available and would be able to host you at your earliest convenience.

Sincerely,
Xiao Jia,
Minister of the Outer Realms

Your Excellency,

We have received your message with extreme delight, and thank you for your willingness to engage. We largely agree with the topics as outlined in your message and appreciate your openness to revising the agenda to include our proposed changes in our previous email exchange.

The Prime Minister has asked that we also include discussions on a financial assistance package in the form of a $10 billion deposit in the Turkish financial system to help in issuing lines of credit as we restart our economic recovery.

We otherwise find the proposed agenda appropriate and ask that your schedule a date for the visit so that we may discuss these topics in person.

I look forward to our continued engagement and to meeting in person soon.

With the highest consideration,
Sümeyye Çakı
Minister of Foreign Affairs
Türkiye.

Your Excellency,

The additionally requested topics are more than fine. I will relay this message to the Ministry of the Treasury so that a representative from that Ministry may be present to immediately arrange the terms for such a loan.

I would propose this meeting to be held as soon as possible. We would be able to receive you later this week.

Sincerely,
Xiao Jia,
Minister of the Outer Realms

The aircraft from Warsaw touched down in Ankara just after dusk, its wheels striking the runway with a firm, controlled jolt that pulled Sümeyye from the shallow sleep she had allowed herself during descent. Through the window, the familiar lights of the capital stretched across the plateau, steady and unmoving beneath a low spring haze.

She gathered her folder before the aircraft had fully slowed. Across from her, her chief of staff, Kemal Arslan, was already reviewing messages on a secured tablet, his expression tightened by whatever had arrived during the flight.

“Anything urgent?” she asked.

“Ankara wants the Beijing brief delivered in person,” he replied without looking up. “They amended some of the priorities while you were airborne.”

She nodded once. That alone told her enough. A small reception team from the Ministry stood beside two waiting vehicles, engines running, security already coordinating the transfer window.

They did not linger on the tarmac. Inside the car, the city passed in blurred ribbons of light. Traffic parted smoothly under escort as they moved toward the VIP terminal reserved for state departures. Kemal handed her a slim red folder marked with the presidential seal.

“Updated objectives,” he said, handing her the tablet.

She opened it immediately. The government sought to secure up to ten billion dollars in stored credit facilities within Turkish banks, backed through Chinese financial mechanisms.

She turned a page. Security cooperation and intelligence coordination. Then the final section. Thailand. Her eyes paused there longer than anywhere else.

Kemal watched her carefully. “They’ve grown more assertive.”

“That’s diplomatic language,” she said evenly. “What actually happened?”

He hesitated a fraction of a second. “The Teskilat believes they are growing more assertive and that they will likely turn to interference operations.

She closed the folder slowly.

“And Ankara wants Beijing involved.”

“They want China to discourage further Thailand activity,” Kemal said. “Discreetly.”

She leaned back against the seat, considering the implications. China did not intervene without extracting leverage.

The car entered the restricted section of the airport. Ahead, illuminated by floodlights, waited the long-range aircraft that would carry her east, larger than the Warsaw jet, configured for intercontinental travel. Ground crews around it.

Kemal continued carefully. “There is concern that Beijing be trying to gain influence after the U.S.'s financial support package.”

“They will,” she said. “The question is how openly.”

He allowed himself a faint smile. “You sound unsurprised.”

“I would be disappointed if they didn’t.”

The vehicle stopped beside the aircraft's stairs. Security officers stepped forward immediately, forming a discreet perimeter as aides transferred luggage and diplomatic cases.

Before stepping out, she reopened the folder and reread the final paragraph. She closed it again.

“Does the Prime Minister expect an agreement on this trip?” she asked.

Kemal answered carefully. “She expects progress and a trade deal.”

She gave a quiet breath that almost resembled amusement.

They climbed the stairs together. Inside, the cabin lights were warm, the atmosphere subdued, prepared for a long flight. A communications officer rose to greet her, already arranging encrypted briefing materials across the conference table.

As she took her seat, another adviser joined them, placing a fresh intelligence summary before her. “Additional note regarding Thailand,” the adviser said. “Their delegation will also be in Beijing this week. We don't know wy yet.”

Sümeyye looked up sharply.

“Coincidence?” she asked.

“No one believes so.”

Silence settled briefly over the cabin.

Outside, the engines began their low, gathering hum.

She glanced toward the window as the aircraft pushed back from the terminal. Ankara’s lights drifted slowly away, replaced by darkness and the blinking constellations of runway markers. The engines roared to full power, pressing them gently into their seats as the aircraft accelerated into the night, carrying her toward Beijing.
