Inside of the bustling Funga 001 covert Security and Intelligence building in Kinshasa, Hamisi Falana would break his concentration from the massive screens that showed radar coverage of the nation, updates on civilian air traffic, naval inflow, and outflow, and anything that had to do with potential threats that could be solved by the CDCA. A phone was ringing, the aid told him, and it was urgent. Rushing into the soundproofed room near the back of the department, he would lock the heavy door and answer the call, keeping an eye on operations through a monitor. He did not immediately recognize the identification of the call, and figured it came from one of the airbases. Maybe it was an enemy air incursion? Maybe a line from a civilian vessel, forwarded to him to report a foreign naval vessel?

"Hello? This is Chief of Defense, what is the matter?"

I wanted to contact you regarding the recent conflict with the Republic of the Congo that has caught our administration and we believe the rest of the world, very much off guard, especially with how rapidly the conflict has progressed. First of all I do want to congratulate you and your government in the initiative made to secure the wellbeing of the Congolese people, the atrocities committed by the Republic of Congo are horrific and I speak on the behalf of the CCP when I say that you have the full and total support of the People’s Republic of China. With that said I want to offer a proposal that has been made with the support of the State Council that I think you may find interesting. It should have just been sent to your office’s email, and I do want to apologize for the informalities of this proposal, we were considering an in person meeting but with the conflict raging throughout the Congolese capital we thought that it was better and safer to send you the plan digitally. The LY-60 can detect 40, track 12 and engage 3 targets within a 12km range, the system uses semi active radar homing systems and is designed to operate in an environment with heavy ECM presence. 70% Kill probability at low to medium altitudes.

Further Requests can be made by the Imperial Congolese Armed Forces and will be review by the CMC.

In exchange for the above equipment and future cost-free sales, the PRC would like to request that a 3.14 Square Kilometer zone be given for the construction of a two hundred million United States Dollar People’s Liberation Army Navy Support Base along the Congolese Coast. This facility would serve to bolster Congolese Defenses as it would be operated alongside Congolese Military Personnel and would hold a variety of systems and equipment that would deter any foreign attacker from making any moves towards the Congo. Specifically, the base would be the headquarters for the PLAN Atlantic strike force which would host some of the most advanced PLAN naval assets such as Type 052C Guided Missile Destroyers, Kilo Class Cruise Missile Submarines, and Type 22 Missile Craft. These vessels would be accompanied with long range SAM systems, coastal defense missiles, and an airstrip for long range strike missions which would give the PRC capabilities to strike all of Western Europe and North America in the event that the Congo is attacked. It’s predicted that around 4,000 personnel would man the base along with up to 1,500 local laborers. Further details will be forthcoming if accepted.

Falana would not need to check his own encryption, being inside of the building that handled encryption/decryption for the entirety of the Imperial government, he could rest assured anything coming in and out of the building was being diligently watched, listened to, recorded, and combed over for breaches.

"Mr. Vice Chairman, I apologise for my greeting, it is very stressful in the Congo at the moment. In fact I have just been informed we have successfully shot down two aircraft targeting our naval assets. Your thoughts on an in person meeting are shared, I believe, wanted yet not recommended. As for this agreement, we find it very appealing, but there are some caveats, some conditions, we would like to push."

He checked the computer where he was actively communicating with the rest of the Chiefs of the Armed Forces, as well as the Regent.

"Firstly, the base would be constructed in the Republic of the Congo. Once we have accomplished our goals there, the rightful ruler of the nation has agreed with us to provide leasing of land. However this base would be a joint project with the Congo, and we would be willing to put forth 200 million dollars, as well as the Republicans putting forth an additional 200 million, for 600 million total. As well as this, all departing or entering Chinese ships must register with the base, and any ships operating out of the base must allow a Congolese naval liaison officer to come aboard and travel with them for the duration of any deployments. You must understand, any ventures on African soil must be carried out and or supervised by Africans, there is no other war. Colonialism is a scourge on humanity, I'm sure you know. As well as this, we would like to request the production of 12 Harbin SH-5 aircraft, capable of ASW and aerial firefighting missions. Whether these are delivered as gifts or purchases, we can do either. These are mainly for the purposes of preventing civilian casualties as wildfires begin to spread."

Several minutes would go by before he responded again.

“After discussion, the commission and I have decided that it would be no problem whatsoever to add your requests to the agreement along with the request for the SH-5 Patrol Aircraft. We will forward a finalized document for the record in a week but the shipment of equipment should begin before then. From what I understand, two civilian cargo vessels will depart carrying the equipment along with a number of training crew and will make their way to Congo under the protection of an on board PLA platoon from Beijing. This can be done in secret where the vessels would pose as civilian craft and dock along the Congolese coast or if you’d prefer to keep the equipment safe from any foreign intervention, we could arange the vessels to meet up with an escort of your vessels that would provide protection across the Atlantic. All of this would be done under a covert operation of course, of which your government would have full access to. What do you think?

Additionally I wanted to know when your administration would allow for the construction of the base to begin, we have blueprints ready to go along with funding but with the war waging we can postpone construction to a later date or begin now with an added possible risk that heightened surveillance of the area could mean outside powers or the Republic of Congo could take notice. Which would work best?”

We will from there escort the ships to Banana where the goods will be disguised, unloaded, and shipped out to bases across the nation. Given the recent economic collapse of China and a total breakdown of normal social, political, and administrative structures the Chinese would reopen an emergency call with a one time offer for the Congolese. During this time the Chinese government would be in shambles as the true reality of the crisis set in, something that had been ignored for months.

“This is an automatic encrypted message to the Congolese Empire department of foreign affairs. Currently the PRC is expected to cease to exist within the next several days, a fact that has been hidden from much of the outside world through a communications blackout. In order to prevent the acquisition of Chinese arms for a new Government and given that funds cannot be secured to destroy said equipment we are offering the sale of all existing Chinese military vehicles and weapons. The equipment will be sent via hundreds of commercial vessels which have already been loaded by supporters of the communist party and local personnel. The shipment, if you choose to accept it will be sent right away in an informal manner and won’t require additional government support until it reaches your ports.
