Ambassador to Laos, Jiang Zaidong would make an emergency phone call to the Lao Government via a private and secured line. A private fax would be sent to notify the Laotians that time was key regarding the message and a potential arms deals was on the table.

The phone would ring for all of two seconds before it was picked up, the number recognized, and within a second patched through once and then twice, in quick succession. The voice that finally came through was gruff and weak from days without sleep.

"General Champasak, Commander of the Laotian 1st Army speaking."

At the same time, the fax would go through to a machine in a small corner of Vientiane. All of the soldiers In the dark room looked over, horrified. A grenade bounced along the ground to their feet. The fax was never read.

The ambassador would reply to the General.

“General Champasak, this is Ambassador Jiang Zaidong of the People’s Republic of China. I’m sure you already know why I’m calling today so let’s skip the pleasantries and get down to business, yes? For decades China as you know has been a security partner of Laos and has guaranteed the sovereignty of your nation against any and all threats but recently we have been unable to do so and I am deeply sorry for our current lack of intervention in the conflict. Now though the new administration under the guidance of Chairman Hu will change this, we must act to secure a better life for the people of Laos and maintain a nation run by the people for the people. Thus we are offering a significant defense deal to Laos to supply it with Ammunition, Rifles, Surface to air missiles, heavy weaponry, and anything else it needs to reclaim its lost territory from the Thai Government who seeks only concessions rather than peace.

First and foremost before this we need to know immediately the situation regarding the war. We have heard mentions of peace and a ceasefire but then we also heard other conflicting reports of conflict and attacks during peace deals. Obviously there is a lot of propaganda in the conflict and public media cannot be trusted whatsoever so we would like to first get the status to the best of your ability on where Thai troops are, what tactics they are using, their effectiveness, and if conflict still rages. I hope this isn’t all too much for you but this is of course an urgent matter and China under the guidance of the People’s Committee can secure an outcome favorable to Laos rather than to Thailand.”
