Dear Your Excellency,

I have the honour to convey the official decision of the Government of the Republic of Türkiye, as adopted by the National Security Council, regarding a series of decisive measures taken regarding the immediate cessation of the activities of the Thai Diplomatic Mission accredited to the Republic of Türkiye.

In accordance with Article 6 of the Resolution on International Diplomacy, Türkiye hereby formally notifies the Head of Mission of the Socialist Republic of Thailand and the Ministry of Foreign Affairs in Bangkok of its sovereign decision to terminate the diplomatic status and close the Thai Diplomatic Mission in Türkiye, effective 48 hours from the time of receipt of this note.

Pursuant to Article 6(a), the Head of Mission, their family members, all diplomatic staff, and mission personnel are hereby declared Persona Non Grata, and are expected to depart Turkish territory within the prescribed 48-hour period. The Government of Türkiye will, in full compliance with Article 6(b), provide safe passage to the airport or border crossing of their choosing.

In light of the current closure of all international airports and border crossings within the Republic of Türkiye, the Government will permit the Socialist Republic of Thailand to arrange special chartered flights for the sole purpose of repatriating its diplomatic personnel, their families, and relevant mission staff. These flights must be coordinated in advance with the Ministry of Foreign Affairs and relevant Turkish civil aviation and security authorities to ensure safe and orderly departure within the designated timeframe.

Separately, in line with Article 5(1)(a) of the Resolution, Her Excellency the Ambassador of the Socialist Republic of Thailand to Türkiye is hereby declared Persona Non Grata. As per Article 5(1)(i), the Ambassador must vacate Turkish territory within 24 hours, after which time all diplomatic privileges and immunities shall be nullified.

Furthermore, Turkish authorities have identified 1,350 nationals of the Socialist Republicof Thailand residing in Türkiye whose activities have constituted subversion, unlawful interference, and violation of national security statutes. These individuals are deemed threats to public order and constitutional sovereignty. Consequently, they will be forcibly deported in accordance with applicable Turkish laws governing national security and immigration.

In addition to the above, and as a matter of sovereign reciprocity, the Republic of Türkiye hereby announces the indefinite suspension and withdrawal of all bilateral agreements and memoranda of understanding previously signed between the Government of Türkiye and the Socialist Republic of Thailand. These include, but are not limited to, agreements on cooperation, diplomatic exchanges, cultural cooperation, and defense dialogues.

This decision follows and directly corresponds to the unwarranted and politically hostile declaration made by the Ministry of Foreign Affairs of the Socialist Republic of Thailand, which stated, inter alia:

“The Ministry of Foreign Affairs of Thailand will immediately cut all existing economic, diplomatic, and cultural ties with Türkiye, putting maximum sanctions on all individuals and goods...Thailand will provide unconditioned asylum to all politicians, party members, activists, and individuals fleeing political prosecution targeting their civil liberties in Türkiye.”

The Government of Türkiye categorically rejects this baseless and inflammatory statement, which constitutes an unacceptable violation of the principle of non-interference in the internal affairs of sovereign states. The Socialist Republic of Thailand's unilateral move to provide asylum to individuals fleeing legitimate judicial proceedings in Türkiye represents an egregious abuse of international humanitarian protections and will be regarded as an act of political subversion.

Furthermore, the Republic of Türkiye formally demands the immediate deportation and return of its Ambassador to the Socialist Republic of Thailand, whose continued presence in Bangkok serves no diplomatic purpose in light of the severance of bilateral relations. In addition, Türkiye calls for the expedited repatriation of 323 Turkish nationals currently residing in Thailand who have been identified by the National Security Council as being involved in serious criminal activities, subversive operations, and conspiracies targeting the constitutional order of the Turkish Republic. The Government of Thailand is expected to fulfill its obligations under international law and bilateral extradition understandings, and to refrain from offering protection or political asylum to individuals facing legitimate prosecution for high crimes under Turkish jurisdiction.

Let it be stated for the record that the Republic of Türkiye has acted with restraint and legal precision, guided by international diplomatic norms and sovereign prerogatives. The decisions outlined above are not only justified under international law, but are also necessary for the preservation of public order and the defense of Türkiye’s constitutional integrity.

Türkiye remains prepared to reconsider these measures should the Government of the Socialist Republic of Thailand choose to reverse its course and restore the norms of bilateral respect and lawful diplomatic engagement.

The Confederal Government of the Socialist Republic of Thailand unequivocally reiterates its initial condemnation of the Turkish military's illegal takeover of national authority in Türkiye as a direct and blatant assault on democracy. Such an illegitimate act contravenes long-standing international norms of civilian supremacy over the armed forces, resulting in the usurpation of power from a democratically elected government that received over 70% of the popular vote.

We subsequently rejected Türkiye’s assertion that providing asylum to political refugees, party members, and activists is an act of subversion, unlawful interference, and egregious abuse of international humanitarian protections. Right to asylum is a cornerstone of human rights, and international actors have provided support to those fleeing military regimes’ prosecution for decades. Thailand will not deport any Turkish nationals from its territory, as this would be contrary to the 2003 Thai Constitution, and no Community Assemblies have delegated such authority to the Confederal Government. We expect that the Turkish military government will adhere to the Geneva Convention as it expels Thai nationals from its border. They will leave voluntarily, otherwise.

We further emphasize that mutual severance of diplomatic ties is an unavoidable consequence of the Turkish military’s illegitimate anti-democratic actions, which have rendered normal diplomatic relations impossible. The Confederal Government rejects your condition to reconsider stated measures if we reverse our course. This stipulation is an unacceptable demand for Thailand to abandon its core socialist principles and legitimize an authoritarian regime. No democratic nation would agree with such a shameless condition. Any re-engagement can only be considered upon a genuine and popular return to democratic norms in Türkiye with full respect for human rights and due process.​
