The Minister of Defense, under orders of Vietnamese President Ngo, would assemble the War Room, the Vietnamese Military High Command, and would call upon the governments of Canada, Germany, and the United States of America, to join in on an encrypted communications network in order to delegate strategies and resources in the coming deployment to Kosovo. Canada would be invited due to the Special Forces that they currently have on the ground, while Germany would be invited due to it's declaration of an immediate military deployment to Kosovo. While the United States has yet to take an official stance, they would still be invited to the communications network anyways due to their endorsement of Vietnamese activities.

The six highest ranking Vietnamese military officers currently in attendance:

• Colonel General Đặng Quang Dương, Supreme Commander of Vietnamese Coalition Forces
• Lieutenant General Lieu Khanh Phi, Adjutant to Supreme Commander of Vietnamese Coalition Forces, Commander of Airborne Division 5 "Roaring Tigers"
• Lieutenant General Kim Hoài Thanh, Commander of Armored Division 1 "Fighting First"
• Major Chử Thanh Ðạo, Aide to the Supreme Commander of Vietnamese Coalition Forces, Expert on Internal Affairs
• Major-Doctor Diệp Anh Khoa, Aide to the Supreme Commander of Vietnamese Coalition Forces, Expert on Public Health Affairs
• Major Thảo Quang Hà, Aide to the Supreme Commander of the Vietnamese Coalition Forces, Expert on Engineering Affairs

Federal Minister of Defence Mr Dennis Gottschalk would be walking into the so called war at the Federal Ministry of Defence on order of the Chancellor of the Federal Republic. With the recent happenings in Kosovo, the German High Command and Administration deemed it fit to enter the call of the "High Coalition" started by the Vietnamese counterparts. The Video call would be encrypted and secured on the German Side. Within the room would also be the following:

• Vice Chief of Defence Staff, General Peter Baumgaertner (Air Force)
