Ambassador Andreev,
First let me thank you for reaching out to Budimex for your construction concerns regarding Russian military infrastructure in India. I feel incredibly honored that you would reach out to us as a bid for this undertaking. I feel my teams here at Budimex will be sufficient to undertake the entirety of this project and, having spoken with our legal team, we require a few things from your government and the Indian government. We are ready to sign the confidentiality agreement at this point in time in order to provide a better estimate as well as provide better insight as to a timeline of completion. What we would require from the Russian government and the Indian government are as follows:

  • Expeditated Work Visa applications for Polish crew shipping to India to work
  • Appropriate Accommodations near construction sites for the workers(domestic and Polish)
  • Permission to hire Indian workers
  • Provisions to follow Polish labor laws rather than Indian to insure safe and stable work environment
  • Timely payment to insure all workers are properly incentivized to do the work in a timely manner
  • Provisions to allow Budimex to be the chief maintenance entity while appropriate local contacts are trained to take over the maintenance of the facilities or Allow Budimex to establish offices within India to maintain the maintenance contracts
As for notices to the Polish Government, these are what we must notify the Polish Government:

  • Income from Projects for tax purposes
  • Applications for Tax Exemption for Foreign Workers
  • Passport Applications for workers without
  • Foreign Workers and Agents coming to Budimex to go over plans, cost analysis, and other project related accounts
