Dear Chief Alakija and Chief Onwudiwe,

Thank you for reaching out and establishing contact between the Congo and Germany. Your email made two enquiries, that being a military purchase and the other being the establishment of embassies and the exchange of diplomatic staff.

In response to your first enquiry, I'm afraid we've come to the conclusion not to permit the sale of the 72 Wiesel 1 ATM HOT vehicles and 80 Tornado ECR aircraft to your state. We have come to this conclusion due to the lack of diplomatic links and communication between our governments. The sale of equipment not currently advertised by Deutsch Export is only permitted to nations in which Germany has close ties to and/or share similar national and international interests with. Thus, for us to permit this sale in the future, I can only recommend enhancing political and economic ties to Germany or alternatively, you can wait and hope that Deutsch Export update their advertised equipment list in the future.

Regarding your request to establish embassies, in partnership with the Federal Ministry for Foreign Affairs, this is certainly something that can be arranged. We will allow the Congolese Foreign Ministry to establish an embassy in Berlin where they see fit and we also invite you to establish a consulate elsewhere in Germany if you feel that there is a need to. Meanwhile, our Foreign Ministry shall start preparations to establish an embassy in Kinshasa per your invite. Furthermore, if agreeable to you, due to the size of the Congo we would also like to establish a consulate in Mbuji-Mayi.

We have open space for an embassy with a staff of ~40 individuals in our complex outside of the Palace of the People, alongside other foreign embassies in Kinshasa. The consulate in Mbuji-Mayi can be arranged, as there is plenty available real estate. It would have been preferable to have one in Goma instead, but due to the escalation of hostile Hutu militias in the area that is unadvisable. Our Embassy staff of 18, including diplomatic assistants and security guards for the Ambassador, will be departing very soon for Berlin, and we suggest you send your own staff as we prepare the site for your occupation. While your inability to provide us with equipment for war is unfortunate, we will strive to establish strong relations in the future.

Dear Chief Alakija and Chief Onwudiwe,

Due to the subject of discussion, the Ministry of Defence has redirected the conversation to us, the Ministry of Foreign Affairs.

We greatly appreciate your suggested location the establish the embassy in Kinshasa and will make arrangements to send our diplomatic team once we have outfitted the building to our requirements. We may decide to open another consulate in Goma in the future, however we determined that Mbuji-Mayi would be the best location given its geographical location in relation to our embassy in Kinshasa and, as you said, the current situation in the Goma region.

Whilst we understand you may be disappointed to hear our decision not to export additional equipment to yourselves, we are willing to discuss and explore avenues for humanitarian and military cooperation in the way of peacekeeping in the Congo, should this assist your government and peoples as you please.
