Dear Minister Okereke,

Please know that we mean no offense when we blocked the production of these aircraft. The reason behind the Ministry of Defense blocking them is purely due to the lack of proper diplomatic relations between our two nations.

We have noticed you are producing both the MiG-23 and the Su-25, we are willing to allow your nation to continue these productions on two conditions: a one-time payment of 250,000,000.00$ for permanent domestic production rights (bear in mind, these rights can be removed if we believe these aircraft can be used against Russia or her allies) and a meeting between yourself and the Congo's Russian Ambassador within the next few days to begin diplomatic relations.

If you can agree to these two terms then we will allow the Congolese Empire to continue their productions of Russian aircraft.
