I believe it would be in everyone best interest to have a new rule, where if a player receives a message/mail or phonecall, if he/she doesn't want to answer, instead of ignoring said topic, it needs to post something detailing how the person would ignore ICLY this phonecall or message.

I believe it would not only bring a bit more realism but it would also make the other people continue on with his RP.

Personally, I disagree with this. When Players are busy at times of Conflict, and have a number of Topics to respond too... How would we determine whether a Player has genuinely forgot to respond, or deliberately ignoring you?
Something best to avoid, so we aren't upsetting the makeup of our Community!

You can go on their past records. Many players have indiscriminately started conflicts and then quit when they know they will lose and then come back and wash, rinse, repeat do the same. It is as if all is forgotten just so everyone gets one month of war-playing, instead of nation building. Maybe weed out those players, first so we do not continue the cycle of some nation does something really stupid, asks for international support......International support arrives. Thus, stupid role-play is validated, and encouraged it seems, and the cycle continues.

Or, to put it another way. How many RP'ers come back and just start wars, or support wars, then quit? It is petty easy to discern whether the RP'er is just coming in to play war for three months, by just checking their posts. What infrastructure have they put in, etc?
