| Your Excellency, On behalf of the Government and people of the Republic of Türkiye, I extend my warmest congratulations on your election and my sincere admiration for the vision of a capable, prosperous Cyprus that you have articulated to your citizens and to the world. Türkiye has followed developments on the island closely in recent months, and we do so with a sense of genuine reassurance with your election. Your leadership offers, we believe, a meaningful opportunity to reconsider the relationship between our two nations. As Your Excellency is aware, Türkiye remains an original guarantor power for Cyprus under the Treaty of Guarantee of 1960, a role we have never ceased to regard with the seriousness it demands. Cyprus continues to occupy an important place in Turkish foreign policy, not merely as a matter of history and geography, but as a matter of enduring concern for the welfare of all who call the island home. Since the withdrawal of Turkish forces from the north of the island in 1995, our two nations have continued to maintain no direct channel of contact. It is my sincere hope that this long interval may now give way to a new chapter, one defined by normalized relations and constructive engagement, for the benefit of Greek Cypriots, Turkish Cypriots, and all communities of Cyprus alike. To this end, and with Your Excellency's consent, I would like to propose the dispatch of a Special Envoy, Sofia Öztürk, to begin preliminary talks on the normalization of ties between our governments. Should these discussions proceed successfully, it is my intention to nominate Ms. Öztürk as Türkiye's future Ambassador to the Republic of Cyprus. I await Your Excellency's response with hope and respect, and I look forward to the possibility of a renewed and positive relationship between our two peoples.
