Your Excellency, The Republic of Türkiye places great importance on its longstanding friendship and partnership with Japan, a nation whose commitment to peace, innovation, and economic prosperity continues to inspire the international community. Türkiye deeply values Japan’s consistent support for our development and modernization efforts, and we remain committed to further strengthening the comprehensive relations that unite our two nations. In view of our current economic challenges, I have been instructed to reach out to explore new avenues of cooperation that will advance our mutual economic interests. Specifically, the Republic of Türkiye respectfully requests Your Excellency’s consideration of a €10 billion loan facility to help stabilize our financial system, safeguard essential social programs, and restore confidence in our markets. We are confident that Japan’s expertise in sustainable development will ensure that such cooperation yields broad and lasting benefits. To discuss the modalities and structure of this proposed financial arrangement, we would welcome the opportunity to dispatch a high-level Turkish delegation to Tokyo at your earliest convenience. Furthermore, Türkiye extends a cordial invitation to Japan’s enterprises to participate in our forthcoming infrastructure and energy initiatives, encompassing transportation, renewable energy, and digital innovation. We believe that Japanese participation will introduce advanced technologies, promote best practices, and strengthen the foundation for long-term economic growth between our nations. Among the projects of particular interest, valued collectively at more than 10 billion Turkish liras, are the planned construction of an expanded high-speed railway, a MAGLEV rail network in Istanbul, and other train supply contracts. The Republic of Türkiye remains fully committed to working in close partnership with Japan to establish a framework of cooperation that is mutually beneficial, forward-looking, and enduring. Your favorable consideration of this proposal will serve as a powerful testament to the depth of our bilateral ties and to our shared vision for a stable and prosperous region.
