Your Excellency, The Republic of Türkiye deeply values its relationship with Russia and recognizes that Russia was among the first nations to recognize our pro-democracy movement after it successfully took power. We welcome Russia's interest in advancing our economic ties and I have been instructed to reach out to discuss the ways we can enhance our economic ties. In light of our current economic challenges, we respectfully request your consideration of a €10 billion loan to assist in stabilizing our financial system, safeguarding critical social programs, and restoring market confidence. We recognize Russia's unparalleled expertise and its role as a pillar of European energy security and governance. To discuss the terms and structure of this proposed facility, we propose sending a high-level Turkish delegation to Moscow at your earliest convenience. Moreover, Türkiye invites distinguished Russian enterprises to engage in our forthcoming infrastructure projects, spanning transportation, energy, and digital networks. We believe Russian participation will bring advanced technology and best practices, creating shared opportunities and long-term growth. Two projects of interest worth at least 25 billion liras is the construction of a nuclear power plant and the turkstream pipeline. We hope to count Russia as a partner in these endeavors. Türkiye stands ready to collaborate closely to define a mutually beneficial framework. The Government of the Russian Federation extends its warm regards to the Republic of Türkiye and conveys our deep appreciation for your message highlighting the importance of our working partnership. Russia continues to value the Republic of Türkiye as a vital regional partner and commends your government’s efforts to promote stability, growth, and prosperity.

We take note of your proposal regarding financial cooperation and your request for a loan facility. After careful consideration, we regret to inform you that the Russian Federation will not be in a position to offer a $15 billion loan at this time. Nonetheless, in recognition of the strong friendship and cooperation between our nations, Russia is pleased to offer a goodwill grant of $5 billion, to be disbursed in two equal payments, with no repayment obligation. This gesture reflects our commitment to Türkiye’s economic resilience and our shared goal of fostering regional stability and prosperity.

We also welcome Türkiye’s invitation for Russian enterprises to participate in key infrastructure projects, including those in the energy, transport, and digital sectors. Russian companies possess world-class expertise and are eager to explore opportunities, particularly in areas such as nuclear energy development, which stand as symbols of our strategic partnership.

To advance these discussions, we would be delighted to receive a high-level Turkish delegation in Moscow at a mutually convenient date. Our respective teams can then outline the modalities of the grant and identify avenues for expanded trade, investment, and technological cooperation

Türkiye proposes that we jointly work on the further development and expansion of the TurkStream pipeline project. Furthermore, Türkiye expresses its keen interest in deepening technological cooperation in the field of nuclear energy. In particular, we would welcome the transfer of nuclear technology and related expertise to support the ongoing development of the Akkuyu Nuclear Power Plant. This collaboration would signify a major stride in advancing our shared commitment to sustainable energy and technological advancement. In acknowledgment of your gracious invitation, the Republic of Türkiye will dispatch a high-level delegation to Moscow a mutually convenient date. The delegation will engage to explore the expansion of bilateral trade and investment, and outline frameworks for technological exchange and strategic cooperation. Türkiye remains steadfast in its belief that the partnership between our two nations continues to be a pillar of stability, progress, and prosperity in the region.
