Dear whom it may concern,

The Federal Republic of Germany previously had discussed procurement of several defense platforms with the United States including some to be produced with German modifications under license. I hope that our governments may re-open those discussions given the serious investments made into several platforms.

As you are aware previous German Governments have made modifications to the Atas air-to-air system, M270 MRLS under MARS I and II, the RRP-117 under Hughes, the Sikorsky CH-53G, and the MIM-104 Patriot. We hope that we may continue to procure these systems under limited licenses and to continue to make upgrades to them as best necessary for the national defense of Germany. We also hope that we may be invited to work on new American projects to provide our technical services as to be enable the advancement of American aerospace and defense corporations.

Additionally we hope to resume negotiations on procurement of the Northrop Grumman – RQ-4 Global Hawk, Lockheed Martin C-130J, Boeing E-3 Sentry, and CH-47 Chinook which were intended to enter into service with the German Armed Forces. We hope to expand the number of orders than previously request and are looking forward to negotiating to complete the original intended orders.

Germany and the United States have been long-standing partners and it is our hope that this cooperation will be re-extended and expanded. Recent events continue to show light that our partnership with the United States should never be underestimated and instead should serve as a pillar for international affairs.

We hope to find an agreeable resolution to allow us to both benefit from thee aforementioned proposals while also using it as a benchmark for further cooperation.

The United States currently has a policy that we do not allow defense-sales to countries who do not have diplomatic relations with the United States. While I cannot guarantee that the White House and Congress will approve any kind of defense-sales to Germany, the first step in this process would be for our countries to exchange ambassadors and for your government to establish a permanent diplomatic mission in Washington D.C. and for the United States to establish a permanent diplomatic mission in Germany. I hope that we could discuss what Germany sees as its place in the world and the domestic and foreign policy objectives of the current government.​

Dear Secretary Fitzgerald,

Thank you for your response. My Government is fully prepared to re-establish all diplomatic relations with the United States including the reopening of our Embassy in Berlin as well as multiple consulates across the United States.

I hope this is the start of a positive bilateral relationship between our two federal republics. I equally understand that there is no guarantee for approval of defense sales. However, given the urgency of our situation, facing an ongoing effort by the French Imperialist Government to overthrow our democratically elected government we hope that a degree of pace may be applied to our case. Of course granted we meet all requirements for a defense sale.

The Federal Republic following its most recent elections has worked to implement a comprehensive overhaul of the German bureaucracy, implement reforms aimed at making Germany a direct democracy, and preserve the national integrity of the German people.

Our Domestic Goals are aimed at anchoring Germany within a socio-economic point of homogeny and stability to allow us to exercise continued support for an independent and safe Europe. As part of the Chancellor's most recent foreign policy vision Germany hopes to act as a land bridge between East, North, and Central (N.E.C.) Europe in a bid to revitalize the German industrial and economic heartland.

In response to France's brazen and jingoistic attempts to interfere in our domestic affairs we have also worked to solidify our defense forces which have suffered decades of neglect following the end of the Cold War. This neglect includes maintenance challenges due to lack of spare parts, defense projects siphoned off by Britain, and other serious challenges.

We hope that peace in the N.E.C. will ensure peace in Europe and that its economic revival will ensure stability. In light of these projects the Chancellor is actively seeking to restore strong bilateral and multilateral relations with the Netherlands, Poland, and the Nordic countries.

I hope to better understand what the United States sees as its place in the world and the domestic and foreign policy objectives of your government.
