Dear Mr. Adams, The Embassy of the Republic of Türkiye presents its compliments to Your Excellency and has the honor to recall the meeting held between Prime Minister Çiller and Ambassador Hawkins at the Çankaya Residence. During that exchange, the Prime Minister raised the matter of the possible sale of F-16 fighter aircraft and MH-60R helicopters to third parties as a means to generate revenue for the Turkish Government. In line with those discussions, the Government of the Republic of Türkiye wishes to convey its interest in proceeding with the sale of 120 F-16 aircraft. Within this framework, Türkiye is prepared to offer the United States preferential terms, allowing for the re-purchase of 40 to 80 of these aircraft at the agreed preferential price of $35,271,897 per aircraft. The Turkish Government intends to resell the remaining aircraft at a value of $50,000,000 per plane. In addition, we plan to sell the MH-60R at the value of $53,600,000.00 per helicopter. Türkiye emphasizes that it will consult closely with the Government of the United States prior to finalizing any such sale to third parties, in full recognition of the importance of our bilateral defense cooperation and legitimate security concerns expressed by Ambassador Hawkins. The Government of Türkiye is prepared to move forward with this plan and looks forward to the continued engagement of the United States in this matter.
