The South Korean Vice Foreign Minister, Chae Songha would be in her office cleaning her bookshelf. It had gotten quiet stuffy in her room and she figured that the dust on her shelves was contributing to it.She had put a humidifier on in her room...hoping it would've helped, but, it was clear the books and shelf had to be clean. She had stood up on a chair in her office as she took the books down and cleaned her shelf. Midway through the process her phone would ring, startling her. The Vice Minister would almost fall off her chair as a result of this, but luckily regained her balance before getting off and sitting behind her desk where a bunch of books laid scattered. Her secretary would walk in then, looking at her as he smiled and said there was a phone call on the line from Poland...glaring back, the Vice Minister would just mouth...get out. As the secretary closed the door behind him as he left.

Clearing her throat and fixing the front of her hair looking quite messy before picking up the phone.
"Hello, this is Vice Minister Chae."

"Annyeonghaseyo, Vice Minister Chae. My name is Ji-hoon Wojcik and I have been assigned as the Ambassador to the Republic of South Korea. My first order of business is to establish where Poland and South Korea stand in their relationship before discussing future items such as trade deals, embassy's, educational exchange programs, et cetera et cetera." The accent of the young male on the Polish side of the phone was as if the speaker was from Seoul.

"안녕해십니까 워지훈 지훈님", The Vice Minister replied "Hello Ambassador Wojcik, it is pleasure to speak with you. I hope things are going well for you at the Embassy and you are settling in well." The Vice Minister picked up a macaron her secretary had given her while she listened to the Ambassador munching on it slowly to not have a mouthful if the Ambassador finished. "Yes, we are happy to discuss a number of agreements with the Polish Government...um...we've been watching the situation in Baleusyaba (Warsaw) and we are concerned with the restoration of the monarchy and what that means for democracy in Poland. I hope you could advise me and make me more informed and understand what is happening before we discuss other programs in our bilateral relationship."

"Certainly, Vice Minister. The Monarchy was restored with popular vote by the people after the previous administration stepped down due to corruption allegations. After the monarchy was re-established; the Senat and Sejm, with help from the new King and Prime Minister, established a set of guidelines to ensure the King was not able to abuse his power. The Monarchy will also be reevaluated by a vote of public opinion in five years time to ensure the Monarchy is still within popular opinion. We are still using democratically elected legislative bodies to draft and vote on laws. In essence, Poland is now a Constitutional Monarchy with a Parliament to ensure the people of Poland are heard. Do you have any questions about any of this, Vice Minister?"

The Vice Minister took down some notes as the Ambassador spoke, putting down her own annotations outside some direct quotes etc..."Well, that was very comprehensive Ambassador Wojcik. Thank you very much. I believe we can move onto discuss other items if you would like. I am more than happy to break the ice and lay the foundations for an agreement or a number of agreements to be signed. On the Vice Ministers' computer, an email from KDIA would come in asking about a Polish request to buy military-grade equipment...how interesting the Vice Minister thought, taking a note of it as she scanned the email for specifics as the Ambassador responded."

"I'm glad I was able to answer the question to your satisfaction, Vice Chairman. The first proposal we have is one pertaining to the sector of Education. Polish Minister of Education and Physical Fitness would like to engage a Educational Exchange program with several nations and South Korea's name is on that list. The program would start off as a two year trial where South Korean students from primary school to higher education would be allowed to study within Poland at the same cost as Polish Students. Free. During their stay they would be entitled to a spending budget that would allow them to purchase clothes, food, drinks, and have spending money for secondary purchases. This is to ensure they are able to fully experience the Polish lifestyle."

The Polish Ambassador would light a cigarette before continuing.

"The other chief goal of my office is to establish a trade route between Poland and South Korea. We are able to Crude Petroleum, Refined Petroleum, Natural Gas, Coal, and Semi-Finished Iron in this trade agreement."

"The proposal is very interesting. I will forward this proposal to my counterpart at the Ministry of Education, and they should get back to us on the program. However, I can say...contingent on the security situation continuing to stabilize as we have noticed in the past couple of weeks, there should be no issues on our end. We are more than eager to expand our global network of education cooperation. Through education, a lot can be achieved. Additionally, the Korean Government would be willing to reciprocate and offer the same package for Polish students to enjoy the same experiences." The Vice Minister continuing to nibble on the macaron in front of her as the Ambassador spoke. "The Republic of Korea is happy to establish a trade agreement with regards to petroleum. We have been looking for sources of energy to purchase, and I am sure the Vice Minister for Energy would be happy to consider Poland a potential supplier...pulling up the Trade Bureau's items on her desktop, she would see the items on the catalogue..."We are more than happy to provide semiconductors, electronics, and automobiles to Poland in this trade agreement. As well as Raw materials such as Tungsten and Molybdenum for your domestic production of vehicles and equipment."

Ambassador Wojcik took a drag off the cigarette while the Vice Minister spoke before setting it on the ashtray in front of him. Tapping an email to the Minister of Infrastructure and Economy before continuing.

"We could provide enough Crude and Refined Petroleum to cover the importation of semiconductors, Tungsten, and Molybdenum. Or we could offer crude, refined petroleum and Natural Gas as well. This would cover your bases in sources of energy for the Republic." The phone call would go silent for a moment as the rapid movement of keys could be heard.

"Sorry about that Vice Minister, I had an email arrive in my inbox and had to reply to it. It appears that our Minister of National Defense has attempted to make a purchase from a company known as the 'Korea Defense Industry Association'. They chose this exact moment to notify me of this and not prior to the call." The Polish-Korean would give a soft chuckle. "Now, if that seems agreeable to you, I can send the information to my boss, the Minister of Foreign Affairs Minister Borusewicz, to get in contact with you."

If you are okay with it, we would like to draft a trade agreement and send it over for your approval once we calculate on our end the procurement of LNG carriers, trade routes, etc...Is that okay with your government?' Finishing another macaroon as the Minister spoke, she would scroll to the email from KDIA with the breakdown and additional terms. "Yes, normally the KDIA would have emailed you directly over your purchase request, however, as diplomatic relations are not on very close partnership terms, they sent us the document for review. As you may know, the Dokdo-Amphibious Assault Ship is a very modern and advanced ship. Currently, only three navies across the globe operate the ship, the two foreign navies operating the ships are apart of Korea's partnership and development program. As such, we have additional terms for all parties seeking to purchase the Dokdo-class AAS.

Here are the additional terms, added to the KDIA terms on their website for procuring the Dokdo-class AAS. If these terms are acceptable...your breakdown would be a total of $1,485,000,000 for four submarines each valued at export-price of $371,250,000.00, and $331,200,000.00 for the assault ship...making your total...$1,816,200,000.

  1. The Kingdom of Poland agrees not to share or provide technical data and specifications of the vessels it has purchased from the Republic of Korea to any non-signatory party or entity,
  2. In non-combat situations, the Kingdom, where secrecy can not be guaranteed, and combat is not required, will not use the Dokdo Amphibious Assault Ship at optimal capacity allowing foreign entities knowledge on the full capabilities of the technology on these vessel

The Kingdom of Poland, establishing a division within the Department of Foreign Affairs known as 'Embassy Relations'. Embassy Relations will be the chief government body for foreign missions within Poland, not exclusively to the capital city of Poland, and Polish diplomatic missions abroad. By choosing to establish a diplomatic mission within Poland, the Sending Nation will be given limited Extraterritoriality. This would entitle the Sending Nation to be exempt to a majority of city, Voivodship, and Royal laws while the mission is active but will not be considered sovereign territory. This will allow the diplomatic mission to function properly. The Host Nation, Kingdom of Poland, may choose to terminate the mission at any time. Upon doing so the Host Nation, Kingdom of Poland, will allow 72(Seventy-Two) hours for Embassy personnel to destroy sensitive information, equipment, and other materials before leaving the premises. They will be given protection to the closest location capable of transporting Sending Nation personnel from the Host Nation safely.

Sending Nation will be limited to personnel inside of the Diplomatic Mission:

No more than 10 Diplomatic Personnel; Afforded Diplomatic Immunity
No more than 25 Mission Personnel; Not Afforded Diplomatic Immunity
No more than 15 Security Personnel; Not Afforded Diplomatic Immunity

The Sending Nation may also choose to close the Diplomatic Mission within Poland. Upon doing so, notification to the Ministry of Foreign Affairs would be required to establish safe transit from the Diplomatic Mission to the safest exfiltration point.

ROK-KOP TRADE AGREEMENT
between the Republic of Korea, of the one part, and the Kingdom of Poland, of the other part
Contracting Parties to the Treaty on Republic of Korea - Kingdom of Poland Trade Agreement Treaty, THE REPUBLIC OF KOREA, hereinafter referred to as ‘Korea’,
of the one part, and
THE KINGDOM OF POLAND, hereinafter referred to as ‘Poland’,
of the other part,​

RECOGNIZING the geopolitical situations and historical conditions linking Poland and Korea through the traumatic and brutal experiences of colonialism and dictatorship,
DESIRING to move beyond the shared traumatic and brutal experiences to strengthen the mutual bond and develop close economic relationship as part of and in a manner coherent with the overall relations, begin a new climate for the development of trade and investment between the Parties;
CONVINCED that this Agreement will create an expanded and secure market for goods and services and a stable and predictable environment for investment, thus enhancing the competitiveness of the parties firms in global markets;
REAFFIRMING their commitment to the Charter of the Global Assembly signed in 1995 and the Universal Declaration of Human Rights adopted by the predecessor of the Global Assembly, the General Assembly of the United Nations on 10 December 1948;
REAFFIRMING their commitment to sustainable development and convinced of the contribution of international trade towards sustainable development in its economic, social and environmental dimensions, including economic development, poverty reduction, full and productive employment and decent work for all as well as the protection and preservation of the environment and natural resources;
RECOGNIZING the right of the Parties to take measures necessary to achieve legitimate public policy objectives on the basis of the level of protection that they deem appropriate, provided that such measures do not constitute a means of unjustifiable discrimination or a disguised restriction on international trade, as reflected in this Agreement;
RESOLVED to promote transparency as regards all relevant interested parties, including the private sector and civil society organizations;
DESIRING to raise living standards, promote economic growth and stability, create new employment opportunities and improve the general welfare by liberalizing and expanding mutual trade and reducing barriers to financial transactions and investment
  1. The Republic of Korea and The Kingdom of Poland seek to advance and promote an open environment for Asia-Europe trade relations and push forward in a Free Trade Agreement to outline a mutual removal of tariffs on all goods produced in Korea and Germany and opening of five trade routes on a weekly basis. The Parties hereby establish a free trade area on goods, services outlined in this resolution, establishing the associated rules in accordance with this Agreement.
  2. The objectives of this Agreement are:
    1. to liberalize and facilitate trade in goods between the Parties, in conformity with the principles of the General Agreement on Tariffs and Trade signed in 1994
    2. To liberalize trade in services and investment between the Parties, in conformity with article 1 of the Republic of Korea - Kingdom of Poland Trade Agreement (hereinafter referred to as ‘Trade Agreement’) commit to;
    3. To promote competition in their economies, particularly as it relates to economic relations between the Parties;
    4. To further liberalize, on a mutual basis, the government procurement markets of the Parties;
    5. To adequately and effectively protect intellectual property rights;
    6. To contribute, by removing barriers to trade and by developing an environment conducive to increased investment flows, to the harmonious development and expansion of world trade;
    7. To promote foreign direct investment without lowering or reducing environmental, labour or occupational health and safety standards in the application and enforcement of environmental and labour laws of the Parties
3. The Republic of Korea and The Kingdom of Poland shall in such line establish a zero-tariff program on the goods to be exchanged under the Trade Agreement to advance and promote an open environment for Asia-Europe trade relations.
i. The Republic of Korea shall be exempt from tariffs in the Kingdom of Poland for the exporting of Semiconductors, Tungsten, and Molybdenum and shall be extended to all corporations and entities based in the Republic of Korea.
a) The Republic of Korea shall be responsible for operating the trade routes of exporting the agreed goods and services, and shall make every effort to ensure they are maintained and secured.
ii. The Kingdom of Poland shall be exempt from tariffs in the Republic of Korea for exporting Crude and Refined Petroleum and shall be extended to all corporations and entities based in the Kingdom of Poland.
a) The Kingdom of Poland shall be responsible for operating the trade routes of exporting the agreed goods and services, and shall make every effort to ensure they are maintained and secured.

"My boss has signed the document you have sent and I have received confirmation that the Ministry of National Defense has approved of the terms of purchasing the Dokdo Amphibious Assault Ship. Higher Education Agreement
Article I: Purpose

  1. Strengthen Bonds between citizens of -Nation- and Poland through educating the people through an exchange of higher education students
  2. To Increase the Standing of Poland and -Nation- in the international community by allowing students to expand their knowledge in a new environment.
  3. To increase the trust and friendship between the nations of Poland and -Nation-
Article 2: Implementation
  1. -Nation- agrees to select several groups of students from different educational departments and allow them to study abroad in Poland.
  2. Poland agrees to select several groups of students from different educational departments and allow them to study abroad in -Nation-.
  3. Students will receive free tuition and room and board where applicable in either participating parties.
  4. Polish Students will be required to take classes in the -Nation Official Language- and -Nation- will be required to do the same for Polish.
  5. A maximum of 500 students will be permitting for the study for a term limit of 2 years.
Article 3: Duration and Amendments
  1. The -Nation- and the Republic of Poland may choose to amend this agreement in order to increase or decrease the student body or term length as both parties see fit.
  2. The Agreement cannot be amended in an attempt to harm the students of either nation.
  3. The Parties agree to convene and discuss any perceived violations to this agreement before taking any other action.
Article 4: Signatories
  1. Each Party willfully agrees to comply with the terms and conditions of this agreement.
  2. Each Signatory confirms they have the power under the laws of their state to sign and commit to this document.

To Whom it may concern,

I appreciate the efforts by your government to sign an educational agreement with the Republic of Korea. With regards to the treaty, in its current form the Korean Ministry of Education finds specific issues in practically of Article 2, implementation. Specifically point 4 "Polish Students will be required to take classes in the -Nation Official Language- and -Nation- will be required to do the same for Polish." As students of the national curriculum of Korea's education system, Korean students with regards to foreign language take courses in Korean, Chinese, English, and optional languages of French, Spanish, and Japanese. However, at this stage polish is not taught in any formal capacity by educators in the Republic fo Korea. For this reason, it is highly impractical to send Korean students to study in the official language of Poland, Polish. We would prefer that Korean students take courses instructed in English alongside Polish students, and take introductory Polish language courses. Similarly, we would provide a program for Polish students to attend classes instructed in English, while offering a comprehensive experience for Polish students.

Another area of concern is education style, we are hoping to understand polish educational laws and style (e.g. outlawed practices, structure of classes, student schedules etc...) As Korean students usually have long-study hours with classes starting early in the morning at 8:00 and the primary classes completed by 4:30 and supplemental classes provided until 9:00 and self-study between 9:00 and 11:00 offered. As such, we believe a special program would have to be created for Polish students to appropriately allow them an eased integration process without overwhelming them. We do not know the polish structure of education, and such, the information would be useful to assist us in creating this program.


Aside from this, we do not find any issue with the agreement. Please find attached below our revised draft for your proposal. We hope you deem it appropriate.



MEMORANDUM OF UNDERSTANDING
ON EDUCATION AGREEMENT
BETWEEN
THE KINGDOM OF POLAND
AND THE
REPUBLIC OF KOREA​

The Kingdom of Poland Royal Ministry of Education (RMOE), a ministry of His Majesties Government of the Kingdom of Poland Affairs, and the Republic of Korea Ministry of Education (MOE), a ministry of the State Council of the Republic of Korea Government hence therein referred “to as the Participants”;

Recognizing the need to strengthen educational relationships between both parties to solidify cultural and educational relations in long-term bilateral relations;

Recognizing the need to invest in the tools and skillset needed for future leaders of industry, politics, commerce, and innovation through a multi-dimensional educational experience exposing students to the globe and its many cultures and peoples;

Highlighting the value of international education cooperation by nations as a means of strengthening educational institutions, exposing students to foreign cultures, development of life skills, and linguistic skills to develop relationships with a wide network of people

Further highlighting the increase trust, friendship, standing of the Participants in the international community, through expanding cooperation on areas of science, education, and human development;

Concurring in agreeing to closely cooperate on all educational issues, as follows:

1. Working together

The Participants in the MOUEA will look for opportunities to cooperate, including through seeking to optimize and develop the Polish-proposed Educational Agreement through financial, material, and other resources of both institutions, at the capacity deemed appropriate by relevant educational ministers and sub-ordinate authorities on the creation of the Polish-Korean Educational Exchange Program hence refereed to as (PKEEP). Recognizing the initiative as beneficial and of mutual interest to both partcipants, shall ensure the close cooperation and development of PKEEP and its maintenance.

Cooperative activities between the Participants under the Memorandum may consist of exchanges of students, sharing of educational information, exchange of temporary educational staff, exchange of students under PKEEP, cooperation in holding of cultural immersion activities to understand local culture and meetings of students amongst each other; and cooperative activities to increase close relations between students.

Resources to be shared between the Participants under the Memorandum may consist of financial coverage for students, textbooks specifically prepared for students, linguistic support staff, embassy oversight of parental supervision and monitoring, support networks, meals and accommodation, airfare, mental health and physical wellbeing support, cultural immersive activities, etc…

The Parties agree in good faith, to adhere the educational ethics of conduct, respect, authenticity, and integrity in their actions and work.

2. Priority issues

The Participants agree to therein to the following binding terms in an effort to ensure the implementation of the provisions of Clause 1; Working Together of the Memorandum and shall seek to cooperate on areas of mutual interest;
a) the Participants agree to select students of from a diverse educational background to study in the Republic of Korea and Kingdom of Poland under the PKEEP initiative,
i) Students shall be selected and nominated by their local school administrations and submitted to the relevant Educational Ministry in each respective country,
ii) Students may apply individually through the PKEEP website, however, they may not apply if already submitted by an educational institution recognize by the relevant national education authority,
b) the Participants agree to provide 60-100% of the tuition, accommodation (including meals and uniforms) based on the circumstances of the applicants and shall joint-finance the PKEEP fund through national finances,
c) the Participants agree that English will be the language of instruction for students under the PKEEP program, and that the language of instruction shall be of qualified teachers of the TOFEL, English major, or a recognized and reputable English exam certification,
i) Students shall be required to take an introductory level language course in Polish & Korean under PKEEP and shall be pre-registered for either Korean or Polish by the PKEEP-MOE committee in their scheduling.
The Participants agree to limit the program to 500 Polish students and 500 Korean students for a duration of two years at maximum, and shall be based on an annual application period with already admitted students required to reapply to maintain their positions;
a) The program shall be limited to in aggregate of 500 students of each respective Participant, and shall not exceed thus unless otherwise agreed upon by either party. Noting 500 is not a minimum, but the maximum, and neither party is obliged to fill out their quota of students for the program,
b) The program duration shall consist of two years, unless otherwise agreed upon by the PKEEP administrative board on special circumstances of individual students, and shall be based on a yearly application,
c) The PKEEP administrative board maintains the right, through a simple majority, to dismiss, expel, and remove individuals from the program on the basis of misconduct such as racist actions, bullying, verbal and physical abuse to staff, students, and general citizens, juvenile behavior, and other actions unfit of students.

3. Administrative Arrangements

Unless otherwise altered by the parties, the exchange of funds, resource allocation, and costs deemed essential to carry out the activities of the Memorandum shall be borne by each party as agreed and amended.

All cooperative activities conducted under the Memorandum shall be subject to the respective applicable national laws and regulations, wherein exempt by the given authorities in contradictions between the Memorandum and relevant laws.

To the extent feasible and permitted by the respective national laws, the Republic of Korea and Kingdom of Poland agree to waive their right immunity or special status for minors, and shall ensure that all students under the age of nineteen (19) shall be protected by the juvenile law and protected from prosecution as adults regardless of the respective national law.

The Governments and relevant agencies and entities shall facilitate the grant of visas and other clearances necessary for students and temporary parental or guardian support to enter and leave on a multi-entry visa for the duration of their educational requirements was outlined in the memorandum.

The PKEEP administrative group shall consist of 2 Polish educational officials selected by the Polish Government, 2 Korean educational officials selected by the Korean Government, and 1 educational officially agreed upon by both parties to conduct the review, allocation, and other administrative functions of PKEEP

Any dispute related to the interpretation and application of this MoU will be resolved amicably and shall not be used as a political tool by either participant. Resolving their disputes through the PKEEP Administrative Arrangements of Chapter 3, and if unable, through the Ministries of Education of both nations, and shall not take premature of unilateral action that puts at risk the lives, wellbeing, and educational prospects of benefactory students under PKEEP

5. Duration of MoU

The present MoU will come into effect on the date of signature, and is in tended indefinitely, unless terminated by either Participant. Thereafter, it will be automatically renewed for on an annual periods with the same provisions unless objected to by either Participant through a formal notice by the Minister of Education. Any written notice of termination will only take effect after the completion of the academic year after the date of the notice and any activities or programs carried out during the period of the termination shall be under the binding terms of the agreement until ceased.

The Memorandum may be amended at any time by mutual written agreement of the Parties including areas such as program size and term length.

"That is good to hear. I am sure KDIA will deliver all the products in an appropriate manner, we look forward to future business with the Polish government. I will check in with the education ministry with our response, however, I've already sent an email to the ministry, forwarding your proposal. They should have a response sometime soon. We look forward to reviewing your proposed modifications for diplomatic missions, and hope the current ROK Embassy shall be governed under the GA resolutions as the same is extended to the Polish Embassy in Seoul."

Minister Sooin, thank you so much for getting back to us as soon as possible with a revision to the International Agreement of Higher Education. We find this new draft to be fully satisfying on our end, though we do apologize for the lack of clarification on our part with the issue brought up. We fully support the lessons being taught in English on both sides. As for the impartial official to oversee the exchange program, I feel it would be impertinent to not suggest our sister nation of Ukraine for the role. We have had an exchange program with them for some time now and I feel they could offer some insight on the managing this whole thing. We are also welcoming to any suggestions that Korea has in a impartial official.

As for Poland's education style it is as follows:

Primary and Secondary school lasts from 0800 to 1500(8am-3pm) with on average two hours of homework due the next day. Most Primary and Secondary schools offer extra-curricular activities such as acting, sports,and the Polish Scouting and Guiding Association.

Primary School: Ages 6-7; Lasts 8 years broken up into 2 cycles. First cycle lasts 3 years and is integrated with one teacher handling the all, or most, load of teaching the students. Second Cycle is Subject based teaching this lasts 8 years and covers the Polish language, history, civic education, two foreign languages, mathematics, physics and astronomy, chemistry, biology, geography, fine arts/music, technology, information technology, physical education and religion or ethics.

Secondary School: Secondary school begins at the end of full-time compulsory education and prepares students for vocational schools or higher education. General Education last 3 years and leads to the matura(test) that leads to higher education once it is passed. Vocational School lasts 4 years and also leads to the Matura. Basic Vocational School lasts 2 years and grants a certificate of competence in various fields. We also offer special schools for those mentally and/or physically handicapped to prepare them for the Matura.

Higher Education: Higher Education runs on a 2 cycle scheme. 3 year Bachelors Degree and 2 year Master's Degree programs. Some schools offer a masters degree after 4-6 years for certain programs. Doctoral Programs generally see completion in 3 years.

THE KINGDOM OF POLAND
AND THE
REPUBLIC OF KOREA

The Kingdom of Poland Royal Ministry of Education (RMOE), a ministry of His Majesties Government of the Kingdom of Poland Affairs, and the Republic of Korea Ministry of Education (MOE), a ministry of the State Council of the Republic of Korea Government hence therein referred “to as the Participants”;

Recognizing the need to strengthen educational relationships between both parties to solidify cultural and educational relations in long-term bilateral relations;

Recognizing the need to invest in the tools and skillset needed for future leaders of industry, politics, commerce, and innovation through a multi-dimensional educational experience exposing students to the globe and its many cultures and peoples;

Highlighting the value of international education cooperation by nations as a means of strengthening educational institutions, exposing students to foreign cultures, development of life skills, and linguistic skills to develop relationships with a wide network of people

Further highlighting the increase trust, friendship, standing of the Participants in the international community, through expanding cooperation on areas of science, education, and human development;

Concurring in agreeing to closely cooperate on all educational issues, as follows:

1. Working together

The Participants in the MOUEA will look for opportunities to cooperate, including through seeking to optimize and develop the Polish-proposed Educational Agreement through financial, material, and other resources of both institutions, at the capacity deemed appropriate by relevant educational ministers and sub-ordinate authorities on the creation of the Polish-Korean Educational Exchange Program hence refereed to as (PKEEP). Recognizing the initiative as beneficial and of mutual interest to both partcipants, shall ensure the close cooperation and development of PKEEP and its maintenance.

Cooperative activities between the Participants under the Memorandum may consist of exchanges of students, sharing of educational information, exchange of temporary educational staff, exchange of students under PKEEP, cooperation in holding of cultural immersion activities to understand local culture and meetings of students amongst each other; and cooperative activities to increase close relations between students.

Resources to be shared between the Participants under the Memorandum may consist of financial coverage for students, textbooks specifically prepared for students, linguistic support staff, embassy oversight of parental supervision and monitoring, support networks, meals and accommodation, airfare, mental health and physical wellbeing support, cultural immersive activities, etc…

The Parties agree in good faith, to adhere the educational ethics of conduct, respect, authenticity, and integrity in their actions and work.

2. Priority issues

The Participants agree to therein to the following binding terms in an effort to ensure the implementation of the provisions of Clause 1; Working Together of the Memorandum and shall seek to cooperate on areas of mutual interest;
a) the Participants agree to select students of from a diverse educational background to study in the Republic of Korea and Kingdom of Poland under the PKEEP initiative,
i) Students shall be selected and nominated by their local school administrations and submitted to the relevant Educational Ministry in each respective country,
ii) Students may apply individually through the PKEEP website, however, they may not apply if already submitted by an educational institution recognize by the relevant national education authority,
b) the Participants agree to provide 60-100% of the tuition, accommodation (including meals and uniforms) based on the circumstances of the applicants and shall joint-finance the PKEEP fund through national finances,
c) the Participants agree that English will be the language of instruction for students under the PKEEP program, and that the language of instruction shall be of qualified teachers of the TOFEL, English major, or a recognized and reputable English exam certification,
i) Students shall be required to take an introductory level language course in Polish & Korean under PKEEP and shall be pre-registered for either Korean or Polish by the PKEEP-MOE committee in their scheduling.
The Participants agree to limit the program to 500 Polish students and 500 Korean students for a duration of two years at maximum, and shall be based on an annual application period with already admitted students required to reapply to maintain their positions;
a) The program shall be limited to in aggregate of 500 students of each respective Participant, and shall not exceed thus unless otherwise agreed upon by either party. Noting 500 is not a minimum, but the maximum, and neither party is obliged to fill out their quota of students for the program,
b) The program duration shall consist of two years, unless otherwise agreed upon by the PKEEP administrative board on special circumstances of individual students, and shall be based on a yearly application,
c) The PKEEP administrative board maintains the right, through a simple majority, to dismiss, expel, and remove individuals from the program on the basis of misconduct such as racist actions, bullying, verbal and physical abuse to staff, students, and general citizens, juvenile behavior, and other actions unfit of students.

3. Administrative Arrangements

Unless otherwise altered by the parties, the exchange of funds, resource allocation, and costs deemed essential to carry out the activities of the Memorandum shall be borne by each party as agreed and amended.

All cooperative activities conducted under the Memorandum shall be subject to the respective applicable national laws and regulations, wherein exempt by the given authorities in contradictions between the Memorandum and relevant laws.

To the extent feasible and permitted by the respective national laws, the Republic of Korea and Kingdom of Poland agree to waive their right immunity or special status for minors, and shall ensure that all students under the age of nineteen (19) shall be protected by the juvenile law and protected from prosecution as adults regardless of the respective national law.

The Governments and relevant agencies and entities shall facilitate the grant of visas and other clearances necessary for students and temporary parental or guardian support to enter and leave on a multi-entry visa for the duration of their educational requirements was outlined in the memorandum.

"I'm sure Minister Seweryński will talk the ear off of your own Minister of Education if given the opportunity to. He has a habit of excessive talking once he is on a subject he enjoys. And we also look forward to doing business with KDIA and the Republic of Korea in the future as well."

The Ambassador pressed a button that buzzed a secretary in another room. A handwritten note asking for lunch was quickly scrawled on scrap paper before being pass to the secretary.

"Indeed they will. I do hope we will be able to meet face to face next time minister. I plan on relieving the Former ambassador within the week so I will be structuring my itinerary shortly. I do look forward to being back in Korea on a permanent basis. Do you have anymore questions for me, Vice Minister Chae?"

Dear Minister Seweryński, thank you for the email. We appreciate your governments interest in signing educational agreements as well as taking the initiative on this matter. I am equally happy your government found the current draft acceptable and I hope that this agreement will be implemented ahead of the summer vacation. With regards to the impartial fifth member of PKEEP, while we have no objections to Ukraine as the fifth member, at this time the Foreign Ministry is concerned over the current political development in Ukraine. We believe that Ukraine outside of this issue would be a wonderful pick. We believe a fair agreement if you would accept is to invite a Ukrainian member of the Ministry of Education onto the board after the current political issues in Ukraine are resolved. However, in compromise, we would keep the fifth seat empty until this time. We believe regardless Ukraine is a close friend to the Republic of Korea and hope that in the future their wisdom can help us both develop the program where we find ourselves in dispute. The information on the polish education style is both comprehensive and very well received. Thank you for the information and we shall work to adopt a structure suitable for Polish students while still immersing them in Korean culture and education.

"Haha, I am sure they will get alone well. The ministers are like that sometime. The Ministry of National Defense hopes the agreement with KDIA will help develop the Polish Navy and ensure the navy will be able to defend Poland's territorial integrity. Reading an email as the Polish Ambassador responded...something about the Japanese Prime Minister trying to force himself into Seoul...and that she would need to summon the Japanese Ambassador later. "Thank you Ambassador, I look forward dot that meeting. You should've received all the diplomatic visas and itinerary was approved for the arrival of your additional staff. The Polish Embassy is still fully functioning and intact, and as such, we have extended the diplomatic credentials from the Polish Embassy to the Kingdom. I look forward to welcoming you and hope that we can get your letter of credence before the President as soon as possible. That will be all on our end, thank you for the call Ambassador." Her secretary would hander her a note from the Blue House: Summon, 3 pm, convey protest over actions yesterday. MOFA still in Honolulu, meeting taking longer, handle Japan portfolio hereon out.
