The Ministry of Foreign Affairs of the Republic of Türkiye presents its compliments to the Embassy of the French Empire and has the honour to formally summon Their Excellency, the Ambassador of the French Republic, for an urgent meeting concerning the continued failure of the French authorities to provide a substantive response regarding the case of Ms. Amine Macar. The Republic of Türkiye considers the continued absence of a response to be deeply disappointing and increasingly unacceptable. The Turkish Government has previously communicated with the competent French authorities on this matter and has supplied the personal information and documentation expressly requested by the French side. Despite these efforts, Türkiye has received no substantive follow-up sufficient to resolve the matter or clarify France's position. Türkiye wishes to make clear that it has approached this matter with considerable patience and with due regard for the established diplomatic relationship between our two countries. That patience, however, should not be interpreted as indifference or as an indication that the matter may remain indefinitely unresolved. The Government of the Republic of Türkiye is particularly concerned by the apparent lack of urgency demonstrated by the French authorities. Matters involving the legal status of a former senior Turkish official, the revocation of Turkish governmental travel privileges, and a formal request for her return to Turkish territory are matters of considerable importance to the Turkish Government. They therefore warrant a response commensurate with their seriousness. The Ministry must consequently express its strong frustration and profound displeasure at the manner in which this matter has been handled. Türkiye has fulfilled the requests made of it and has maintained an open diplomatic channel in the expectation of reciprocal engagement. Continued silence from the French Government risks undermining the very principles of cooperation, mutual respect, and diplomatic reciprocity upon which our bilateral relationship depends. The Ambassador is therefore requested to convey to the Government of France, in the clearest possible terms, that the Republic of Türkiye expects a prompt and substantive response regarding the status of Ms. Macar and France's position concerning Türkiye's request. The Turkish Government further wishes to place on record that, should France fail to provide a satisfactory response or otherwise demonstrate a genuine willingness to resolve this matter through diplomatic channels, the Republic of Türkiye will consider and, where appropriate, initiate available legal proceedings and other lawful measures to protect its interests and uphold its rights under applicable domestic and international law. This course of action is not Türkiye's preferred outcome. The Republic of Türkiye continues to value its relationship with France and remains prepared to resolve the matter through dialogue. Nevertheless, diplomatic friendship cannot substitute for meaningful engagement, and continued inaction cannot be allowed to leave a matter of this significance indefinitely unresolved. The Ambassador is urged to recognize the seriousness of the present situation and the potential consequences of continued French inaction. Türkiye sincerely hopes that the matter can be resolved without further escalation; however, failure to address the issue promptly risks causing serious and lasting deterioration in Turkish-French relations, including consequences for broader diplomatic and political relations. The Republic of Türkiye therefore calls upon the Government of the French Empire to treat this communication with the utmost seriousness and to provide a formal response without further unnecessary delay. Türkiye remains prepared to engage constructively with France and hopes that the French Government will demonstrate the same commitment to resolving this matter through responsible diplomatic dialogue. The Embassy of the French Republic acknowledges receipt of your communication and extends its sincerest apologies for the unfortunate and unintended delay in addressing the matter of Ms. Amine Macar. We fully recognize the gravity of this issue and deeply regret any distress or uncertainty this may have caused the Government of the Republic of Türkiye.

Upon receiving your follow-up correspondence, we immediately conducted a thorough review of our records. It was through this process that we discovered the previous administration had left our institutions in a state of disarray, with many critical systems and correspondence protocols discontinued or dismantled during the transition. As a result, your Embassy’s earlier communications, which was still using the previous systems put in place by the previous regime, regarding Ms. Macar failed to reach their intended destination and were only uncovered upon receipt of your most recent message.

We wish to assure you that the French Republic is actively rectifying these deficiencies. The details you provided have now been retrieved and are under urgent review by our newly established authorities. We are treating this matter with the highest priority and will provide a formal, substantive response at the earliest opportunity.

France remains firmly committed to the principles of diplomatic cooperation, mutual respect, and the rule of law. We understand the importance of this case to Türkiye and are eager to resolve it through open and constructive dialogue. To this end, we propose convening a high-level meeting at your earliest convenience to discuss the status of Ms. Macar and to explore a resolution that addresses the concerns of both our nations.

Once again, we offer our deepest apologies for the oversight caused by the transition and appreciate your understanding as we work to rebuild and improve our systems. Please be assured that this matter is now receiving the utmost attention from our government.
