Greetings, we are happy to hear of the return of stabilization to Egypt and look forward to closely cooperating with your government. We are eager and happy to accommodate an increase in bilateral relations and understanding. The iron curtain has fallen, communism cannot be what it was, and as such, the Ukraine will practice an open foreign policy, engaging with the international community with willingness and honesty.

Further we are looking to constantly expand our trade network and supply of foreign consumer goods. We are delighted to receive such a positive reply. The Arab Republic of Egypt would be more than willing to discuss a cultural exchange and cooperation agreement, due to its high educational value and potential, and even perhaps discussing some bilateral meassures to increase reciprocal tourism.

As for the FTA, that would also be a viable option in the opinion of my Administration. The Arab Republic would seek to export petroleum, fruits, copper, gold and fertilizers to Ukraine. In return of course ww would like to open our merket for ukrainian goods.

I am pleased to hear of your willingness to negotiate a cultural exchange. We would suggest the free travel of all students between our two countries with a must issue visa system. This will allow an ease of movement that is unprecedented in our time and greatly increase the educational opportunities for both of our peoples. Further we would suggest that tourists and businessmen be allowed free travel with only a passport for a period of 18 days. This will allow for easy recreational travel, as well as promote business investment in each of our nations.

With regards to trade Ukraine currently produces:

1. Iron, Steel
2. Cereals
3. Animal/Vegetable oil, fats, wax
4. Machinery including computers
5. Wood

We would be most interested in importing petroleum, fruits, copper, gold, and fertilizers from Egypt, all would provide for industries to grow in Ukraine.

Would this exchange program be destined to university-level students, or are we talking of including other levels? As for the free on-arrival visa for tourists and business travelers for a period of 18 days, it sounds in order for us.

Regarding trade, after reading your answer, I think we can agree of signing a commercial exchange including all 5 of Ukraine's and Egypt's exports in this trade. If this is in order with your administration, we can set up the paperwork for fortnightly routes from Alexandria to the port of your choice in Ukraine.

Our government was mainly proposing for University students yes, however a high school exchange program could also be negotiated, making it much easier for high school students to go on exchange programs for a semester or a year in either country. It is true that exchange programs are great opportunities to expand ones' horizons, and we would be happy to negotiate such an agreement as part of the general cultural exchange treaty.

We would find this agreement to be most satisfying, and would prefer the delivery of Egyptian goods to the Port of Odesa, Ukraine. We believe this trade agreement will found the basis of a strong bilateral relationship.

Memorandum of Understanding on
educational and cultural affairs
between the
Arab Republic of Egypt
and the
Soviet Socialist Republic of Ukraine

The Arab Republic of Egypt and the Soviet Socialist Republic of Ukraine, hereinafter known as the "Parties";

Highlighting the importance of promoting cultural and social diversity;

Considering the relevance of education in the quality of life of every individual;

Bearing in mind the intention of both Governments to move forward in terms of cultural integration;

Agree that:

1. The University of Cairo, in Cairo, Egypt, and the Taras Shevchenko University, in Kiev, Ukraine, will engage in a bilateral exchange program, facilitating the access for students to study 1 or 2 semesters abroad. The list of careers and classes will be decided bilaterally by the Universities.

2. Task the Ministry of Education and Science of Egypt and the Ministry of Education of Ukraine, to constitute a joint council to study potential ares for further cooperation.

3. Create a new tourism and business visa regulation, extending their periods of validity up to 18 days, for egyptian citizens in Ukraine, and ukranian citizens in Egypt.

We are happy to sign this document and hope it is the beginning of a strong bilateral relationship between our two nations. I further have another proposition for your government. As part of our ambitious rearmament program in Ukraine, our own domestic factories are nearing their serial production limits. As such we are hoping to find foreign nations to produce our domestic goods for our own armed forces.

We would like to contract Egypt to construct 5,000 KraZ 6322, in batches of 1,000. In exchange we will pay a 10% fee to Egypt over the cost per vehicle as well as offer the Domestic License for the KraZ 6322 to Egypt. If this is in agreement we will transfer the License as well as the 38,000,000.00 fee to cover the 10% upcharge.

A Signed copy of the Memorandum of Understanding on educational and cultural affairs between the Arab Republic of Egypt and the Soviet Socialist Republic of Ukraine would be faxed back to the Egyptian Foreign Ministry

We are happy that we have agreed to both of these issues, and we are hopeful they will lead to greater relations in the future. We also have one further proposal. We have recently agreed to a trade agreement with Ethiopia, which will greatly see the stress on their food supply diminished. However, Ethiopia has no ports, we would propose we ship the material to you, at which point it is transported to a commercial airport near the border, and our commercial pilots can pick it up and transport it to Ethiopia.

We realize this is not an ideal way to have trade conducted, however necessity dictates action in this case.

We can certainly understand this position. We will reach out the Ethiopian government and attempt to push them to reach out to their regional partners. I can tell you that our state department has ascertained that they are opponents of the Apartheid Regime in South Africa, although this issue is likely not of large concern to your government giving the distance between Egypt and South Africa. My government would also like to propose a small naval exercise with your navy, our navy is small and only currently rebuilding, but establishing a history of joint exercises from their very foundations would be a great benefit to them.

Please let me know if such an exercise could be arranged.
