Your Excellency,
At the request of the Empress of Japan I am reaching out to your office to propose a meeting to discuss the establishment of formal relations. Korea and Japan have a lengthy history, for most of which and especially during the past 120 years our nation has oppressed the Korean peoples. While this has taken much longer than it should have, at the instructions of my Empress this government is seeking to atone for our crimes to the Korean people and properly apologize in a way that shows the Korean people our sincerity.
In addition to this, we also believe that in this ever-changing world of governments disappearing and turning up again at seemingly random it is important for stable and prosperous nations of this world to cooperate. Due to this the Empress would like, with the permission of the Korean government, perform a state visit to the Korean Empire and meet with your Emperor. Additionally, she has also expressed a desire to see the land of her grandmother who was herself taken from Korea to Japan as a teenage girl during the war. Should you agree to this meeting, we propose the following agenda. Of course you may add, modify and delete anything not to your liking.
- Methods and policies that to the Chinese people would signify Japan's honest intent to atone for the past
- Resolving of the 'Abductions Issue'
- Normalization of relations
- Establishing cultural exchanges and educational exchanges
- Establishing economic relations
- Establishing military cooperation
