Your Excellency,
At the request of the Empress of Japan I am reaching out to your office to propose a meeting to discuss the establishment of formal relations. China and Japan have a shared history longer than almost any other nation in the world has existed. While often marked by warfare, especially in the past century, there were also often times of significant cultural and linguistic exchanges. We now find ourselves in an increasingly changing world, perhaps the changes in our respective government forms are a perfect example of that.
As you may have read in the press, the Empress would like to apologize to the victims of Japan's crimes and establish friendly relations based on mutual friendship and complete equality. For that reason, provided it is acceptable to your government, the Empress would like to make a formal state visit to the Republic of China and meet with President Ming. I would also like to propose the following agenda for such a meeting, though you may of course add, modify or remove items.
- Methods and policies that to the Chinese people would signify Japan's honest intent to atone for the past
- Normalization of relations
- Establishing cultural exchanges and educational exchanges
- Establishing economic relations
- Establishing military cooperation
