In pursuit of continued modernization and territorial defense, the Empire of Myanmar is formally requesting the purchase of twenty-four (24) NUR-31 radar systems. We believe these systems will play a critical role in our air surveillance and response capabilities, particularly in maritime and contested zones. We are prepared to conduct this procurement via direct state-to-state negotiation or through a domestic production license in compliance with Polish regulatory standards.

Furthermore, the Empire would like to initiate a strategic industrial partnership with the Republic of Poland concerning the joint development and production of UAVs. While Myanmar has established the foundational infrastructure to manufacture unmanned aerial vehicles domestically, we currently lack the technical expertise and essential high-precision tooling required to bring this capability to full operational scale.

To that end, the Empire requests the deployment of Polish specialists and engineers to Myanmar, under a two-year contract, to assist with tooling, fabrication, integration, and quality assurance processes. We are prepared to compensate the Polish side at a rate of USD 1,000,000.00 per UAV successfully completed. Projections indicate an output of 148 UAVs over the next two years, yielding an estimated total of USD 148,000,000.00 in earnings for the Polish technical delegation and associated industries.

Myanmar assures full logistical, legal, and security support for all Polish personnel engaged in this cooperation, and we are prepared to sign binding agreements covering intellectual property protection, export controls, and end-use assurances.

Minister Hla Min, Thank you for reaching out to me in regards to the purchase of the NUR-31 radar system to modernize the Myanmar defense forces. While we agree that the NUR-31 will provide an adequate addition to your aerial surveillance and response capabilities, we would be remiss to not inform you that the NUR-31 is a 2D radar system designed to get the distance and azimuth of the target and is designed to work in conjunction with the NUR-41 to determine the altitude of objects. In comparison if you would like a non-mobile air surveillance radar we can also provide access to the RAT-31DL L-band solid-state active phased array 3D radar. But we are also capable of providing licensure for the NUR-31 and the NUR-41 radar systems. In regards to the joint production and development of UAVs with the Kingdom of Poland, we are agreeable with this idea. We are agreeable with sending Polish technicians and engineers to Myanmar to assist your defense industry and in the production of new UAVs. We would also like to have access to produce these UAVs for Poland's use. We are willing to sign agreements that limits the ability to sell these UAVs strictly to the Myanmar government as well to insure the proper entities retain intellectual rights over the products. I hope you find this to be agreeable. If these terms are not agreeable, we are willing to sit down and discuss this in more detail between the respective properties. Technicians and engineers will be retained and sent from the WB Electronics group who specialize in developing UAVs for the Polish Armed Forces.

We thank you sincerely for your candid and comprehensive response regarding the NUR-31 system and its capabilities. The Empire of Myanmar appreciates the Kingdom of Poland's transparency and technical guidance,

After review and consultation, the Ministry of Defence has elected to pursue the purchase of five (5) RAT-31DL L-band solid-state active phased array 3D radar systems. We believe that the enhanced detection capabilities and altitude-tracking provided by this system better align with Myanmar’s current strategic requirements.

Furthermore, we are pleased to hear of Poland's willingness to proceed with joint UAV production and technician support through WB Electronics. In accordance with Her Imperial Majesty the Empress Me Minkhaung and His Majesty the King of Poland, both sovereigns have agreed to discussing the Myanma military's purchase of Polish equipment and thus agreed that it would be administratively prudent and diplomatically efficient to convene a formal meeting in Naypyidaw to coordinate the UAV manufacturing project and finalize procurement agreements for additional Polish military systems.

We believe such a meeting will alleviate redundancy, ensure clarity, and allow both parties to comprehensively address matters of licensure, intellectual property, and long-term cooperation. The Empire of Myanmar is prepared to receive a Polish delegation at your earliest convenience and will extend all necessary diplomatic and logistical support to your representatives.

Minister Hla Min, We are pleased with your purchase of the Rat-31DL Radar system and have formulated a price of $169,695,750 for all five units which will begin construction as soon as funds are wired and suitable locations have been decided on by your government. Construction will be handled by PIT Radwar which is the premier company within Poland that handles radar construction. In regards to the wishes of her Imperial Majesty the Queen of Myanmar and Princess of Hsipaw and his Majesty the King of Poland with the proposed contract for several pieces of equipment, I shall attach the specifications to this message for your Ministry to look over and decide if they are a match for your military. As for a Polish delegation coming to Myanmar, we have assembled a group of qualified technicians from PIT Radwar, WB Electronics, members of the Ministry of National Defense, Ministry of Foreign Affairs, and Ministry of Infrastructure and Economy to attend these meetings. We would also inquire as to the level of security before hand to determine the size for the security detail to be accompanying the delegation. If you wish and find it to be prudent we can have an advance team come to assist with the preparations of the arrival but we do not wish to step on the toes of your own security forces and local police. We are all eagerly looking forward to meeting with you to further develop the relationship between our two great nations.
