Your Excellency,

On behalf of the Imperial Government of Myanmar, I extend respectful greetings and appreciation for the continued engagement between our two nations. As regional dynamics continue to evolve, it is imperative that we reaffirm our mutual commitment to peace, stability, and the protection of sovereignty in the Indo-Pacific region.

We write to bring to your attention a growing concern regarding the increasingly aggressive posture of the Socialist Republic of Thailand. Over the past several years, Thailand has undertaken a series of actions that have raised serious alarms across Southeast Asia and beyond. These include, but are not limited to:
  • Direct military confrontations with and invasions of Laos and Cambodia;
  • Interference in the Spanish-American dispute over Puerto Rico;
  • Unauthorized deployment of warships and armed sailors into Canadian territorial waters and ports;
  • The dispatch of armed personnel and armored vehicles—including anti-tank weaponry—to New Caledonia, under the pretext of humanitarian assistance;
  • Naval operations through Australian waters;
  • Active involvement in the Franco-Canadian conflict;
  • Political intervention in the internal affairs of the Republic of Turkey; and
  • Most notably, the unprovoked invasion of Myanmar by Thai forces one year ago.

The recent consolidation of power by Thailand’s communist government has only heightened regional anxieties. Based on past and current behavior, it is our informed belief that with the removal of Myanmar’s military government will invite renewed efforts by Bangkok to subvert and influence our sovereign institutions and likely attempt once more to instigate insurgencies within our borders.

In light of these pressing concerns, and in the spirit of safeguarding peace and our territorial integrity, the Empire of Myanmar formally requests the purchase of the following defense systems from the United States:
  • x6,520 units of the Switchblade 600 Loitering Munition;
  • x4 Landing Craft Air Cushion (LCAC) vessels; and
  • x16 Sikorsky HH-60G Pave Hawk Search and Rescue helicopters.

Additionally, to ensure operational readiness and self-defense capability, we seek United States assistance in maintaining the following assets already acquired:
  • x15 Spruance-class Destroyers;
  • x15 Sikorsky SH-60B Seahawk helicopters;
  • x240 Lockheed Martin F-16C/D Block 52+ multirole fighters; and
  • x2 Lockheed Martin AC-130H Spectre gunships.

To help defray the cost of this cooperation and to enhance bilateral defense integration, the Empire of Myanmar is prepared to offer the United States strategic access to a naval and air force base within our territory. We hope that by offering you bases to operate militarily from Myanmar, that the equipment we desire to purchase will be heavily discounted.

We trust that this proposal will be received in the spirit of partnership and shared strategic interest. We look forward to working closely with your esteemed department toward a stable and secure Indo-Pacific.

Your Majesty,

The Department of Defense has forwarded your message to me. The Secretary of Defense and I have spoken directly with President Sinclair about your message and your requests. I have to admit that your requests and your offers have been carefully considered by the White House, the Pentagon, and the State Department and that there has been a great amount of disagreement over what direction should be taken, but after some time, we have come to a consensus. Thailand has repeatedly coordinated their armed forces and soft power assets to destabilize southeast Asia and, occasionally, locations in Europe. This has been, and continues to be, unacceptable to the United States government. We have attempted to work with their government several times, with limited to no progress made. I hope that this changes in the future, but for now they have showed no signs of changing. In the meantime, we are potentially open to assisting Myanmar in defending itself from Thai aggression.

Firstly, it should be the top priority of both of our governments (as far as relations between the United States and Myanmar go) to establish embassies in our respective capitals and exchange ambassadors. The United States has a policy of having armed Marines at all foreign embassies to ensure safety and security - I imagine that this will not be an issue.

Secondly, the United States will grant your request to maintain the following items, provided that their liveries are unequivocally distinct from American liveries:
x15 Spruance-class Destroyers;
x15 Sikorsky SH-60B Seahawk helicopters;
x240 Lockheed Martin F-16C/D Block 52+ multirole fighters; and
x2 Lockheed Martin AC-130H Spectre gunships.

Thirdly, the United States will issue a Limited Production License to Myanmar for these two sets of products, provided that their liveries are distinct so that they cannot be confused with the United States:
x4 Landing Craft Air Cushion (LCAC) vessels; and
x16 Sikorsky HH-60G Pave Hawk Search and Rescue helicopters.

In return, we would be interested in utilizing Taungoo Air Force Base, located next to Kaytumati. Also, the Navy has confirmed to us that there are no Myanmar naval facilities that would currently meet the needs of American naval assets. However, we would be interested in building a naval base on Great Coco Island. The United States would front the entire cost of building this base, provided that American and Myanmar military forces are the exclusive users of it.

I am sure that you noticed that the Switchblade 600 Loitering Munition has been left off of this list. United States Federal Law bans the export of military-grade drones. The Switchblade, however, is technically classified as a missile. Still, however, the United States typically does not export missiles on a large scale to foreign countries. With that being said, we would be willing to export 300, provided that they are only used defensively. We could negotiate the export of more in the future, but that would provide good reason and further negotiations.

The final, discounted cost of all of these items would be a $150-million one-time cost.

Your Excellency,

Thank you for your prompt and thorough response to our request, and we appreciate the clear consensus reached between the White House, the Department of Defense, and the Department of State regarding our requests and the issue regarding Thailand.

We are in full agreement regarding the establishment of embassies and the exchange of ambassadors. The United States’ policy of stationing armed Marines at its embassies poses no issue. We are more than happy with your nation re-opening its embassy in Yangon. However, this is no longer our capital, so it may be prudent to move the capital to Naypyidaw. On our end, we would like to re-open our embassy in Washington D.C., alongside our consulates in New York City and Los Angeles. Our Ambassador would be Aung Lynn, we will send you her credentials.

Regarding Taungoo Air Force Base: the facility is currently home to four Myanma squadrons. That said, we are prepared to commit $200 million USD toward the base’s expansion and modernization, with the goal of accommodating both Myanma and American forces. To plan accordingly, we would request details on the number of personnel and the types of aircraft the United States intends to station there.

As for Great Coco Island, we accept the proposal in principle. I must, however, insist that no residents of Cocokyun village be forcibly relocated. Provided this condition is respected, Myanmar welcomes the presence of a joint-use naval facility. If the specifications of the base does require their relocation, an alternative could be the expansion of Gwa-ywa port and the ports south of it.

On the matter of the Switchblade 600 Loitering Munition: while we appreciate the offer of 300 units, this number is unfortunately well below the minimum required by the Tatmadaw to effectively deter a numerically superior adversary such as Thailand. We will therefore withdraw our request and seek a provider capable of supplying the needed volume.

Lastly, Myanmar is interested in acquiring 396 Sikorsky CH-53E Super Stallion helicopters. We would appreciate information on their availability and an estimate of the total cost, including maintenance and parts support.
