  • Available options for operator training and technical maintenance.

Additionally, the Ministry is actively reviewing options for the acquisition of five (5) long-range air defence systems to enhance national airspace security. Should Türkiye possess any such systems either in active production or available for export, we kindly request the following:
  • Technical specifications and capabilities.
  • Full quotation including system unit price, support equipment, training packages, and logistics.
  • Export conditions, licensing requirements, and expected timeline for delivery.

We extend our sincere thanks for your communication dated August 31, and for the interest your esteemed government has shown in strengthening defence cooperation with the Republic of Türkiye.

1. Bayraktar B Mini UAV Procurement​


The Republic of Türkiye is prepared to proceed with the sale of twenty-five (25) Bayraktar B Mini Unmanned Aerial Vehicle (UAV) systems to the Empire of Myanmar under the following terms:

  • Unit Cost: USD 375,000.00
  • Total Cost for 25 Units: USD 9,375,000.00
  • Additional Package:
    • Comprehensive operator and technician training
    • Five-year warranty and after-sales support
    • On-site maintenance and repair support infrastructure, including the establishment of a regional maintenance office in Myanmar
    • Total Support and Services Cost: USD 5,000,000.00
Total Contract Value: USD 14,375,000.00

Delivery timelines, export licensing, and technical coordination meetings will be arranged upon the signing of a Letter of Intent.

Long-Range Air Defence System: S-400 Offer​

In response to your inquiry regarding strategic air defence capabilities, the Republic of Türkiye is willing to offer the S-400 Long-Range Surface-to-Air Missile System, inclusive of all necessary subcomponents and command infrastructure, however given this is a Russian system the Turkish Government is unable to provide complete lifecycle support and may only provide limited maintenance capabilities.

Standard Turkish Battalion Configuration Includes:

  • 5 × 55K6E Self-Propelled Command Post Vehicles
  • 5 × 1T12M2 Site Survey Vehicles
  • 5 × 92N6E "Grave Stone" Engagement Radars
  • 5 × 91N6E "Big Bird" Acquisition Radars (on mast platforms)
  • 5 × 96L6E Acquisition Radars
  • 20 × S-400 Launchers
  • 5 × 40V6MR Antenna Masts
  • 22T6-2/22T6E2 Transloader Vehicles
  • 5 × 5I57 200 kW Generators
  • 10 × Main Grid Power Converters

A full quotation will be provided upon receipt of a formal Letter of Request and Technical Requirements Document (TRD). However, the expected per unit price is expected to be 77,500,000.00 for a total of 387,500,000.00.

All defence exports from the Republic of Türkiye are subject to the policies and regulations of the Turkish Defence Export Committee (TDEC) under the Ministry of National Defence. The following terms shall govern all transactions:

  1. The Turkish Government does not sell or transfer domestic production rights of Turkish or foreign-origin defence systems.
  2. The TDEC is not liable for the use of equipment sold. All customers indemnify Türkiye against legal, political, or insurance claims. Equipment is sold strictly for defensive, humanitarian, and internationally lawful purposes.
  3. No resale, re-export, trade, or donation of equipment to third parties is permitted without written consent from the TDEC.
  4. No upgrades, reverse engineering, or derivative design efforts may be undertaken without the explicit approval of the TDEC.
  5. The TDEC reserves the right to deny, suspend, or cancel export permissions without stated reason.
  6. Prices are subject to change and may be adjusted due to tax regulations, inflationary trends, or supply chain factors.
  7. If any breach of these conditions occurs, the TDEC retains the right to cancel delivery, retain payment, or revoke maintenance licenses.
  8. The act of transferring funds constitutes acceptance of these terms and conditions.
  9. Any disputes arising from this agreement shall be governed by the laws of the Republic of Türkiye.
    • Dispute resolution shall occur in Ankara, under Turkish Commercial Law.
    • Arbitration proceedings shall be held in English, conducted under the Turkish Institution of Arbitration.
    • The prevailing party is entitled to recover legal and arbitration fees.

I extend my greetings and appreciation for your continued commitment to strengthening the defence cooperation between the Republic of Türkiye and the Empire of Myanmar.

Following a thorough review of our current production schedules and strategic export commitments, I regret to inform you that Türkiye is unable, at this time, to fulfill the direct export order for twenty-five (25) Bayraktar B Mini UAV systems as previously discussed. However, in the spirit of our mutual partnership, I am authorised to propose an alternative arrangement:

  • Bayraktar B Mini UAV: Türkiye is prepared to extend to Myanmar a limited domestic production licence, free of charge, for the manufacture of the aforementioned 25 units. Technical support, documentation, and limited transfer of production technology would be provided by Baykar Makina under a separate technical cooperation agreement.

  • TAI Gözcü UAV: Rather than direct delivery, Türkiye proposes granting Myanmar a paid production licence for the Gözcü platform at a licence fee of USD 25,800,000. This licence would authorise Myanmar to produce up to 200 units of the Gözcü UAV domestically.

Both sales would be subject to the same TDEC conditions. This structure would grant Myanmar long-term independence in sustaining and scaling UAV production for its operational requirements.

Separately, I would also like to draw your attention to the previous request for an anti-air defense system. Türkiye is interested in selling five of its S-400s. As interest from other potential buyers remains strong, we encourage the Ministry of Defence of Myanmar to signal its position on this acquisition at the earliest possible date to secure favourable delivery timelines and associated training packages.

I remain confident that these proposals can form the basis for an expanded and enduring defense partnership between our nations. I look forward to your considered response so that our respective technical teams may proceed with the necessary contractual and logistical arrangements.
