Your Excellency,

I understand that the Empire of Myanmar is not a member of the Global Assembly, however, the Socialist Republic of Thailand is. With that said, the Empire of Myanmar submits this formal request to the Global Assembly and its affiliated judicial organ, the International Court of Justice (ICJ), to initiate an impartial and transparent investigation into the events leading to the unlawful infiltration of armed Thai military personnel into Myanmar just over two years ago.

As is known, ninety-five (95) Thai soldiers were captured within our sovereign borders during a covert operation that, by their own testimony, was directly ordered and sanctioned by the government of Thailand under Prime Minister Thaksin Shinawatra—the same individual who currently holds office and continues to represent the Thai nation before this esteemed body.

These individuals were not rogue actors, nor were they operating in defiance of their government’s directives. Quite the opposite. Interrogations and verified communications revealed that their mission was to provide support and intelligence to insurgent groups with the objective of destabilizing the former Myanmar regime and undermining our national sovereignty through clandestine paramilitary engagement. To what end? We are unsure. But I believe we can both agree that this action is a horrible violation of the rights a nation and its people hold in international law.

No doubt, when this issue is brought to the floor, the Thai government will adopt familiar language: that this occurred under “a different government,” or that these actions were committed by “unauthorized agents.” However, the facts are clear:
  • Prime Minister Thaksin Shinawatra was in power at the time of the operation, and he remains in power now.
  • Captured personnel have confirmed, without coercion, that their orders were to assist resistance factions in toppling the then-military government.
  • This operation constituted an armed violation of national sovereignty, regardless of regime type or political disposition.

Myanmar is aware of the complex history between our nations. But we assert that sovereignty must not be subject to the shifting justifications of regional actors. If member states of the Global Assembly are allowed to dismiss transgressions as the mistakes of "former administrations," then the very principles of accountability and international law are eroded beyond recognition.

Therefore, the Empire of Myanmar formally invites a delegation from the International Court of Justice to travel to our territory, conduct a full and independent fact-finding mission, and determine whether Myanmar has standing to initiate proceedings against the Socialist Republic of Thailand for violations of:
  • International sovereignty.
  • Instigating insurgencies within our nation.
  • Sending armed soldiers through our borders.

We believe such an inquiry is in the interest of global stability, legal precedent, and the enduring credibility of the Global Assembly as a platform of fairness and justice.

Myanmar will extend full access and cooperation to ICJ officials. We are prepared to furnish documented evidence, interrogation transcripts, communication logs, and detained personnel for questioning by international legal experts.

We await the Global Assembly’s response and trust that it will uphold the very values it was established to protect.
