Your Excellency,

It has come to my attention—belatedly, some might say—that the matter of the ninety-five Thai military personnel still held within our high-security detention facilities remains unresolved, despite the passage of considerable time and numerous missed opportunities for your government to engage in a meaningful dialogue.

While the prior administration in Myanmar may have had its flaws—some of which we are still working to correct—it must be noted that the incursion of armed Thai soldiers across our sovereign borders, under a covert operation no less, was an egregious violation not only of international law, but of the basic courtesy expected between neighbors. That this happened under the oversight of your administration, of course, means that the consequences are entirely upon that administration's shoulders.

Nonetheless, the Empire of Myanmar, under my reign, is committed to internal and regional stability, alongside diplomatic order.

In that spirit, I am extending a formal summons for your presence at the Imperial Court in Naypyidaw to discuss:
  • The ongoing detention and potential disposition of the aforementioned military personnel;
  • The broader implications of unauthorized military actions conducted under the pretext of "humanitarian concern";
  • And the future terms of engagement between our two nations, so that further “misunderstandings” of this nature might be avoided.

This meeting is scheduled for the 31st of August 2006 at 10:00 AM. A secured diplomatic convoy will be made available for your convenience, as I am sure your staff will appreciate the predictability it offers under current conditions.

While some in your capital may consider the fate of these individuals a low priority, I trust that a representative of your rank understands the symbolic and material consequences of leaving such matters unaddressed. Silence, after all, is not always neutrality—it can sometimes resemble avoidance.

He wore dark formal attire decorated with a golden pin of hammer and sickle, signifying his commitment to Socialist Participatory Democracy and eventual communism. His right hand carried a sleek Thai tablet. Kongkiat entered the secured diplomatic convoy offered by the Myanmar administration. He sincerely thanked the staff for facilitating his trip to the Imperial Court. Upon his arrival, he adjusted his attire once more before entering the scene and following instructions.

Upon leaving the embassy grounds, the ambassador was driven by convoy to Kandawgyi Lake, reaching the gates of the Karaweik Palace, which had been reserved for this meeting specifically, no more than a ten minute drive.

Upon his arrival, Ambassador Kongkiat was received by uniformed members of the Tatmadaw and escorted into the palace, which was floating on the lake thanks to two large ships.

Awaiting him at a table was Her Majesty, Queen Me Minkhaung, Minister of Foreign Affairs Aung San Suu Kyi, and Minister of Justice Aye Maung. The Queen, dressed in a ceremonial robe of indigo and silver, greeter the ambassador with a composed dignity. Her words brief and formal.

"Ambassador Nantawat," she said, "you are received in accordance with the dignity of your office. We trust the short journey here was without trouble. Please, take a seat."

Once seated, she continued. "The matter before us is no longer merely military or legal. It is a question of principle—of sovereignty, consequence, and resolution. There's soldiers did not arrive by misadventure. They crossed our borders in the service of a government which remains, to this day, under the same leadership—albeit under a different name. The responsibility is not abstract."

Foreign Minister Aung San Suu Kyi then placed a dossier on the table—comprising official transcripts, evidence logs, and recorded testimonies from the captured personnel. Justice Minister Aye Maung, seated beside her, said nothing, but his gaze remained fixed on the ambassador, steady and unreadable.

"Myanmar and its people does not seek conflict, Ambassador," the Queen continued. "But neither would they accept evasion, excuses, or diplomatic theatrics. You are to tell us the truth and take accountability, or the consequences will be dire."

Kongkiat observed Kandawgyi Lake calmly, appreciating the serenity of the natural landscape not often felt during the military dictatorship. The convoy had already approached the Karaweik Palace as he returned his gaze. He was never the most outgoing soul. However, it was clear that the Myanmar government put concrete efforts into such a meeting.

He acknowledged Tatmadaw’s uniformed members as they led him toward the palace. It was floating on the lake and was a striking sight. Kongkiat composed himself as he got inside, bowing politely at the Burmese Queen’s presence. “Your Majesty, Thailand’s representative is honored by such hospitality. The driver was excellent and I credit him for such an uneventful journey.” He addressed professionally before settling into his seat.

Kongkiat listened to Queen Me attentively. There was no sign of discomfort or defensiveness. He responded after a polite nod. “Indeed, Your Majesty. The matter before us is a question of principle. The Socialist Republic of Thailand, intolerably delayed, recognizes that our soldiers intentionally crossed into Myanmar border. The goal was clear, Your Majesty. It was to destabilize and eventually overthrow the previous regime. Under our new confederal system, we take such a responsibility seriously and do not deny any allegations made by the new Burmese administration.” He paused to emphasize.

“Under your country’s new democratic regime, the Socialist Republic is confident that Myanmar and its proud people do not seek conflict. Your Majesty, please accept our unbearably belated apology for such a blatant and despicable violation of your Myanmar’s sovereign. We do not presume ourselves to have any negotiating power and are willing to address any concerns, demands, or compensations sought by your nation-state with concrete and transparent action.” Kongkiat finished with a deeply remorseful tone.

The chamber settled into silence.

Sunlight filtered softly through the latticed windows, glinting off the polished floor like the last calm before a storm—or the first light after one.

"Ambassador Nantawat," the Queen began, "the words you offered here are meaningful, professional, and of a rare clarity. For that, I thank you. But understand this: what your government did was not merely a violation of protocol or a diplomatic indiscretion. It was an act of aggression, a deliberate intrusion into a sovereign nation's affairs, and an operation designed to collapse a sitting government—however flawed that government was."

She paused, for a brief second, and composed herself.

"It is no virtue to confess a wrongdoing once it has failed. You do not enter a neighbor's home to burn it down and then ask for forgiveness once the flames catch your own fingers. Myanmar does not accept that your apology erases the consequences of your nation's choices. We have no interest in vengeance—but we will not entertain the illusion that the matter is closed by mere acknowledgment. Ninety-five of your soldiers crossed our border, armed, with intent to sow unrest... and those are simply the ones we caught. That is a matter not simply of diplomacy but of law. There will be accountability.

You speak of concrete action. Then we expect it. Compensation shall be discussed. A public statement and apology, issued through the Global Assembly, will be made by your government. And a formal legal review will proceed in the presence of international observers. Myanmar's sovereignty was violated, and the world must knot it."

The Thai ambassador remained professional, listening to his Burmese counterparts’ response. He focused attentively and did not avoid constant direct eye contact. When the Burmese Queen finished, he nodded politely and spoke. “The Socialist Republic comprehends that our past actions are an act of aggression. Your Majesty rightly pointed out that it was a deliberate intrusion into a sovereign nation’s affairs with a clear intent to overthrow the sitting government, however flawed.” He paused and continued.

“Indeed, Your Majesty, any reasonable actor could not assume that the mere act of apology, especially a belated one, has any right to be accounted as a legitimate justification for forgiveness. The Socialist Republic stands with your stance that our apology shall not be able, under any circumstances, to erase the consequences of our nation’s choices. Understandably, Myanmar is not talking from a point of vengeance. International law was blatantly violated.” Kongkiat asserted with conviction.

“Indeed, Your Majesty, compensations shall be discussed, but under Myanmar’s reasonable terms. The Socialist Republic does not object to Myanmar’s desire for a public apology, issued through the Global Assembly. We are committed to ensuring that such a statement is delivered from the highest echelon of our confederacy. Thailand will cooperate fully, transparently, and abjectly with any international observers until substantive justice is served to Myanmar with the backing of international law and the international community’s condemnation.”
