Greetings Minister Okereke,

Thank you for the initial letter. As Africans we all share a special bond and brotherhood. And we also all know and share and understand and have felt the bloodshed of colonialism and our own civil strife. Our government is being built on the foundation remembering the past, but also looking constantly to the future. We are planning towards for 2020 today, but building the foundation for it now.

What are your goals for the Congo. Perhaps before we settle down and sign agreements let us first share our goals for the continent and our own countries, but also the current situation in South Africa and what the Swedish government is doing there.

Currently we have been hosting several nations as of late, but you would be the first representative of an African nation to visit Nigeria since our government has taken power.

I would like to cordially invite you to Abuja at your earliest convince. Notify when you are available and I will meet you at the airport personally.

The Congolese Foreign minister would personally board a charter flight in Kinshasha bound for Abuja. She would bring with her three additional diplomatic staff and a single security officer. She would also bring her business laptop so she could continue her duties while en-route. The Nigerian government would be informed she would arrive at [OOC 4:50pm EST]

After a significant delay, Marini Okereke would arrive in the capital with her small complement. They would telephone the Nigerians requesting further transport to a meeting location.

"Hello, this is Minister Bonny. I have received word of your arrival. Although it is welcomed, protocol must be followed. We cannot simply arrange security detail on a whim. Or even arrange a meeting at a moment's notice. I can meet with you later this afternoon if that will suffice for you. I stated that it would great to meet you at your earliest convenience. However, that did not mean come unannounced with no agenda planned for or even stated without even a simple itinerary. Decorum must always be followed in diplomatic matters. Please be respectful of that."

The representatives would continue to splurge much of their appointed budget on tours and accommodations and would look into personally buying a property in the city. They would also begin exploring outside of the city. While they were very content with waiting, the treasury was beginning to look their way.

Late in the evening Junior Deputy of Foreign Affairs, Ezekiel Sancha would arrive at the hotel where the Congolese were staying along with two bodyguards. He would let the front desk know about his business. A clerk would hand a telephone receiver. "This is Deputy of Foreign Affairs Sacha. We have cars waiting for you downstairs."

Minister Okreke would quickly phone here associates, one of which would come running from across the street with a bundle of sweets wrapped in his arms. "Beautiful city you have here, sir." He would step into the car without another word. Within five minutes the rest of the staff would arrive from the building dressed in fresh suits and enter the cars after exchanging pleasantries.

After being driven to the Foreign Ministry the Congolese delegation would be taken through the usual security protocols before meeting with Minister Bonny. They would then be escorted to his office. Within a few minutes the minister would arrive, looking resplendent in an all green, agbada. "Please to meet you all," he would say. I usually wear the agbada the first time meeting a new delegation. It seems to bring me good luck. He then opens the door to his private work/study room. "Please take a seat at the table."

With that, Bonny walks to the head of the table and sits. "Welcome to Abuja," he says arms outstretched. "What do we have to discuss today?"

All four staff of the diplomatic mission would sit down, the security officer standing near behind the foreign affairs minister. After sorting out a thin folder, she would smile warmly at Bonny. "We thank you sincerely for the invitation to your country, and hope that this visit can beckon forth a new friendship in Africa."

"As do we," Bonny would reply. "We can always formally establish diplomatic ties as well as establish economic trade routes. Do you have any proposals in mind?"

"Our first and primary purpose for being here is to establish an African defensive pact. With the horrible tragedy of South Africa's occupation, we feel it is necessary to beef up our defenses- at home, and abroad. This pact would obligate the both of us to come to each other's defense if a foreign, non-African power were to attempt to encroach on our rights as sovereign peoples. Aside from this, there is also the matter of establishing embassies and another matter of defense we can speak on shortly."

Minister Bonny would sit upright in his chair even straighter than he normally does, and for him, that is not an easy task.

"Minister Okreke," he would begin, folding his fingers together and putting them to his mouth, almost as if he praying, as he normally does when thinking deeply and carefully.

He would clear his throat.

"Minister Okreke,"he would repeat himself. 'Um, Minister Okreke an embassy agreement and a trade route can surely be established in short time. But I am sorry, a defense pact?"

Bonny would then drop his hands to the table still holding them together as if was praying.


"A defense pact? You you been here less than two minutes. Let me say this as tactfully as possible. We do not know one iota about your newly appointed government. To what is this defensive alliance based? Shared geography? Are we politically aligned? Do we share the same foreign policy goals? Asking for Defensive Pact I am afraid is high-diving into the deep end without learning to swim.

I am sorry. I do not know any other way to say it."

Okereke would visibly hold in a frown.

"While we are very glad for your acceptance of our diplomacy and resources, it is no hidden secret that Africa is the domain of the American and European powers. Sure, we are allowed our own governments, even our own armies, but if they see it fit the greater powers could easily take every drop of oil, every ounce of gold or gram of diamond. Whether or not you will outright agree with this, it is undeniable they lord over us when it comes to economics and militaries. As evidenced by past colonial ventures, the major powers are resource-hungry, well equipped, and supported by the majority population."

Her diplomatic guard would drop, her face creasing with concern, her hands coming up on the table and gesturing as she spoke.

"Africa is owned not by us, but by the powers that use us. The pride of the African people is restricted and covered up. From what we've seen, few white men have even heard of the Congo wars. They do not care a bit for us, and we see no reason as to why we should live on under these looming, silent threats. We have associated ourselves with more minor European powers who also chafe under this close supervision, under the familiar goal of seeking out an escape to the spheres of influence that wrap around the globe. If this is a revelation for you, I feel it is a necessity that you learn it well. Read any history book written by an African, and it will become very obvious."

She would take a moment, collecting herself, bringing back up her posture and cool composition.

"Apologies if this insulted you, I lost my focus for a moment. We intend to form a defensive pact throughout Africa if other nations come out into the modern world. If this is too much for you at the time, we also have a plan for an international defense initiative that will reach out past Africa, an initiative to purchase and provide Anti Air, Anti Ship, and Anti Tank capabilities to smaller nations at risk of invasion."

"While it is still in an early phase of development, the basic idea is that the involved nations will share any and all production details of Anti Air and Anti Ship weapons they own or have the right to produce with the other members. Periodically the members would donate a percentage of their defense budget to the initiative, which will then go to the member most lacking in defense. The point of the program is to step up the defensive capabilities of the participants to prevent larger world powers from taking hold of us and using us."

"This Nigerian government believes in international diplomacy, not just African diplomacy. Are representatives of your country not going to the Turkish summit? This government also does not subscribe to the, "Woah is us, Africa is not ours propaganda. Look at Asia. After world war two, nearly all countries were under dictatorships either supported by the Soviets or the US. What did they do? South Korea, Japan, Taiwan, Singapore, the so-called Asian tigers built themselves into global super-powers.

"Sorry, but you are proposing too much. On a first visit we are talking about sharing defense secrets? Walk before we run."
