"Among other reasons, that is why we opted for this position. Our focus at the moment is on developing our economy and improving the quality of life of the ethiopian people, and not the involvement in far away issues that hardly have an impact on the day to day of our citizens. While stand by international law, and international stability is a key factor in commercial expansion everywhere, we simply cannot afford to make enemies and get ourselves involved in quarrels. That plus the fact that our Armed Forces are currently undergoing a deep reform and would be unable to back any strict interventionist policy we would adopt.
As for the situation in South Africa, it is sad to see that international bodies such as the GA failed to take stance on it and allowed for a long term extra-continental presence in Africa, much like it was customary some centuries ago. We agree with you on the fact that South Africa needs to become an independent country once again, but for the same reasons stated earlier, we cannot support any military intervention on this issue."

"Your reasoning is understandable. And, unless your military is now up to standards, I would like to guarantee protection for your nation, in case of circumstances where you are attacked unduly. And if there is any situation where you need military backing, do not be afraid to reach out to me about it, and after a proper hearing, I will decide on whether or not it is the right move. As you may know, the Congo is the leading land, air, and naval force of Africa, and we would be more than willing to throw our weight behind a good cause. Especially if that cause relates to South Africa."

"We thank you for your offer. Our analysts currently do not envison any inminnent threat to our national sovereignty. However, the everchanging nature of international politics and geopolitics never allows for one to be 100% relaxed on that matter. We hope that once we have diplomatically solved the issue with Eritrea, and progressed to the next phase of public infrastructure development, we will be able to more seriously tackle the issue of the reform and modernization of the Ethiopian Armed Forces, which will have a heavier emphasis on territorial defense.

I must now bring up the recent news of Uganda having finally elected a new leadersip and return to the international scene. Personalyl, we believe that they are great news for our previous talks regarding regional commercial and logistic integration and development. What would be your take on this
?"

"I would like to take a moment to reiterate our availability to act as a third party in those negotiations with Eritrea. Now to Uganda, I believe their entrance onto the global stage once more can only mean good things, especially regionally in Africa. They are landlocked and smashed between our two spheres of influence, so we will see if they can help serve to bring unity to our three countries, as well as Africa as a whole, as in order for them to succeed in a great level of cooperation will be needed."

"We are reaching the final stages of the preparatory work for the Ethiopian-Eritrean summit, working together with other important nations around the globe to explain and clarify the process that will take place.

We would be honored to have congolese officials at least as obsersers during the meeting to give the procedings a more transparent veil and to serve as proof of the african interest in move past colonial wounds and start a broader process of integration and cooperation.

As for Uganda, their geographic location, in the heart of Africa and between both of our countries is strategic and could be hugely beneficial to our plans to create a transnational connection from east to west, reducing transportantion costs and times for the whole subsaharian region

"Well when the time comes, please alert me to the summit. If needed, we would also be glad to provide security for the summit, as a non-partisan and non-biased party, to protect it from both sides. Just in case."

"We also have ambitions for a trans-continental railroad, starting primarily between our countries, traveling most likely through Uganda. We only need the approval of a small sum of countries to unite our bustling capitals through a strong, high-capacity land route. And this route could spawn dozens of offshoots, bringing prosperity to small and neglected settlements who have suffered from lack of trade and job opportunities."

"Assab-Addis Ababa-Kampala-Kinshasa-Muanda... The Trans-african bi-oceanic corridor. Not only would it connect both sides of the continent, but also as you mention it would serve as the main trunk for many branches diverting from it to the north and south, integrating local and regional economies into the broader international market, reducing the cost to produce and export our goods.

This would be an important push to our local industries, making them more competitive and allowing african nations to go beyond being mere commodity-exporters but to become providers for manufactured and processed goods. Why sell our ores when we can transform them here into finished components, creating jobs and mobilizing our economies with the increased sales price.

"I like the way your thinking. Precisely how I was. Our only obstacle here is the unavoidable 100-mile gap between the Easternmost portion of Uganda and the westernmost portion of Ethiopia: a gap we can call Sudan. The gap seems non-negotiable, set in stone, however, I believe the Congo is well enough equipped for a safe and peaceful negotiation of the land. Even with an uncivilized government without any diplomatic offices, such as the Sudanese have."

"Yes, that is indeed a major concern, which we would eventually need to solve, diplomatically. We are in very early planning stages of this project, meanign we have time to weight our options. Personally, I don't think that taking any forceful action will bring benefits to the project or our countries themselves.

Tha goal of this project is to increase our industrial capacity, specially the goods and products we export. If any of us takes a military action, it is almost a certainty that it will face international sanctions and embargos which will not only immediatly nullify all possible gains from the trans-african corridor, but also push it towards the opposite side.

I think we could look into directly funding the sudanese Government into building that small gap by themselves, through contractors provided by our nations. This will not only avoid us any international trouble but also broaden the scope of our project by actively including more governments."

An aide would knock on the door of the private meeting. The Prime Minister would look annoyed at the interruption but would eventually understand that something important must have happened. The aide would approach the PM and whister something to the ethiopian leader, then he would turn around and elave, closing the door after him.

"Your Majesty, I have been just informed that Imperial Congolese troops have engaged troops from the Republic of the Congo. This is quite surprising but I would understand that this might require your full attention. Do you wish to pospone the present diplomatic talks for the near future, when this situation is settled?"

"I do believe it would be in my best interest to monitor our developments closely, from home. I'm sure you understand. Yes, we should postpone. I will alert you when I am available for another meeting."

With that and a formal goodbye, the Regent would rush through the Ethiopian building and to the airport. As the plane took off into the air, it would be shadowed by three MiG-23s which would take off from Beta field. They would escort it through Ethiopian and Ugandan airspace and to Beta Field, where aircraft would swap and they would fly to Foxtrot Field, then Alpha Field, and finally to Charlie Field where he would then disembark and board a helicopter to go to a private residence in the depths of the jungle.

The ethiopian prime minister would give the Congolese Emperor a farewell and return to his planned schedule, leaving the bilateral relations with the Congo for a future occasion.

----

Meanwhile, military personnel on the ground in the outskirts of the capital would make visual contact with the 3 congolese MiG-23s and report that to their superiors. Going up the command chain and reaching political levels, the airspace violation from the congolese air force would be noted and a private formal note would be sent from the Ministry of Foreign Affairs of Ethiopia to the congolese Embassy in Addis Ababa.

Said document would remark that Ethiopia understands the needs for additional security for the congolese Emperor in a time of war, however it would also stress that the unauthorized entry into ethiopian air space by congolese military aircraft was a violation of ethiopian sovereignty. The note would close stating that in consideration of the good relations between both nations, Ethiopia was willing to let pass with just a warning to request the proper clearence in future occasions.
