On behalf of the United Kingdom's Ministry of Defence, I am pleased to extend a formal invitation to the United States Special Operations Command to participate in a joint special operations exercise, aptly named Exercise Iron Diplomat, to be conducted in the United Kingdom in January 2007. The exercise has been designed to simulate the rescue of embassy personnel from a hostile, urban environment. This will allow UK and US Special Forces to plan, coordinate and execute a rapid response in what could very much be a real-world situation abroad. Please find the below summary:

Scenario Personnel from an allied embassy have been taken hostage by soldiers of a hostile state. The captors have issued an ultimatum that unless the allied coalition surrenders within 96 hours, the hostages will be executed.

We believe the nature of the exercise is one of the most likely threats that we face and under any escalation, Embassy staff are often at the forefront.

Please confirm your participation by the end of December 2006, accompanied by a list of units and equipment intended to be sent. We would welcome the deployment of Tier 1 assets supported by enablers including EOD, ISR, etc.

Secretary Green,

Thank you for organizing this training operation. I think that it will be a welcomed exercise for our special forces to work in tandem. I have spoken with Lieutenant General Cross, the Commander of JSOC, who has recommended that operators from the Naval Special Warfare Development Group, AKA SEAL Team Six, be used for this training operation. For this training exercise, we will deploy 50 Navy SEAL Training Specialists (who are capable special forces operators themselves), along with a squadron of SEALs (48 operators), as well as a currently undetermined number of Air Mobility Crew who will fly the SEALs to the United Kingdom and, if necessary, participate in the training exercise. SEAL Training Specialists will begin planning for the operation now, but the operators will be kept in the dark for the scenario so that we can test their preparedness.​
