On behalf of the United Kingdom's Ministry of Defence, I am pleased to extend a formal invitation to the United States Special Operations Command to participate in a joint special operations exercise, aptly named Exercise Iron Diplomat, to be conducted in the United Kingdom in January 2007. The exercise has been designed to simulate the rescue of embassy personnel from a hostile, urban environment. This will allow UK and US Special Forces to plan, coordinate and execute a rapid response in what could very much be a real-world situation abroad. Please find the below summary:

Scenario Personnel from an allied embassy have been taken hostage by soldiers of a hostile state. The captors have issued an ultimatum that unless the allied coalition surrenders within 96 hours, the hostages will be executed.
We believe the nature of the exercise is one of the most likely threats that we face and under any escalation, Embassy staff are often at the forefront.
Please confirm your participation by the end of December 2006, accompanied by a list of units and equipment intended to be sent. We would welcome the deployment of Tier 1 assets supported by enablers including EOD, ISR, etc.
