Dear Sirs.

The Brazilian Air Force hereby requests authorization from the Portuguese government to land Ambassador Henrique Viana's plane, bound for Madrid-Barajas, at Amílcar Cabral International Airport in Cape Verde.

The plane will remain at the airport for a few hours while it refuels and prepares to continue its journey to the peninsula. We would be grateful if the Portuguese government would allow refueling and the intrusion of our aircraft, model Embraer E-170, into its airspace. The aircraft is unarmed and its sole mission is to transport the ambassador to Madrid.

We also request that you allow the same operation on the return trip to Brazil. We attach the planned flight route for the trip.

Dear Brigadier Almeida,

The Ministry of Defence of the Portuguese Republic acknowledges receipt of your communication regarding the flight of Ambassador Henrique Viana aboard the Embraer E-170 aircraft, operated by the Força Aérea Brasileira, en route from Brazil to Madrid via Amílcar Cabral International Airport, Cape Verde. Portugal hereby authorizes the requested transit through national airspace and grants permission for refueling operations at Amílcar Cabral International Airport, under the understanding that the aircraft is unarmed and engaged solely in diplomatic transport.

The same authorization applies for the return flight to Brazil, under identical conditions. Coordination with Portuguese Air Force control authorities (ACC Lisboa FIR) is required prior to entry into Portuguese airspace to ensure standard safety procedures and identification.

Portugal is pleased to facilitate this mission as a gesture of the long-standing friendship and cooperation between our two nations.
