CONTEXT
The American-Ethiopian Agreement of Free Navigation of 2005 is between the United States of America (also referred to as the United States) and the Federal Democratic Republic of Ethiopia (also referred to as Ethiopia). This treaty is meant to foster a spirit of understanding between the United States and Ethiopia regarding free navigation to and from the Red Sea. Neither this treaty nor any article or item within it is meant to negate the International Law of The Sea.



ARTICLE 1
FREE NAVIGATION IN THE BAB-EL-MANDEB STRAIT
1.1 The Federal Democratic Republic of Ethiopia (or any agents acting on Ethiopia's behalf) will not interfere, obstruct, or delay the transit of surface vessels, submarines, or aircraft that are operated by the United States military, the United States Coast Guard, the United States government, or any governmental agency or entity that is under the control of the United States government through the Bab-El-Mandeb Strait, or interfere with the United States accessing the Bab-El-Mandeb Strait.



ARTICLE 2
FREE NAVIGATION OF THE RED SEA

2.1 The Federal Democratic Republic of Ethiopia (or any agents acting on Ethiopia's behalf) will not interfere, obstruct, or delay the transit of surface vessels, submarines, or aircraft that are operated by the United States military, the United States Coast Guard, the United States government, or any governmental agency or entity that is under the control of the United States government through the Red Sea, or interfere with the United States accessing the Red Sea.



ARTICLE 3
FREE NAVIGATION OF THE GULF OF ADEN

3.1 The Federal Democratic Republic of Ethiopia (or any agents acting on Ethiopia's behalf) will not interfere, obstruct, or delay the transit of surface vessels, submarines, or aircraft that are operated by the United States military, the United States Coast Guard, the United States government, or any governmental agency or entity that is under the control of the United States government through the Gulf of Aden, or interfere with the United States accessing the Gulf of Aden.

The Hurricane Katrina Recovery Act

JOINT RESOLUTION
To provide federal assistance and relief to the areas of the country most affected by Hurricane Katrina.​


WHEREAS, the President ]declared an emergency in the states of Louisiana and Mississippi and in accordance with the Stafford Act;
WHEREAS, the state governments of Louisiana and Mississippi have both submitted written requests for assistance to this Congress; and
WHEREAS, the devastation in Louisiana and Mississippi is overwhelming to state and local officials and the President has called for congressional action on this matter;

Now, therefore, be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled,

1. This Congress allocates $10,500,000,000.00 for relief in the Louisiana and Mississippi from the effects of Hurricane Katrina,
a. $7,500,000.00 of that sum is specifically allocated for relief in the following Louisiana parishes: Orleans, Plaquemines, Jefferson, and St. Bernard;
b. A portion of these funds must be used to repair or rebuild the levees and pumping stations in New Orleans so that they can withstand the effects of a storm stronger than Hurricane Katrina in the future;​
2. The funds allocated from this act must either be used for direct relief to the citizens in these regions or for the construction and reconstruction of infrastructure as deemed appropriate by the President;
3. The funds allocated from this act must be used entirely before the end of the last day of 2006,
a. Any remaining funds after this date will revert back to the United States.​
