The VpZK investigates efforts and activities directed against the federal level of Russia or transnational, in matters of foreign policy significance and at the request of a state authority for the protection of the constitution.
The VpZK is alleged to be a monitoring tool of Russia's political opposition under the guise of "protection of Russia's democratic order". Under the Federal Penal Code, the VpZK can infiltrate political parties to conduct intelligence gathering operations to monitor extremist parties.
Under Directive 50381 the VpZK has begun to investigate Uzbek state activities inside Russia aimed at subverting the democratic order and supporting Russian Communist Movements. Following Italy's civil war the VpZK has begun investigating French activities in Russia aimed at restoring a Russian Monarchy.
